Because …
Tree Growing is not facilitated But Harassed
• Forest laws, meant for forest protection
– The same is applied on farm trees, wrong
– Export restricted for native unique woods also
• Felling / Transit procedures are cumbersome
• Old method of proof / documentation.
• Farmers treated like thief,
While taking his wood for his own purpose
It is not only farmer’s experience,
many reports confirm

“But what really hurts is that planting a tree is
bound up in so much restriction and red tape

• TN Sandal rule 2008 is not facilitating

dept, biggest hurdle.
– Now, even though TN govt provides Sandal
sapling to farmers, they hesitate.
• Karnataka allows farmers to sell directly to the
companies, reduces time delay & …

• When we say TREE, All think Forest Why?
• From agrarian age, timber needs were met from
forest.
• 18th Century, British created Forest dept, to
manage forest for timber needs, of Brittan also
• 1990s Amla was NTFP- Non timber Forest
Produce, now Horticulture.
TNAU –FC&RI was also named as Forest college?
Trees need not be related to Forest, Anymore !!
Shall be part of agriculture, Treeculture
Forest Policy 1986 Changed

“Forest for Conservation not for Production“,

– Forest is not meant for Production of wood
– Forest needs to be conserved
– NO MORE wood from forest for Industries etc

to the goal of 33%, for last 5 decades !!
Because.. MoEFCC has wide responsibility
• Forest / Wildlife conservation is their FOCUS
• Ocean is also part of their concern
• Environmental clearance, monitoring, etc
– A complex responsibility in growing economy with
Nuclear / Petrochemical / Mega metros
– Which they are not familiar / taught
• Pollution control with growing industries
• Conservation of rich Biodiversity of India
– 10% species are under threat
• Environmental Mgmt for growing Infra projects
Forest dept focus is Forest
…. Not farm lands
• Improve density & wilderness of forest
• Converting mono-culture / exotic species
• No-go areas
• Reduce pollution due to mines / resorts etc
• Birds/Bees population, study & Improvement
• Conserving / safe guarding wild animals
• NTFP, Non-Timber Forest Produce
So, facilitating Treeculture gets LESS attention
No Demand Vs Supply - Mapping
• What is wood demand? Today- Another 50yrs
– Takes decades to grow and get it
• Which wood is imported? for what purpose?
• Available tree species, mapped suitable area.
• Farmers constraints & preferences.
Agriculture dept has cultivated area, demand for
each crops, every year, across all states
But forest dept do have such system
And They never ever attempted to know population
for any tree species in farmer’s land, in Forest also!
Forest dept do not know economics
• ICFRE and Forest extn dept are isolated
• To convince farmer for tree growing, trees
income should be compared with other crops
• I found Teak is 3 times profitable than
Coconut, with less water/ care, in suitable land
Approx calculation is in the next slide
Farmers are interested, Pl remove it from scheduled list
Case study: In NH compensation for trees, Agri
depts calculates reasonably with future economics,
but Forest dept calculates on weight basis.
Farmers are paid very low. Is it fair?

Forest soil vs Farm soil
• Forest soil is HEALTHY, due to humus of wild
shrubs & it’s humus, wild animals &
droppings - enhanced the soil
• Farm soil is degraded, due to over
cultivation, compaction (Tractors), no humus
addition, no natural manure, excess chemical
fertilizer and pesticide.
Both are totally different.
Need research on
“Trees growth with various crops and animals
combination” – who ? Agri Univ.s or ICFRE
Moisture level in Soil & Air
• Quantum of rain, frequency of rain, water
holding capacity of forest soil is totally diff
• Air moisture, temp are also different
• Whereas, in FARM land, no such benefit
NOT seen a single Teak tree equivalent to
Neelambur-Kerala forest in farm land
But those gene saplings were given to TN farmers
Need to identify Plus trees in respective province
ICFRE study of trees in forest environment
did not suit rightly for farm lands
Borewell effect on Tree growing
• Nowadays, bore-well depth crossed 1000 ft
– All farmers prefer Coconut - fully facilitated
– Free EB & Coconut combination sucks gr water
• Top Soil getting dried
• Less moisture and low humus leads to soil
degradation, even grass dried
Desertification / Drinking Water Scarcity
Tiruppur / Palladam - TN becoming DESERT.
MoAFW shall also have a Desertification dept
Symbiotic, a complex concept
• Our Sandal / Red Sanders grows along with
other crops / Trees
• Exotic Eucalyptus does not allow anything to
grow under it
– No Grass, hence no sheep grazing
• It is complex, many combination of trees and
crops. Permutation & combination
Albizia lebbek, is a NFT –Nitrogen Fixing Tree
may help other crops with Nitrogen
TNAU’s - FC & RI conducts such study.
Horticulture and Timber
• Our Moringa Olifera, can be grown with Teak
or Pterocarpus Marsupium.. etc
• Both are not water consuming
• Moringa gives income in initial years
• It is MPT, Multi-Purpose Tree
– used as leaf, vegetable, fodder
– Dried leaf Exported, So, constant market
• Custard apple is, with P.Marsupium ?
Agriculture dept shall study such combination and
publish in the website, easy to update / access
Water Use Efficiency (WUE)
“More Crop per Drop” – in PM words
• Sugar requires 2500 litres of water / kg
• Rice requires 4000 litres of water / kg
• How much is required for a kg of Teak?
• Water starving India needs to plan crops /
trees based on water availability
• Similarly Water Use Income, the final goal
These kind of studies is not done by MoEFCC.
Better agriculture do that in agriculture lands and
compared with other crops
Agri Dry lands, a big potential
• 60 % agri lands in India are DRY
• Most of irrigated lands starving for water
– Becoming dry
• What are the options?
– Industries / Solar to some percentage
– Tree growing will suit all areas
• Is tree growing profitable in dry lands?
– YES, some are better than Coconut
Biodiversity Rich India, has highly valuable and
unique dry land tree species.
And, demanded world wide, for GOOD CAUSE.
Agriculture impossible
but.. Treeculture is !!
My land, in 2005, Rocky, Dry, Red Soil & Sloppy
No crop was possible, even Tamarind of Forest
dept did not give fruit .
but Red Sanders Tree is growing well
Without water !

but.. GOI restricts Red Sanders wood Export
• IUCN 1998 classified as Endangered, wrongly
• MoEFCC should submit population details to
update it’s classification, as per their format
– Not submitted till now, 19 years of lapse
• CITES restricts export from wild being
endangered
But MoEFCC restricts from cultivated source also

decades – Soil eroded.
I first did RWH, Rain Water Harvesting, then Tree
RWH designed to retain100%of 100mmRainin2hrs.
Rs 4 lakhs spent ! No Subsidy !!

• I have represented Red Sanders issues many
times for past 2 years, to MoEFCC
• Every time, its gets forwarded to diff divs
– FPD, Forest Protection Div, they close it
– FPD, Forest Policy Div, they forward to PCCF
– SU, Survey & Utility div, R & E …
– CITES MA, is ADF-WL / CITES SA is BSI

Endangered, not understood
• IUCN is an Int’l org, list endangered species
– very clearly provides, objective methods to classify
Endangered, Extinct ….
• Revival of endangered animal is difficult.
– Requires suitable habitat, Tiger conservation
– But revival of endangered Tree is easy
• No such habitat needs
CIRCA- SITUM, growing trees in farm lands proved
to help conservation, reduces theft from forest.
so, Tree will not become Endangered
Only bad policy will !!
MoEFCC treats Forest & Farm trees in
same manner - Restrictive
• CITES : An Int’l org, restricts export of endangered
species from WILD, to conserve it
• But Allows / Encourages from cultivated lands, to
meet the needs and reduce the damage to wild forest
– With a NDF study
– MoEFCC conducts it rarely, without objective
• And, MoEFCC did not differentiate & suggest
DGFT for a separate policy for Farmer’s RS wood
But Malaysia Timber Industry Board, ensures no
such lapses and facilitates export of Endangered
species from cultivated source in larger quantity
Sandal
• BEST Tree for our dry land, Grows by itself,
– Birds spreads seed, grows along with A. lebbek etc
– without water, fertilizer, NOTHING
• But forest law made farmers to plug out
Even today, in Kgi dt / TN farmers plug out
birds spread Sandal under Mango trees.
An unique potential is simply lost
Now, Indian Sandal wood grown in Australia,
by Indian farmers also , is sold in India !!!
Few TN farmers supplied sandal to forest dept, as
per TN Farm land Sandal act 2008, but not paid till.
Tamarind of Forest dept, my experience
• 1989, forest dept supplied root coiled sapling
• Took 10 years to grow in dry lands
• No fruit, waited for another 5 years, felled
• Understood that Tamarind is not fit for mono-
crop plantation, only for line/roadside
• Now Red Sanders plantation growing well

• Promoted in 2005s, An exotic species
• Breaks by our wind,
• Till now ZERO income.
• How many farmers benefited out of this?

• 2010s Forest had supplied Silver Oak saplings
to farmers in hot climatic & plain region
• After 3-4 years, farmers came to know, it is
not growing.
– It is a hill Tree, >800 mm MSL
• Who is looser? Will farmers believe next
time? Farmers income deprived, Compensation?
Pterocarpus Marsupium would have suited for such
dry alluvial soil, in hot climate.

Indian Farmer’s Plight, a case study
An acre farmer cut his own Teak tree, sawed and
brought for his small house, in the night,
as though he is a thief.
No other profession will experience such state !!
Rosewood, India’s Pride, but
• Proud, being dinning table Top in
Buckingham Palace, United Kingdom.
• TN not allowing to fell, in farmer’s land also
– Rule extended for every 15 years.
– Any benefit / increase in population ????
• Takes 75 yrs to grow, what will be policy?

• CCTV at forest check-post
– No permanent check post on NH !
• For Farm woods
– GPS / Cloud based apps, like TNPL / TN
– Geo-tagged photos / VRIKSH by EPCH
Forest guards, guard weigh bridge instead of
forest and harass farmers, who transport even
Neem / Mango / Palm woods.
LoCONES of CCMB Hyderabad can map source
with Cellular /Molecular technology, if essential

• But better to adopt NITI Aayog reform “All

– IWST gives training to farmers - GOOD
TN budgeted 100 crores for Sandal Promotion.

AgroForestry. It distributed fund for 2016-17.
But implemented by Forest dept in TN !!!

Farmers may/can not fully depend on Cauvery
Drinking water need of Mysore, Blr, Salem, Hosur,
Vellore, Erode, Tiruppur, Trichy... increasing
• Farmers grow
– Coconut : assured income, but water consuming
– Mango trees : Farmers with has less water
• 2016 acute drought, many farmers wanted to
grow less water-using Timber trees

Timber Development Board of India Required under MoAFW, Ministry of Agriculture and Farmer's Welfare

Trees / Wood • India Imports 90% of its wood needs. • Rs 50000 Cr pa, will be a lakh Cr 2022 • Growing std of living increases it’s need • Wood is eco-friendly, than metals • Water scarce India competes to export Sugar, but it Imports less water consuming wood • Climate change affects all, Trees will reduce • Drought / Flood resilient Trees Will Save Farmers from Suicide

Can India grow trees? • India has huge arable & suitable lands • It has varied climate regions • Biodiversity rich India, has got matching tree species for all those conditions & soil • Farmers wanted to grow trees, – Due to water scarcity / Labour shortage • India met Food Prod/ 2nd in Milk prod Credit to Dr. MS Swaminathan & Dr. Kurian / AMUL Then, why India imports WOOD? Once, India was Exporter !!!

Because … Tree Growing is not facilitated But Harassed • Forest laws, meant for forest protection – The same is applied on farm trees, wrong – Export restricted for native unique woods also • Felling / Transit procedures are cumbersome • Old method of proof / documentation. • Farmers treated like thief, While taking his wood for his own purpose It is not only farmer’s experience, many reports confirm

Shri AK Bansal Committee Report 2012 • Each state has it’s own transit rules • So Transportation across INDIA is difficult Hard Truth, Imported wood is allowed freely for transport, but not our native woods. Recommended MISSION (Long term goal) “Felling and transit restrictions with respect to trees planted on non forest private lands are completely removed”

Agroforestry policy, 2014 • 2.3 clause says “obtaining permission permits for harvesting and transportation are cumbersome, costly & frustrating and hence, discourages farmers from undertaking tree planting on farm lands. It is also time consuming, mental agony, felt so much harassment for doing good thing” Recommended , Ref in 5.1.1, of policy Need to create a Mission or Board Confusion continues - Mission created under MoA but Implemented by Forest dept !!!
  • 8. MoEFCC, High level committee, 2014 4th Recommendation Plantation of approved species on private lands could be considered for compensatory afforestration with facility for ‘treeland’ trading. (Para 5.7). 3rd Recommendation “To offer economic incentives for increased community participation in farm and social forestry by way of promoting and proving statutory safeguards to ‘treelands’ as distinct from ‘forest’. (Para 5.6)

Needs Standardization Agroforestry / Trees outside Forest / Farm Forestry

Red sanders is unique dry land tree of India, demanded globally, restricted for export by a sheer lapse in understanding in the criteria of IUCN’s Endangered species by MoEFCC

Other benefit…Wooden Handicrafts • Handicrafts come’s under Min. of Textiles • They are struggling for legal wood supply • Permission for selected species in some states curtail some woods and related handicraft items, loosing diversity & variety • Many tree species are becoming neglected – ex Albezia lebbeck, fast growing dry land tree. Rules discourages Biodiversity NITI Aayog Agri reform- “All tree species of farmers should be free from any restrictions” – V. Good
  • 19. Difference in State Laws • Karnataka and Maharastra have revised laws for Sandal. Population increased. Success !! • TN Sandal rule 2008 is not facilitating – Time of felling and price are decided by Forest dept, biggest hurdle. – Now, even though TN govt provides Sandal sapling to farmers, they hesitate. • Karnataka allows farmers to sell directly to the companies, reduces time delay & … Such successful laws can be replicated, in a year

Not Adopting • Water consuming Coconut, continue to have development board for 50 years, whereas less water using trees yet to. • Polluting industries, ex Dying, are facilitated, whereas pollution cleaning trees are not yet. • Govt just continues to spent for Afforestration Green India, Climate change, loan waiver etc.. Without restructuring for present needs & challenges Tax Reform(GST), Demonetization…. Restructuring , also, required for Tree growing

Need to Review our Mindset • When we say TREE, All think Forest Why? • From agrarian age, timber needs were met from forest. • 18th Century, British created Forest dept, to manage forest for timber needs, of Brittan also • 1990s Amla was NTFP- Non timber Forest Produce, now Horticulture. TNAU –FC&RI was also named as Forest college? Trees need not be related to Forest, Anymore !! Shall be part of agriculture, Treeculture

Forest Policy 1986 Changed …..but not the org setup “Forest for Conservation not for Production“, means – Forest is not meant for Production of wood – Forest needs to be conserved – NO MORE wood from forest for Industries etc – Wood needs to be met from Farmer’s land And IFS /MoEFCC mandate is “Protection of Forest” neither Production of wood to meet the demand nor Farmer’s Welfare – refer IFS syllabus also

Varieties? • India was wood Exporter ! Now Importer MoEFCC could not increase 24% Green cover to the goal of 33%, for last 5 decades !!

MoEFCC has wide responsibility • Forest / Wildlife conservation is their FOCUS • Ocean is also part of their concern • Environmental clearance, monitoring, etc – A complex responsibility in growing economy with Nuclear / Petrochemical / Mega metros – Which they are not familiar / taught • Pollution control with growing industries • Conservation of rich Biodiversity of India – 10% species are under threat • Environmental Mgmt for growing Infra projects

Not farm lands • Improve density & wilderness of forest • Converting mono-culture / exotic species • No-go areas • Reduce pollution due to mines / resorts etc • Birds/Bees population, study & Improvement • Conserving / safe guarding wild animals • NTFP, Non-Timber Forest Produce So, facilitating Treeculture gets LESS attention
  • 30. No Demand Vs Supply - Mapping • What is wood demand? Today- Another 50yrs – Takes decades to grow and get it • Which wood is imported? for what purpose? • Available tree species, mapped suitable area. • Farmers constraints & preferences. Agriculture dept has cultivated area, demand for each crops, every year, across all states But forest dept do have such system And They never ever attempted to know population for any tree species in farmer’s land, in Forest also!

Forest dept do not know economics • ICFRE and Forest extn dept are isolated • To convince farmer for tree growing, trees income should be compared with other crops • I found Teak is 3 times profitable than Coconut, with less water/ care, in suitable land Approx calculation is in the next slide Farmers are interested, Pl remove it from scheduled list Case study: In NH compensation for trees, Agri depts calculates reasonably with future economics, but Forest dept calculates on weight basis. Farmers are paid very low. Is it fair?

Moisture level in Soil & Air • Quantum of rain, frequency of rain, water holding capacity of forest soil is totally diff • Air moisture, temp are also different • Whereas, in FARM land, no such benefit NOT seen a single Teak tree equivalent to Neelambur-Kerala forest in farm land But those gene saplings were given to TN farmers Need to identify Plus trees in respective province ICFRE study of trees in forest environment did not suit rightly for farm lands

Borewell effect on Tree growing • Nowadays, bore-well depth crossed 1000 ft – All farmers prefer Coconut - fully facilitated – Free EB & Coconut combination sucks gr water • Top Soil getting dried • Less moisture and low humus leads to soil degradation, even grass dried Desertification / Drinking Water Scarcity Tiruppur / Palladam - TN becoming DESERT. MoAFW shall also have a Desertification dept

Symbiotic, a complex concept • Our Sandal / Red Sanders grows along with other crops / Trees • Exotic Eucalyptus does not allow anything to grow under it – No Grass, hence no sheep grazing • It is complex, many combination of trees and crops. Horticulture and Timber • Our Moringa Olifera, can be grown with Teak or Pterocarpus Marsupium.. etc • Both are not water consuming • Moringa gives income in initial years • It is MPT, Multi-Purpose Tree – used as leaf, vegetable, fodder – Dried leaf Exported, So, constant market • Custard apple is, with P.Marsupium ? Agriculture dept shall study such combination and publish in the website, easy to update / access

Water Use Efficiency (WUE) “More Crop per Drop” – in PM words • Sugar requires 2500 litres of water / kg • Rice requires 4000 litres of water / kg • How much is required for a kg of Teak? • Water starving India needs to plan crops / trees based on water availability • Similarly Water Use Income, the final goal These kind of studies is not done by MoEFCC. Better agriculture do that in agriculture lands and compared with other crops

Agri Dry lands, a big potential • 60 % agri lands in India are DRY • Most of irrigated lands starving for water – Becoming dry • What are the options? – Industries / Solar to some percentage – Tree growing will suit all areas • Is tree growing profitable in dry lands? – YES, some are better than Coconut Biodiversity Rich India, has highly valuable and unique dry land tree species. And, demanded world wide, for GOOD CAUSE.

MoEFCC treats Forest & Farm trees in same manner - Restrictive • CITES : An Int’l org, restricts export of endangered species from WILD, to conserve it • But Allows / Encourages from cultivated lands, to meet the needs and reduce the damage to wild forest – With a NDF study – MoEFCC conducts it rarely, without objective • And, MoEFCC did not differentiate & suggest DGFT for a separate policy for Farmer’s RS wood But Malaysia Timber Industry Board, ensures no such lapses and facilitates export of Endangered species from cultivated source in larger quantity

Sandal • BEST Tree for our dry land, Grows by itself, – Birds spreads seed, grows along with A. lebbek etc – without water, fertilizer, NOTHING • But forest law made farmers to plug out Even today, in Kgi dt / TN farmers plug out birds spread Sandal under Mango trees. An unique potential is simply lost Now, Indian Sandal wood grown in Australia, by Indian farmers also , is sold in India !!! Few TN farmers supplied sandal to forest dept, as per TN Farm land Sandal act 2008, but not paid till.

Is Tamarind a forest tree? Should it not be in agri?
