recommending a separate policy
for Farm land wood from Wild
NBA EC, says in nutshell
• Many uses across the world, for Centuries
• Native / Endemic to South India,
• Grows in dry lands with 200-800 mm alone
• Cultivated wood quality comparable to wild
• CITES do not restrict export, only EXIM
• Demand is met by illegal smuggling.
• Complex procedure / delays for export.
• Now, grown in Srilanka / China

NBA EC Recommendation -1
• Red sanders wood is not restricted by CITES
but by FTP (ie EXIM policy)
• Cultivated wood quality comparable with
natural range.
So, DGFT shall add in EXIM POLICY
(to distinguish farmers and wild wood)
“Red sanders wood, cultivated from farmer’s
agricultural land (propagated source “A” as
CITES says), shall be exported in any form.”
Hope DGFT can act on NBA EC report itself

NBA EC Recommendation -2
• Promote farmers cultivation. Good
• NBA has budget & accrual.
so, NBA shall give advertisement
“Red sanders shall be grown by farmers in their
farm land. Export is permitted for the farm
land wood, with simple procedures”
Farmers who are growing now shall register with
BIOTRIM / IFGTB / IWST, Export permission
shall be given to those who register.
(This also will help to know the population
Data will be useful for many report analysis)

NBA EC Recommendation 3
• A national level institute shall be created
• BIOTRIM Tirupathi shall be upgraded
Good, In addition to that, IFGTB / IWST shall
work in collaboration to promote the cultivation
in farmers land, in their region.
(These Institutes shall be CITES-SA for the

NBA EC Recommendation 4
• CITES does not restrict RS only FTP/EXIM
• Demand met by smuggling
• Relax the policy for legal exports
Needs clear understanding of CITES
• CITES added Red Sanders in Appendix II
– Restricts free export of wood from Wild trees
– Encourages from cultivated trees
– Export quota shall be fixed by party, ie India
– But DGFT treats both as same and restricts.

CITES & Objective
• Convention on International Trade in
Endangered Species of Wild Flora and Fauna
• Objective is to restrict trade of endangered
species from Wild
• Encourages from Cultivated / Propagated
source, to meet the demand

conservation of species by growing it in farmers
field to meet the need / demand
CITES, Export quota at present
• CITES Red Sanders export quota says “India will
authorize specimens of any type from 310 tons wood
per year from artificially (propagated) source “A”
• Same policy continues for decades
• Even this quota is not used.
• No permission given, files pending in DGFT for years
• India loses legal Forex, Losing it’s unique commodity
Malaysia is doing well, lot of export quota
by submitting proper NDF.

Fixing Export Quota, Ref CITES web
• India (party) shall fix the quota, how?
• Based NDF, Non Detrimental Finding.
Who?
• CITES-SA, ie BSI-Kolkatta / IFGTB-CBE
– Now, 2017 BSI has been assigned to do it
• Recommend the quota to CITES MA
• CITES-MA, ie MoEFCC – WL conveys to
CITES / DGFT
Note: Export Quota is different ( by CITES MA)
Export Policy is different (by DGFT)

WCCB (CITES MA) / BSI (SA) to act
• Increase export quota as 3000 tons, to meet
the demand – NBA report
• Allow to use 310 tons for 2017, to start with
• BSI shall do NDF study, after
understanding objective of NDF, which
should include population of Red sanders
from all states and farmers land.

Two Decades Lapse, Root cause
• CITES restricts because Red Sanders is
classified as endangered by IUCN
• IUCN, identifies species of extinct, critically
endangered, Endangered and vulnerable
• IUCN classified RS as Endangered in 1998
– Based on an official opinion, without data
– WRONG, It is not, as per criteria,
– Still many do not know the IUCN criteria

Need to understand, objectively
Let us study, Endangered objectively
• IUCN Classified Red Sanders as Endangered
• IUCN coded it as EN B1+2de ver 2.3 1998
means
– EN, Endangered
– B1+2de
• B1, Extend of Occurrence < 5000 sq Km
• B2, Area of Occupancy <500 sq Km
• de, No of location < 5 places
– Ver 2.3, version 2.3, 1998, year of classification

IUCN criteria for Endangered ver 3.1
Nos Code Criteria Condition Actual
1 A2 Population Reduction > 50% RS Coppice, So no such
chance
2 B1 Extend of Occurrence <5000 sqkm More in AP / TN itself
AOO Area of Occurrence < 500 sqkm Much More, RTI reply
NOL No of location < 5 More than 100 locationsNOL No of location < 5 More than 100 locations
3 C No of Mature species <2500 >10 crore in Forest, > 1
crore in farm lands of all
states
Population reduction
In 5 years
20 % Grows again (Coppice)
So, no Chance
4 D No of Mature species < 250 > 10 crores in Total
5 E Probability of Extinction
in Wild
> 20% Coppice property, no chance
Endangered means, in a Simple term
• Endangered = possibility of extinction
• Providing suitable environment for an animal to
save from extinction involves lot of work.
– Tiger conservation has separate activity
• But, not for Red Sanders tree which grows in dry
land without water & grows back when cut.
• India has lot of dry land, 60% of farm land
• Lot of farmers interested in it
• Withstood 146 yrs of worst drought & fires also.

So, it will not be extinct, unless policy does it
Red sanders - extinct ???
Grows after cut (Coppice)
• Even cut by smugglers will
grow
• Actually maturity of will a
decade earlier for coppice
tree – NBA report / IWST
book confirm
• My observation, after fire
also, sprouted near root
stock, grew very fast, then
planted one

APRIL 2017 15 Days after Rain
Mango, Eucalyptus died
RS, Neem, Sandal, A. Lebbek survived
Believe me - Survived Fire !!!
Little damages, some sprouted new
Some stem damaged, but growing
Fire, 2014 Now, in 2015
So,
If Red sanders can not survive
Then, Man-kind also will not survive
means
It will remain till we exist
like a Crocodile
A co-incidence
Red Sanders skin resembles crocodile
If Red sanders can not survive
Then, Man-kind also will not survive
means

So, it is matter of rectifying the lapse
But, Hard truth
• MoEFCC not even attempting to submit a
report for 2 decades to IUCN
• IFGTB did NDF study in 2011
• But, they considered Red sanders population
of AP only, not of TN etc & of farm land
A Fundamental lapse
• They did not recommend any export quota.
• IFGTB did NDF study in 2011

of AP only, not of TN etc & of farm land
A Fundamental lapse
• They did not recommend any export quota.
• Scientists may not be familiar with
international terms, so, expertise of CITES
certified personal may be sought
Some basic misconception
in understanding IUCN & it’s Criteria
• Endangered is confused with Endemic
• Endemic factor is one of the criteria of
Endangered species.
• IUCN clearly specifies with objective method
(Area of Occurrence & Area of Extent)
• IUCN clearly specifies all other criteria for
Endangered with examples, in Ver 3.1
(IFS officers / Policy analyst shall get into it /
CITES expertise may be sought)

Action by CITES SA – BSI Kolkata
• Now, BSI is assigned to do Red Sanders
survey
• But lacks understanding, by a RTI reply
• It seems, TOR of survey is only to take stack
of natural range.
• Whether it will be meant to fix export quota?
• Whether it will be used to submit to IUCN?
If the study is not meant to resolve 2 decade lapse,
then what is the purpose?
NBA report already has natural range details.

BSI study should resolve 19 years
lapse in IUCN / CITES
• If the study do not include RS population
from all states, farmers field
• Then It will be misleading / useless
• Last NDF study by IFGTB in 2011 is also
same lapse, not including all states / famers.
Need to understand IUCN / CITES criteria,
formats, etc.
Then plan, collect data, submit to IUCN,
ver3.1 format and to CITES, ver1.0

Honourable Supreme Court
• Honourable Apex court said in 2013 vide IA
no 100 of WP Civil 337 of 2005 with IA no

and fauna species status and correlate the same
with the IUCN Red data list every three years”

Other Lapses in DGFT Policy
• EXIM policy says, Red sanders value added
products shall be exported.
• The fact is, no value adding companies
• Confirmed by RTI replies
– AYUSH ( Now under Min of Health)
– Handicrafts ( under Min of Textile)
– Biotech (under Dept of Biotechnology)
• So, it always gives exemption for AP

An unnecessary process & delay
Thanks NBA EC
for clarifying Certificate of Origin
• Report confirmed that Certificate of Origin, is
provided by PCCF of concern state.
• Misconception was PCCF AP need to provide
• Certificate of origin is to ensure the material is not
from forest/wild, required by CITES, misunderstood

NBA EC recommends 5
• Cumbersome export procedure
– Needs 28 permissions / process
– Lot of delay
– Need to be simplified.
• I Feel even Indian users purchasing illegally for
their need, to avoid complex / delay of getting
permission from ignorant / corrupt grass root
forest officials.

One of the solution is to Create
Red Sanders Development Board / Mission
Let them be CITES MA / SA for the species
Make the species populous,
dissolve, in 10 years max
Or
Create permanent
Endangered Species Revival Board
Malaysia has Timber Board under agri ministry
which is also CITES MA / SA

Dry land Farmer’s Export Item
• One of very few item for dry land farmer to export
• Frees him from
– Water scarcity, reduces going for 1000 ft bore-well
expenses (now, 1 bore-well / pa)
– Fertilizer expenses / loan
• Facilitates sheep grazing, an annual income
• Felling gets good amount, long term needs like
education, housing, marriage, medical etc

Red sanders, India’s tree - Status
• US has got 47 patents using Red sanders, Japan 14,
Korea 10, Australia, Canada …
– but India has got only 1 patent of it’s tree.
• So, due to international demand, smuggling has
increased
• More than 20000 people arrest / firing
• Illegal activity & social disturbance
• Tree growers also under fear.

– Which tree species? CO2 sink potential? Area? Mapped?
– MoEFCC did not answer for an RTI
• India imports 90% of it’s wood need - Rs 36000 cr/pa
– Which trees species to replace / area ?
– MoEFCC do not study future projection, then who?
• India starves for water? Forget clean water / air

Policy div s / IFS / En. Scientist, need to act
Is Wood Tech not an engineering?
• IWST is doing good job, only one in India.
• Wood is also used with Polymer / in Energy
• Shortfall for Construction and Furniture
• Rs 5 lakh crore worth wood Imported
• Harassing Forestry law made people move
towards Steel / UPVC, lead to environ
damaging mining, which is non-replenishable

Jobs in IT / Mfr stagnating, one diversion is Wood
Technology, will promote wood, Eco-friendly
Forest Policy Changed, but not workings
• Forest Policy changed from Production to
conservation forestry
• Forest, wilderness and quality shall be improved
• Forest should revive Endangered species, No action
• Treeculture, facilitates farmers for growing trees,
felling, value addition, to meet the growing need of
India and high value commodity for export.

IIFM / IWST / IFGTB / IIPM etc all have policy
research division. Need to act to understand
international docs, current need and reform
Changing Job Scenario
• IT professional are attracted by Green
• Many IT professional taking up organic /
integrated / Hydroponic farming, as standby
• Some are contacting me for guidance to
grow trees (They do not know forestry)
• Some of them value add the commodity
• Able to sell through e-commerce. Good

Chance to make India Green
knowledge based organic farming Models
Remove bureaucracy hurdles, Please
General Conflicts
• PM says “Farmers should grow trees”
• MoAFW, Farmers welfare ministry
– No : Cultivation tech / loan / drip facility / subsidy
• ICFRE institutes are isolated, focused on
– Eucalyptus / Casurina / Teak
• Still farmers risk growing RS / Agar / Sandal
• AYUSH says subsidy to grow, RS etc on paper
• Felling harassed by grass root forest official
• DGFT restricts export
• MSTC / STC exports govt wood, not farm land

So,
Lapses in understanding objectivies,
simple international documents,
Leads to Ambiguous law,
Corruption, discourages tree growing
Dry lands remains as barren,
these essential woods are very high value,
becoming smuggling item then extinct . . .

Many reports, confirming hassles
• NBA EC: GOI, shall come out with separate
policy for wood grown in farm land. 2017
• Shri AK Bansal committee report, elaborated
hassles of wood transit across states, 2012
• Agroforestry policy 2014 of MoA, recommended
to create a board
• NITI Aayog also said, “ All tree species grown in
farmers private land shall be free from felling and
transit regulation”, 2016, but …seems same..

!! Timber Development Board !!
Is the solution
Research needs on Trees
• ICFRE’s has many institutes
• Agri Universities has some institute for foresty
• ICFRE and ICAR shall work together
• Agroforestry policy identified 20 Trees / state
– Short list 5 for wet lands, 5 for dry lands in each state
– In association with stack holder, Industry, Farmers & etc
– Brinng out cultivation techniques , Water need, Yield
range, Symbiotic, etc,
– Should be a proven model, not with bibiliographies

Farmers paid Rs 10000/- to become member !!!
Research needs on Policy
Many institutes /div to study, to name few
• IWST PRD shall suggest on wood usage
• IIPM, Bangalore, on wood as commodity
• MES, Chennai, on Tree economics
• TERI on Socia-economic impacts
• Anna univ- Environ on EIA of Trees

Right Policy makes Research Useful
Let us not blame Politicians alone,
In-fact, now they are active with reforms,
We scholars also need to act.
Corruption is Percentage Loss
Bad Policy is Total Loss

We farmers, thank NBA & EC for recommending a separate policy for Farm land wood from Wild
  • 4. NBA EC, says in nutshell • Many uses across the world, for Centuries • Native / Endemic to South India, • Grows in dry lands with 200-800 mm alone • Cultivated wood quality comparable to wild • CITES do not restrict export, only EXIM • Demand is met by illegal smuggling. • Complex procedure / delays for export. • Now, grown in Srilanka / China • Many uses across the world, for Centuries • Native / Endemic to South India, • Grows in dry lands with 200-800 mm alone • Cultivated wood quality comparable to wild • CITES do not restrict export, only EXIM • Demand is met by illegal smuggling. • Complex procedure / delays for export. • Now, grown in Srilanka / China
  • 5. NBA EC Recommendation -1 • Red sanders wood is not restricted by CITES but by FTP (ie EXIM policy) • Cultivated wood quality comparable with natural range. So, DGFT shall add in EXIM POLICY (to distinguish farmers and wild wood) “Red sanders wood, cultivated from farmer’s agricultural land (propagated source “A” as CITES says), shall be exported in any form.” Hope DGFT can act on NBA EC report itself • Red sanders wood is not restricted by CITES but by FTP (ie EXIM policy) • Cultivated wood quality comparable with natural range. • 6. NBA EC Recommendation -2 • Promote farmers cultivation. Good • NBA has budget & accrual. so, NBA shall give advertisement “Red sanders shall be grown by farmers in their farm land. Export is permitted for the farm land wood, with simple procedures” Farmers who are growing now shall register with BIOTRIM / IFGTB / IWST, Export permission shall be given to those who register. • 7. NBA EC Recommendation 3 • A national level institute shall be created • BIOTRIM Tirupathi shall be upgraded Good, In addition to that, IFGTB / IWST shall work in collaboration to promote the cultivation in farmers land, in their region. • 8. NBA EC Recommendation 4 • CITES does not restrict RS only FTP/EXIM • Demand met by smuggling • Relax the policy for legal exports Needs clear understanding of CITES • CITES added Red Sanders in Appendix II – Restricts free export of wood from Wild trees – Encourages from cultivated trees – Export quota shall be fixed by party, ie India – But DGFT treats both as same and restricts. • CITES does not restrict RS only FTP/EXIM • Demand met by smuggling • Relax the policy for legal exports Needs clear understanding of CITES • CITES added Red Sanders in Appendix II – Restricts free export of wood from Wild trees – Encourages from cultivated trees – Export quota shall be fixed by party, ie India – But DGFT treats both as same and restricts.
  • 9. CITES & Objective • Convention on International Trade in Endangered Species of Wild Flora and Fauna • Objective is to restrict trade of endangered species from Wild • Encourages from Cultivated / Propagated source, to meet the demand • India is one of signatory • Convention on International Trade in Endangered Species of Wild Flora and Fauna • Objective is to restrict trade of endangered species from Wild • Encourages from Cultivated / Propagated source, to meet the demand • India is one of signatory CIRCA –SITUM, a proven method of conservation of species by growing it in farmers field to meet the need / demand
  • 10. CITES, Export quota at present • CITES Red Sanders export quota says “India will authorize specimens of any type from 310 tons wood per year from artificially (propagated) source “A” • Same policy continues for decades • Even this quota is not used. • No permission given, files pending in DGFT for years • India loses legal Forex, Losing it’s unique commodity Malaysia is doing well, lot of export quota by submitting proper NDF. Ref. CITES export quota 2015, 2016, 2017 in website
  • 11. Fixing Export Quota, Ref CITES web • India (party) shall fix the quota, how? • Based NDF, Non Detrimental Finding. Who? • CITES-SA, ie BSI-Kolkatta / IFGTB-CBE – Now, 2017 BSI has been assigned to do it • Recommend the quota to CITES MA • CITES-MA, ie MoEFCC – WL conveys to CITES / DGFT Note: Export Quota is different ( by CITES MA) Export Policy is different (by DGFT) • India (party) shall fix the quota, how? • Based NDF, Non Detrimental Finding. • 12. WCCB (CITES MA) / BSI (SA) to act • Increase export quota as 3000 tons, to meet the demand – NBA report • Allow to use 310 tons for 2017, to start with • BSI shall do NDF study, after understanding objective of NDF, which should include population of Red sanders from all states and farmers land. (NBA’s Promotional add, registration data will be useful here ) • Increase export quota as 3000 tons, to meet the demand – NBA report • Allow to use 310 tons for 2017, to start with • BSI shall do NDF study, after understanding objective of NDF, which should include population of Red sanders from all states and farmers land. • 13. Two Decades Lapse, Root cause • CITES restricts because Red Sanders is classified as endangered by IUCN • IUCN, identifies species of extinct, critically endangered, Endangered and vulnerable • IUCN classified RS as Endangered in 1998 – Based on an official opinion, without data – WRONG, It is not, as per criteria, – Still many do not know the IUCN criteria • CITES restricts because Red Sanders is classified as endangered by IUCN • IUCN, identifies species of extinct, critically endangered, Endangered and vulnerable • IUCN classified RS as Endangered in 1998 – Based on an official opinion, without data – WRONG, It is not, as per criteria, – Still many do not know the IUCN criteria Need to understand, objectively
  • 14. Let us study, Endangered objectively • IUCN Classified Red Sanders as Endangered • IUCN coded it as EN B1+2de ver 2.3 1998 means – EN, Endangered – B1+2de • B1, Extend of Occurrence < 5000 sq Km • B2, Area of Occupancy <500 sq Km • de, No of location < 5 places – Ver 2.3, version 2.3, 1998, year of classification • IUCN Classified Red Sanders as Endangered • IUCN coded it as EN B1+2de ver 2.3 1998 means – EN, Endangered – B1+2de • B1, Extend of Occurrence < 5000 sq Km • B2, Area of Occupancy <500 sq Km • de, No of location < 5 places – Ver 2.3, version 2.3, 1998, year of classification
  • 15. IUCN criteria for Endangered ver 3.1 Nos Code Criteria Condition Actual 1 A2 Population Reduction > 50% RS Coppice, So no such chance 2 B1 Extend of Occurrence <5000 sqkm More in AP / TN itself AOO Area of Occurrence < 500 sqkm Much More, RTI reply NOL No of location < 5 More than 100 locationsNOL No of location < 5 More than 100 locations 3 C No of Mature species <2500 >10 crore in Forest, > 1 crore in farm lands of all states Population reduction In 5 years 20 % Grows again (Coppice) So, no Chance 4 D No of Mature species < 250 > 10 crores in Total 5 E Probability of Extinction in Wild > 20% Coppice property, no chance
  • 16. Endangered means, in a Simple term • Endangered = possibility of extinction • Providing suitable environment for an animal to save from extinction involves lot of work. – Tiger conservation has separate activity • But, not for Red Sanders tree which grows in dry land without water & grows back when cut. • India has lot of dry land, 60% of farm land • Lot of farmers interested in it • Withstood 146 yrs of worst drought & fires also. • Endangered = possibility of extinction • Providing suitable environment for an animal to save from extinction involves lot of work. – Tiger conservation has separate activity • But, not for Red Sanders tree which grows in dry land without water & grows back when cut. • India has lot of dry land, 60% of farm land • Lot of farmers interested in it • Withstood 146 yrs of worst drought & fires also. So, it will not be extinct, unless policy does it
  • 17. Red sanders - extinct ??? Grows after cut (Coppice) • Even cut by smugglers will grow • Actually maturity of will a decade earlier for coppice tree – NBA report / IWST book confirm • My observation, after fire also, sprouted near root stock, grew very fast, then planted one • Even cut by smugglers will grow • Actually maturity of will a decade earlier for coppice tree – NBA report / IWST book confirm • My observation, after fire also, sprouted near root stock, grew very fast, then planted one
  • 18. Withstood 146 years of worst drought APRIL 2017 15 Days after Rain Mango, Eucalyptus died RS, Neem, Sandal, A. Lebbek survived
  • 19. Believe me - Survived Fire !!! Little damages, some sprouted new Some stem damaged, but growing Fire, 2014 Now, in 2015
  • 20. So, If Red sanders can not survive Then, Man-kind also will not survive means It will remain till we exist like a Crocodile A co-incidence Red Sanders skin resembles crocodile If Red sanders can not survive Then, Man-kind also will not survive means It will remain till we exist like a Crocodile A co-incidence Red Sanders skin resembles crocodile So, it is matter of rectifying the lapse
  • 21. But, Hard truth • MoEFCC not even attempting to submit a report for 2 decades to IUCN • IFGTB did NDF study in 2011 • But, they considered Red sanders population of AP only, not of TN etc & of farm land A Fundamental lapse • They did not recommend any export quota. • IFGTB did NDF study in 2011 • But, they considered Red sanders population of AP only, not of TN etc & of farm land A Fundamental lapse • They did not recommend any export quota. • Scientists may not be familiar with international terms, so, expertise of CITES certified personal may be sought
  • 22. Some basic misconception in understanding IUCN & it’s Criteria • Endangered is confused with Endemic • Endemic factor is one of the criteria of Endangered species. • IUCN clearly specifies with objective method (Area of Occurrence & Area of Extent) • IUCN clearly specifies all other criteria for Endangered with examples, in Ver 3.1 (IFS officers / Policy analyst shall get into it / CITES expertise may be sought) • Endangered is confused with Endemic • Endemic factor is one of the criteria of Endangered species. • IUCN clearly specifies with objective method (Area of Occurrence & Area of Extent) • IUCN clearly specifies all other criteria for Endangered with examples, in Ver 3.1 (IFS officers / Policy analyst shall get into it / CITES expertise may be sought)
  • 23. Action by CITES SA – BSI Kolkata • Now, BSI is assigned to do Red Sanders survey • But lacks understanding, by a RTI reply • It seems, TOR of survey is only to take stack of natural range. • Whether it will be meant to fix export quota? • Whether it will be used to submit to IUCN? If the study is not meant to resolve 2 decade lapse, then what is the purpose? NBA report already has natural range details. • Now, BSI is assigned to do Red Sanders survey • But lacks understanding, by a RTI reply • It seems, TOR of survey is only to take stack of natural range. • Whether it will be meant to fix export quota? • Whether it will be used to submit to IUCN? • 24. BSI study should resolve 19 years lapse in IUCN / CITES • If the study do not include RS population from all states, farmers field • Then It will be misleading / useless • Last NDF study by IFGTB in 2011 is also same lapse, not including all states / famers. Need to understand IUCN / CITES criteria, formats, etc. Then plan, collect data, submit to IUCN, ver3.1 format and to CITES, ver1.0 • If the study do not include RS population from all states, farmers field • Then It will be misleading / useless • Last NDF study by IFGTB in 2011 is also same lapse, not including all states / famers. • 25. Honourable Supreme Court • Honourable Apex court said in 2013 vide IA no 100 of WP Civil 337 of 2005 with IA no 3452 of WP Civil 202 of 1995. • It is sad, many guidline in MoEF like CAMPA etc only by court orders, not self evolved “MoEF should conduct periodic reviews of flora and fauna species status and correlate the same with the IUCN Red data list every three years” • Honourable Apex court said in 2013 vide IA no 100 of WP Civil 337 of 2005 with IA no 3452 of WP Civil 202 of 1995. • It is sad, many guidline in MoEF like CAMPA etc only by court orders, not self evolved “MoEF should conduct periodic reviews of flora and fauna species status and correlate the same with the IUCN Red data list every three years”
  • 26. Other Lapses in DGFT Policy • EXIM policy says, Red sanders value added products shall be exported. • The fact is, no value adding companies • Confirmed by RTI replies – AYUSH ( Now under Min of Health) – Handicrafts ( under Min of Textile) – Biotech (under Dept of Biotechnology) • So, it always gives exemption for AP • EXIM policy says, Red sanders value added products shall be exported. • The fact is, no value adding companies • Confirmed by RTI replies – AYUSH ( Now under Min of Health) – Handicrafts ( under Min of Textile) – Biotech (under Dept of Biotechnology) • So, it always gives exemption for AP DGFT shall remove the condition, An unnecessary process & delay
  • 27. Thanks NBA EC for clarifying Certificate of Origin • Report confirmed that Certificate of Origin, is provided by PCCF of concern state. • Misconception was PCCF AP need to provide • Certificate of origin is to ensure the material is not from forest/wild, required by CITES, misunderstood • Delayed due to this clarity, • Report confirmed that Certificate of Origin, is provided by PCCF of concern state. • Misconception was PCCF AP need to provide • Certificate of origin is to ensure the material is not from forest/wild, required by CITES, misunderstood • Delayed due to this clarity, Research / Extension wing may be given responsibility for such kind of permissions
  • 28. NBA EC recommends 5 • Cumbersome export procedure – Needs 28 permissions / process – Lot of delay – Need to be simplified. • I Feel even Indian users purchasing illegally for their need, to avoid complex / delay of getting permission from ignorant / corrupt grass root forest officials. • Cumbersome export procedure – Needs 28 permissions / process – Lot of delay – Need to be simplified. • I Feel even Indian users purchasing illegally for their need, to avoid complex / delay of getting permission from ignorant / corrupt grass root forest officials.
  • 29.
