concrete frameworktoinduce private sectortoaction.
The paper makesitconcise that the frameworkshould
seektoharmonize the Public-Private risk-return
objectivesinordertoattract private long-term
investments withassurance of astable return.
Accordingto this artifact,otherthan private sectorrisk-
returnperspective; corruption,lackof transparency,
unstable political climateare greatimpedimentsto

developments.
