Work Experience: National Institute for Scientific and
Industrial Research (NISIR)
Worked for NISIR from May 20 1991 to May 2009, and sat on various
committees of the Institute, and provided leadership in administrative
and project management capacities:
2004 – 2009: Senior Scientific Officer, Information
Systems and Services, National Institute for
Scientific and Industrial Research. Same duties as
Scientific Officer, with added responsibilities such
project coordination and management, and other
leadership roles.
2001 to 2003: Head, Information Services Unit,
Lead the information Services Unit of the National
Institute for Scientific and Industrial Research effective
August 2001 to April 2003. Apart from duties as
Scientific Officer the Head:
 develops and maintains a working culture of the
Unit
 prioritises development projects and workflow
 attends to all administrative issues of the Unit
1995 to 2003: Scientific Officer, Information Systems
and Services, National Institute for Scientific and
Industrial Research
Responsibilities includes:
 Database design, implementation and management
 Information retrieval, dissemination and delivery using various
applications and sources for clients, including management
and scientific personnel
 Overseeing the implementation of information technology

1991-1993: Staff Development Fellow, Information
Systems and Services, National Council for
Scientific Research, now National Institute for Scientific

Duties had included:
 Literature searching for NCSR (NISIR) staff and other users
 Identifying, selection, abstracting and indexing literature
sources for input in local databases, and publication into the
Zambia Science Abstracts -- a NISIR publication that highlights
scientific literature being published by Zambians, and on
Zambia. This included travel to other libraries and information
centres in the country.
 Document Delivery
 Scanning various incoming literature for documents of interest
to members of staff in what is known as Current Awareness
and Selective Dissemination of Information
Was able to design, test and implement the Science and Technology
News Index (STNI) Database, in 1992 using unesco's Micro CDS/ISIS
Professional Experience & Results
I have had professional experience as follows:
1. Team Leader, Zambia Science Abstracts (ZSA) Database
Project: 2002 – 2009: This project seeks to address the
challenges posed by a multiplicity of institutions generating and
holding research information generated in Zambia, by Zambians
and that from outside but dealing with Zambia by identifying,
capturing, abstracting, indexing and publishing information
about newly published and grey scientific and technical
information in a single resource.
 2006: Redesigned, tested and successfully implemented
(management and provision of information services based
on) the Zambia Science Abstracts (ZSA) Database, using
Papyrus Database software.
 Supervised the inputting of information from
hardcopies (printed copies) of the Zambia Science
Abstracts indexing journal.
 Imported all information from existing databases in
unesco's WIN/CDS ISIS.
 The ZSA grew to more than 6,000 bibliographic
records, including data from all the hardcopies
(printed versions) of the ZSA ranging from 1973 to
1978, data cards, worksheets and manuscripts up to
the last abstracting exercise in 2001.
 1992 -- Designed, tested and implemented the Science
and Technology News Index, in 1992 using unesco's
Micro CDS/ISIS as part of the Zambia Science Abstracts.
2. Proponent and Team Leader for the Zambia Journal of
Science and Technology Digitization Project: Proposed and
implemented the digitization of the published Zambia Journal of
Science and Technology and published the same on CD-ROM as
the “ZJST on CD.”
3. National Focal Point Person, 2004 – 2009: for the Cartagena
Protocol on Biosafety of the Convention on Biological
Diversity (CBD) supported Biosafety (Information) Clearing-
House Mechanism in Zambia.

Tasks included:
 representing Zambia in coordination meetings relating to the
Cartagena Protocol vis-à-vis the Biosafety (Information)
Clearing-House Mechanism;
 Arranging stakeholder meetings and training activities
relating to Zambia’s participation in the International
Biosafety Clearinghouse System;
 Publicising information and activities of the Biosafety
Clearinghouse Mechanism and the Cartagena Protocol
(including creating maintenance and general management of
the Mechanism web site in Zambia
In 2006, I successfully submitted a project funding request to
and sourced US$49,940 from UNEP-GEF for support of project
activities and infrastructure development under the Zambia
National Biosafety Clearinghouse Mechanism. Also successfully
undertook closure of this phase of project with UNEP-GEF
Consultant.
4. Chairperson, Committee to Review the Policy Document of
the Staff Development Programme (2004). On March 11,
2004 the Executive Director of the NISIR appointed me as
Chairperson to lead a committee to review the Policy Document
of the Staff Development Programme at the Institute. The
Committee presented its report to Management on June 8,
2005. Among documents produced were:
 Draft Policy Guidelines for the Staff Development Programme
(later adopted by the Management Board)
 Bonding Agreement
 Staff Development Form (Application for Study Leave)
5. National Project Coordinator: 2003 – May 2009, for the
IAEA/ AFRA Project on ICT-based Training / Learning to
Strengthen Training Capacity: AFRA V-3 / RAF/0/020. The
project entailed the development of local capacity for the
Establishment of a National ICT-based Training Tele-centre in
Zambia. Main activities included coordinating and arranging
meetings of the National Steering Committee, and producing
minutes of such meetings, reporting on the progress made to
the NISIR Directorate, the MSTVT and the International Atomic
Energy Agency / AFRA. The Training Centre began operations in
September 2006 and was officially launched in March 2007.
Training Centre Manager: 2006 – 2009, involved coordinating
training activities expected to take place in the Training
Centre, undertaking activities related to legal compliance
and TEVETA requirements, formulating and applying
guidelines relating to use of Training Centre and related
issues.
Initiating Training Courses / Workshops including
arranging Visa, logging and transportation logistics for
both international and local participants.
6. Board Member of the NISIR Management Board and it’s
Technical Advisory Committee: 1998 – 2003. Involved
attending meeting of the Board, and finding answers to policy
problems through comparative research, policy analysis and
advocacy.
7. Internet Trainer, 2001: Conducted a Series of In-house
Internet Training Workshops for NISIR members of staff.
Tasks included the development of the project proposal and
teaching materials, marketing of the Workshops and delivery of
the course content.
Also taught Computer Literacy and Use of the Internet at
various institutions, including the University Teaching
Hospital Department of Nuclear Medicine and Radiation
Protection Board and various user groups at NISIR.
8. 1998 -- Proponent and Team Leader for the Research
Communication and Information Network (RESCINET)
Project that sought to develop Internet-working infrastructure
for NISIR, as well as digital content (in terms of scientific and
technical literature and intranet facilities) for the network.
LANs have been built at all three main NISIR
Campuses (HQ, TIRC, and LPRC) and CopperNet has
installed VPN with voice capability and broadband
Internet access at these sites
2008: NISIR received 40 Desktop Computers and 10
Network Printers, from the Ministry of Science Technology
and Vocational Training (MSTVT) -- as part of support to
the RESCINET project, to enhance access to
communication infrastructure as well information systems
2007: NISIR received 20 Desktop Computers and three (3)
servers, from the Ministry of Science Technology and
Vocational Training (MSTVT) -- as part of support to the
RESCINET project, to enhance access to communication
infrastructure as well information systems.
Other Tasks Included:
 Systems Administration for the IT Infrastructure at
NISIR, including tasks related to the implementation of
a mailing list for the NISIR Community, and
provisioning and configuration of POP3 mail and
webmail services based on the domain: (nisir.org.zm)
 Webmaster: combining various graphics and web
design tools to produce and update the NISIR website.
9. 1997 -- A member of a Consultants Team that provided
expertise to the Ministry of Science and Technology on the
Science and Technology Baseline Project.
Consultancy Work
2009: External Collaborator with the International Labour Organisation,
Consultancy to Re-organise and computerise the ILO Lusaka Library:
Involved checking all Lusaka Library documents against the ILO
bibliographic database, Labordoc; and creation of new records for
documents that did not have an entry in Labordoc.
2008: Editing and Printing Consultant with Institutional Suppliers Ltd,
having been:
 Contracted by the company to undertake document processing, I
edited, and contracted printing company to produce 5,000 copies of
a 196-page document “Educating Our Future – National
Educational Policy, 1996” (a document of the Ministry of General
Education) when Institutional Suppliers Ltd was contracted to
reprint the policy. My team processed the information from a hard
copy, and I edited the document and to spot grammatical and
spelling errors and these were reported to the client who then
signed for their correction.
 Contracted to oversee the production of almost 20,000 copies of
Lunda Grade one pupils textbook and teachers’ handbook. I
contracted a printing company and the textbooks and teachers’
handbook were delivered to Ministry of General Education within
the agreed timeframe.
2002: Consultant to Care International Zambia, Consultancy to Re-organise
the Library/ Information Centre: Involved:
 Developing an appropriate systems and methods of document
drscription, classification and shelf management;
 Reclassification, cataloguing and shelving of available library
materials;
 Designing and developing an appropriate bibliographic database
and entering bibliographic information in the database;
 Training the Resource Centre Manager in the use of the developed
systems and methods; and
 Making appropriate recommendations on the operations of
Resource Centre.

Apart from duties as Scientific Officer the Head:  develops and maintains a working culture of the Unit  prioritises development projects and workflow  attends to all administrative issues of the Unit 1995 to 2003: Scientific Officer, Information Systems and Services, National Institute for Scientific and Industrial Research Responsibilities includes:  Database design, implementation and management  Information retrieval, dissemination and delivery using various applications and sources for clients, including management and scientific personnel  Overseeing the implementation of information technology strategies in the Information Services Unit and Institute-wide  Computer Users education  Identifying, abstracting and indexing information sources for inputting to locally designed databases 1991-1993: Staff Development Fellow, Information Systems and Services, National Council for Scientific Research, now National Institute for Scientific and Industrial Research Duties had included:  Literature searching for NCSR (NISIR) staff and other users  Identifying, selection, abstracting and indexing literature sources for input in local databases, and publication into the Zambia Science Abstracts -- a NISIR publication that highlights scientific literature being published by Zambians, and on Zambia. This included travel to other libraries and information centres in the country.  Document Delivery  Scanning various incoming literature for documents of interest to members of staff in what is known as Current Awareness and Selective Dissemination of Information Was able to design, test and implement the Science and Technology News Index (STNI) Database, in 1992 using unesco's Micro CDS/ISIS Professional Experience & Results I have had professional experience as follows:

Team Leader, Zambia Science Abstracts (ZSA) Database Project: 2002 – 2009: This project seeks to address the challenges posed by a multiplicity of institutions generating and holding research information generated in Zambia, by Zambians and that from outside but dealing with Zambia by identifying, capturing, abstracting, indexing and publishing information about newly published and grey scientific and technical information in a single resource.  2006: Redesigned, tested and successfully implemented (management and provision of information services based on) the Zambia Science Abstracts (ZSA) Database, using Papyrus Database software.  Supervised the inputting of information from hardcopies (printed copies) of the Zambia Science Abstracts indexing journal.  Imported all information from existing databases in unesco's WIN/CDS ISIS.  The ZSA grew to more than 6,000 bibliographic records, including data from all the hardcopies (printed versions) of the ZSA ranging from 1973 to 1978, data cards, worksheets and manuscripts up to the last abstracting exercise in 2001.  1992 -- Designed, tested and implemented the Science and Technology News Index, in 1992 using unesco's Micro CDS/ISIS as part of the Zambia Science Abstracts. 2. Proponent and Team Leader for the Zambia Journal of Science and Technology Digitization Project: Proposed and implemented the digitization of the published Zambia Journal of Science and Technology and published the same on CD-ROM as the “ZJST on CD.” 3. National Focal Point Person, 2004 – 2009: for the Cartagena Protocol on Biosafety of the Convention on Biological Diversity (CBD) supported Biosafety (Information) Clearing- House Mechanism in Zambia. http://bch.cbd.int/database/record.shtml?documentid=15933 Tasks included:  representing Zambia in coordination meetings relating to the Cartagena Protocol vis-à-vis the Biosafety (Information) Clearing-House Mechanism;  Arranging stakeholder meetings and training activities relating to Zambia’s participation in the International Biosafety Clearinghouse System;  Publicising information and activities of the Biosafety Clearinghouse Mechanism and the Cartagena Protocol

(including creating maintenance and general management of the Mechanism web site in Zambia In 2006, I successfully submitted a project funding request to and sourced US$49,940 from UNEP-GEF for support of project activities and infrastructure development under the Zambia National Biosafety Clearinghouse Mechanism. Also successfully undertook closure of this phase of project with UNEP-GEF Consultant. 4. Chairperson, Committee to Review the Policy Document of the Staff Development Programme (2004). On March 11, 2004 the Executive Director of the NISIR appointed me as Chairperson to lead a committee to review the Policy Document of the Staff Development Programme at the Institute. The Committee presented its report to Management on June 8, 2005. Among documents produced were:  Draft Policy Guidelines for the Staff Development Programme (later adopted by the Management Board)  Bonding Agreement  Staff Development Form (Application for Study Leave) 5. National Project Coordinator: 2003 – May 2009, for the IAEA/ AFRA Project on ICT-based Training / Learning to Strengthen Training Capacity: AFRA V-3 / RAF/0/020. The project entailed the development of local capacity for the Establishment of a National ICT-based Training Tele-centre in Zambia. Main activities included coordinating and arranging meetings of the National Steering Committee, and producing minutes of such meetings, reporting on the progress made to the NISIR Directorate, the MSTVT and the International Atomic Energy Agency / AFRA. The Training Centre began operations in September 2006 and was officially launched in March 2007. Training Centre Manager: 2006 – 2009, involved coordinating training activities expected to take place in the Training Centre, undertaking activities related to legal compliance and TEVETA requirements, formulating and applying guidelines relating to use of Training Centre and related issues. Initiating Training Courses / Workshops including arranging Visa, logging and transportation logistics for both international and local participants. 6. Board Member of the NISIR Management Board and it’s Technical Advisory Committee: 1998 – 2003. Involved attending meeting of the Board, and finding answers to policy problems through comparative research, policy analysis and advocacy.
  • 6. 7. Internet Trainer, 2001: Conducted a Series of In-house Internet Training Workshops for NISIR members of staff. Tasks included the development of the project proposal and teaching materials, marketing of the Workshops and delivery of the course content. Also taught Computer Literacy and Use of the Internet at various institutions, including the University Teaching Hospital Department of Nuclear Medicine and Radiation Protection Board and various user groups at NISIR. 8. 1998 -- Proponent and Team Leader for the Research Communication and Information Network (RESCINET) Project that sought to develop Internet-working infrastructure for NISIR, as well as digital content (in terms of scientific and technical literature and intranet facilities) for the network. LANs have been built at all three main NISIR Campuses (HQ, TIRC, and LPRC) and CopperNet has installed VPN with voice capability and broadband Internet access at these sites 2008: NISIR received 40 Desktop Computers and 10 Network Printers, from the Ministry of Science Technology and Vocational Training (MSTVT) -- as part of support to the RESCINET project, to enhance access to communication infrastructure as well information systems 2007: NISIR received 20 Desktop Computers and three (3) servers, from the Ministry of Science Technology and Vocational Training (MSTVT) -- as part of support to the RESCINET project, to enhance access to communication infrastructure as well information systems. Other Tasks Included:  Systems Administration for the IT Infrastructure at NISIR, including tasks related to the implementation of a mailing list for the NISIR Community, and provisioning and configuration of POP3 mail and webmail services based on the domain: (nisir.org.zm)  Webmaster: combining various graphics and web design tools to produce and update the NISIR website. 9. 1997 -- A member of a Consultants Team that provided expertise to the Ministry of Science and Technology on the Science and Technology Baseline Project.

Consultancy Work 2009: External Collaborator with the International Labour Organisation, Consultancy to Re-organise and computerise the ILO Lusaka Library: Involved checking all Lusaka Library documents against the ILO bibliographic database, Labordoc; and creation of new records for documents that did not have an entry in Labordoc. 2008: Editing and Printing Consultant with Institutional Suppliers Ltd, having been:  Contracted by the company to undertake document processing, I edited, and contracted printing company to produce 5,000 copies of a 196-page document “Educating Our Future – National Educational Policy, 1996” (a document of the Ministry of General Education) when Institutional Suppliers Ltd was contracted to reprint the policy. My team processed the information from a hard copy, and I edited the document and to spot grammatical and spelling errors and these were reported to the client who then signed for their correction.  Contracted to oversee the production of almost 20,000 copies of Lunda Grade one pupils textbook and teachers’ handbook. I contracted a printing company and the textbooks and teachers’ handbook were delivered to Ministry of General Education within the agreed timeframe. 2002: Consultant to Care International Zambia, Consultancy to Re-organise the Library/ Information Centre: Involved:  Developing an appropriate systems and methods of document drscription, classification and shelf management;  Reclassification, cataloguing and shelving of available library materials;  Designing and developing an appropriate bibliographic database and entering bibliographic information in the database;  Training the Resource Centre Manager in the use of the developed systems and methods; and  Making appropriate recommendations on the operations of Resource Centre.
