happened to be
one such day for Rajasthan,
when despite severe eco-
nomic slump due to slug-
gish world economy and the
aftermath of Corona pan-
demic, a man rose through
the struggles to give eight
crore people of the state, a
hope to cheer about! This
exemplary ‘move’ was made
through the House of repre-
sentatives where its ‘Chief’
among the representatives
stalwart leader Ashok Ge-
hlot gave the budget for the
next fiscal year. True to his
word of considering the en-
tire state, a family
, the Chief
Minister rolled out a uni-
versal health scheme worth
Rs 3,500 crore under which
each family of the state will
get an insurance benefit of
Rs. 5 lakh, a first in the
country!
To give impetus to entre-
preneurship, CM further
announced seed money of
Rs5 lakh to start ups, re-
cruitment on more than
50,000 posts, new agricul-
ture power distribution
company, mini food parks
in each district, CM
Krishak Sathi Scheme for
free bio fertilizers and bio
agents to 3 lakh farmers,
mobile veterinary service
for animals, `500 cr package
for tourism and more,
thereby catering to all sec-
tions of the society be it
farmers, youth, entrepre-
neurs, women etc.
The ‘Jadugar’ has not
only balmed the pain of Ra-
jasthan, he has also played
a ‘political masterstroke’
through his ‘sensitive budg-
eting’. Announcing to open
colleges in the name of four
legislators who passed
away over the course of
pandemic, is being seen as
a large hearted Gehlot’s
measure to engage in ‘posi-
tive politics’.
And if that was not
enough, the chief minister
was seen giving credit to
Raje and the former BJP
government in several
schemes and developmen-
tal activities, perhaps a first
for Rajasthan too!
Now, armed with Ge-
hlot’s ‘eco-vax’, Rajasthan
is ready to make headway
and turn its sluggish econ-
omy into one of the thriv-
ing and vibrant economies
of the country!

he matter which mat-
ters most is that to-
gether states are
more important than the
Centre in increasing India’s
GDP but states are in con-
tinuous pressure of cutting
down expenditure and get-
ting more indebted, which
is grossly hurting growth
and job creation in the
country
. States spend one
and a half times more than
union government and
while doing so they employ
five times more people than
Centre.
In this crucial scenario
CM and FM of Rajasthan

a budget which reflects his
vision, farsight and politi-
cal experience of collabora-
tion politics.
The budget is pragmatic
as it has shadow of post
Covid requirements of the
state. FM has tried to touch
every nook and corner, al-
location is across the party
lines, acknowledgement of
good and effective schemes
of earlier government.
Budget focuses on health
sector in which announce-
ment regarding right to
health bill, special Covid
package (3500 crore) medi-
cal colleges, PHC, CHC,
ayurved hospitals, nursing
colleges, medical insur-
ance, CM Nishulka Dava
Yojana extention etc. are
included. Rajasthan Model
of Public Health (RMPH),
universal health coverage
are another special fea-
tures.
Budget has taken care of
young technocrates by help-
ing each and every startup
with Rs.5 lakh. This will
boost innovation, produc-
tivity and entrepreneur-
ship and job creation in the
state. Rs.50 Cr. provision
has been made for interest
subsidy of small industry
. A
Fintech University will be
set up at Jodhpur.
Farmers and poors have
been well attended. A provi-
sion of Rs.16,000 crore has
been made for interest free
crop loans while Rs.700
crore for agriculture subsi-
dy
. A new agriculture vid-
hyut vitran company will
be created. From next year
agriculture budget will be
presented separately

Recruitment will be done
on 2,50,000 vacant positions

but he did not speak a word
on road map for sources of
funds. In the 2 hour 46 min-
utes marathan speech he
showed liquidity manage-
ment of state by drinking
water number of times, he

getherness by making re-
peated appeal to opponents
to come together. If is said

and probably that was the
reason that FM did not com-
plete the road map for
sources. Overall budget is
having foresight, farsight
and clear vision on expend-
iture front. Budget is like

With no concrete declara-
tion on the decade-old
Eastern Rajasthan Canal Project
(ERCP) in the budget, Alwar
and Bharatpur will have to wait
more to procure Chambal water.
CM Ashok Gehlot in his budget
speech on Wednesday said
that it is a national plan to bring
water to 13 districts and the
second major scheme after the
Barmer refinery in the state. It
will cost about Rs 37,000 crore,
and the Central government
needs to take a decision on it.
The budget also underlined the
development of Bhiwadi where
the second phase of the in-
dustrial zone in Bhiwadi will be
developed as Greater Bhiwadi
at an investment of about Rs
1,000 crore. A master drainage
system for Bharatpur at Rs 200
crore and a multipurpose indoor
hall was announced.

for the year 2021-22. For
public health, he an-
nounced the opening of
a public health college in
Kota and providing critical
ambulance to facilitate pa-
tients in hospitals connect-
ed to the medical college.
Moreover, he announced
opening of Ayurveda,
Naturopathy, Yoga Col-
lege and Special Qualified
Residential School at the
division headquarters.
Important announcements
were made regarding the
construction of a road in
Sangod assembly constitu-
ency. He also announced to
set up a sewerage treat-
ment plant in the medical
college. Moreover, Gehlot
announced an indoor hall
for players and a hostel
for minority students. The
rehabilitation centre will be
opened and construction of
bridges in other rural areas
including Digod, Sangod,
Etawah in the district. For
the Parwan Irrigation Pro-
ject, Rs 850 crores were

“For the first time in the
country, we are going to im-
plement universal health
coverage in the state in the
coming year at the cost of
Rs 3,500 crore,” Gehlot said,
adding, that a Bill on Right
to Health will be introduced
in the assembly

budget which he presented
in 2 hours and 46 minutes,
Gehlot imposed no new tax
and gave relief worth Rs.
910 crore and focused on sec-
tors like health, agriculture

ture sector from next year

cial covid package under
which 33 lakh destitute fam-
ilies, who were given Rs.
3500 during the corona pan-
demic, will get installments
of Rs 1000 twice. Apart from
it, 5 lakh street vendors, un-
employed will get interest
free loan up to Rs 50,000 un-
der Indira Gandhi Urban
Credit Card Scheme for self-
employment.

day said promises made in
the budget will be fulfilled
using robust financial
management, and claimed
“86%” of announcements
made in the last budget
have been executed. Mean-
while, a confident Gehlot
stressed that his govern-
ment will see a full term,
as opposed to BJP’s claim
of a mid term election.
“Where are they (BJP
leaders). They can’t even
stand around but are pass-
ing comments. By this you
can imagine what is their
condition. There will not
be any mid term election
and the government will
complete its full term. In-
fact, next time too Con-
gress will form govern-
ment,” Gehlot said.
Speaking to reporters af-
ter presenting the state
Budget for 2021-22, CM said
central government should
find ways to give relief to
common man from the bur-
den of the fuel price hikes.
“Modi government
should find a solution and
give relief to people who
are suffering due to fuel
price hike. Those who run
the government should
think about the plight of
people. The Union govern-
ment has made several
deducation aplicable on all
states. GST has been re-
duced and therefore there
islessrevenuewithstates,”
he said, alleging that the
Modi government was rob-
bing people when crude oil
prices in the international
markets are on a decline.
Gehlotsaid,“The budget
announcements will be
implemented with a ro-
bust financial manage-
ment. It can be done by
checking leakage of fi-
nances and ensuring re-
covery of taxes. Budget
estimates are made after
much deliberations and
thoughts. Completing
even half of the budget an-
nouncements is not a
mean task and we have
done 86 percent.”
Despite the challenges
posed by COVID-19, the
state government has pre-
sented an unexpected
budget to provide relief to
the people, he added.
On a question on how
will the revenue gap be
mended, Gehlot said, “by
magic.”
“The Centre has RBI
and other financial re-
sources but Rajasthan has
limited resources, and so
given the difficult circum-
stances, the budget indi-
cates better financial man-
agement. We have not left
out any sector, be it farm-
ers, labourers, specially
abled, I believe we have
made an effort to give re-
lief to all sectors. We have
not levied any tax and it is
a major point, in today’s
day and context. We low-
ered 2 percent tax on fuel,
but next day the centre in-
creased it, as a result it did
not reflect on people’ pock-
ets,” Gehlot said.
Gehlot said most impor-
tant scheme was the uni-
versal health scheme. Un-
der this, insurance cover
of Rs 5 lakh will be given
to each family of the state.
Gehlot further said that
the government will com-
plete its 5-year tenure and
there is no possibility of
mid-term elections.
The budget is a public
welfare budget which has
announcements for every
section, including farm-
ers, workers, youth, physi-
cally challenged and oth-
ers, CM added.

Chief Minister Ashok Ge-
hlot on Wednesday an-
nounced to present a sepa-
rate agriculture budget
from next year. He made
several announcements
for the agriculture sector.
He said his government
has always worked in the
interest of the farmers,
and has brought many
welfare schemes includ-
ing loan waiver.
“Continuing the same
sentiments, for the pros-
perous future of annada-
ta (farmers) and protect-
ing their rights, a sepa-
rate budget will be
brought from next finan-
cial year,” he said.
Gehlot said that the
state government waived
farm loans of 20.89 lakh
farmers worth Rs 14,000
crore.
“We had sent a proposal
to the government for
waiving loans of farmers
from all nationalized
banks but till date no pro-
gress has happened. We
are in touch with the state
level bankers committee
andmakingeffortsforone
time settlement schemes
of the banks,” he said.
“For adequate availa-
bility of power, transpar-
ency in electricity pur-
chase and good financial
management, I announce
the setting of a new power
distribution company for
farmers,’ he said.
He announced mini
food parks in each dis-
trict, 3 new agriculture
colleges in Dungarpur,
Hindauli and Hanuman-
garh, micro nutrients kit
to 3 lakh farmers, CM

ith a view to
strengthen po-
licing in the
state, Chief
Minister Ashok
Gehlot on Wednesday pro-
posed to open offices of
ASP at Kuchaman in Na-
gaur and in Sawai Mad-
hopur’s Bamanwas. Ge-
hlot also proposed three
new police stations in
Jaipur Commissionerate
for security of Jaipur Air-
port, SMS Hospital Jaipur
and for control of crimes
on Jaipur-Ajmer Highway.
In his budget speech,
Gehlot also proposed new
DSP offices at Bansur in
Alwar, Taranagar in Chu-
ru, Lohawat in Jodhpur,
Nadbai in Bharatpur, and
Aspur in Dungarpur, and
ACP office at Bagru in
Jaipur. Seven new police
stations will be opened
and two police chowkis
will be upgraded to police
stations. The new police
stations have been pro-
posed in Maujamabad-
Dudu, Renwal Manjhi-
Jaipur, Nohar-Hanuman-
garh, Chaurasi and Obari-
Dungarpur, Kalyanpur
(Khairwada) -Udaipur and
Refinery Pachpadra-Bar-
mer. Bar (Bhim-Devgarh)
- Rajsamand, Bhabharu
(Viratnagar) - Jaipur po-
lice stations will be up-
graded to police stations
while Malakheda - Alwar
Rural, Sadas (Begun) -
Chittorgarh, Gandhina-
gar (Kishangarh) - Ajmer
police station will be up-
graded to CI level. In addi-
tion, 25 new police posts
will be established in the
state. To strengthen ad-
ministrative functioning,
new ADM and SDM offices
will also be opened. New
ADM office is proposed to
be open in Neem ka Tha-
na- Sikar while SDM of-
fices will be opened in Ne-
chwa- Sikar, Narayanpur-
Alwar, Ratangarh-Churu
and Lawan-Dausa.
Also, the CM proposed
to effectively execute ICJS
to maintain the record of
criminals. For the moni-
toring and surveillance of
calls of suspected people,
he announced digital
voice logger for the ACB.
To strengthen the judicial
infrastructure, Gehlot an-
nounced new session and
ACJM courts. The courts
of special judicial magis-
trate (NI act) will be
opened in Pali, Rajsamand
and Alwar. In the budget
speech, Gehlot proposed
to upgrade several sub-
tehsil to tehsil, announced
new tehsils as well.

Ashok Gehlot, AICC gen-
eral secretary and in

Ajay Maken on Wednes-
day said that the budget
will directly benefit the
poor, farmers and mid-
dle class people.
He said that special at-
tention has been given to
the sectors of health and
rural development.
“The budget of Ra-
jasthan shows what the
difference is between
Congress and BJP and
other parties. This budg-
et will benefit the poor,
farmers and middle
class,” he told reporters
in Jaisalmer.
He said that the budg-
et is an important docu-
ment for the states. The
Congress leader ar-
rived here with family
and was received by col-
lector Ashish Modi, Su-
perintendent of Police
Dr Ajay Sing and Con-
gress leaders at the
civil airport.
He said that he has
been to Jaisalmer many
times before but he did
not get an opportunity
to attend the Maru festi-
val, which is a world
famous fair.

Jaipur: Known for his ora-
tory skills and timely sar-
casm, Chief Minister Ashok
Gehlot was at his ‘banterful’
best on Wednesday while
presenting the state budget
2021-22, resulting in the en-
tire House being up in
laughs.
The beginning of Ge-
hlot’s remarks happened
when he announced 102 am-
bulance service for veteri-
nary uses and jibed at the
opposition, “This matter
pertains to cows, at least
clap. Why are you all sad?
Lift yourself and clap. Be
happy.” During the budget
speech came another of Ge-
hlot’s jibes. CM said, “I re-
member when Vasundhara
ji had presented the budget,
she did not have even a sip
of water. But i have had wa-
ter seven times till now.
Actually, I have a bad
throat since childhood
hence I drink a lot of water.”
While a few BJP leaders
quipped on this, Gehlot
said, “I am not cursing you,
while having my fill of wa-
ter.” This comment of Ge-
hlot’s gathered the heartiest
laughs from across the
House. Interestingly, Gehlot
even quipped at Modi and
Shah during budget speech.
The CM, time and again,
looked at the opposition
leaders and during one such
‘look’, he asked the MLAs,
“Aap Log Dilli ko samjhao”
(You all make Delhi under-
stand). I want to say to all
members of the opposition,
please, please, make Delhi
understand. Nation runs on
love not through anger and
hatred. There is a place of
dissent in democracy
. They
are not anti-nationals. They
are also citizens of your
country,” he said.
Gehlot took jibe at oppo-
sition, “Has any whip been
issued to not clap due to
which you are not clapping?
These announcements are
for you as well.” Speaking
about MLA club, Gehlot
said that club will lead to
creating brotherhood be-
tween the legislators.
“Don’t you understand?

who go to Delhi hiding from

by chief minister Ashok
Gehlot who announced to
bring a Universal Health
Care scheme worth Rs 3,500
crore under which each
family will get insurance
benefit of up to Rs 5 lakh.
The healthcare scheme
will be free for the benefi-
ciaries of NFSA (National
Food Security Act) and
SECC (Socio-Economic
Caste Census), contractual
employees, and small and
marginal farmers. While
other families will be able
to get the benefit of the
scheme by paying a 50 per-
cent yearly premium of
about Rs 850.
“For the first time in the
country
, we are going to im-
plement universal health
coverage in the state in the
coming year at the cost of
Rs 3,500 crore,” Gehlot said,
adding, that a Bill on Right
to Health will be intro-
duced in the assembly
.
The budget speech clear-
ly reflected Gehlot’s vision
for a healthy Rajasthan.
He also announced a spe-
cial Covid package under
which 33 lakh destitute fam-
ilies, who were given Rs
3,500 each during the pan-
demic, will get two install-
ments of Rs 1,000. Apart
from it, 5 lakh street ven-
dors, unemployed will get
interest-freeloanof uptoRs
50,000 under Indira Gandhi
Urban Credit Card Scheme
for self-employment.
Referring to the corona-
virus pandemic, he said,
“The last one year has been
very difficult for all of us.
We have strengthened the
health infrastructure in
the state, turning this dis-
aster into opportunities.
Corona RT-PCR investiga-
tion facility has been en-
sured in all districts of the
state.”
CM laid emphasis on
strengthening the medical
and health infrastructure
in the state as well as on
pushing medical tourism
and Ayush in the state.
The CM also announced
an increase in the number
of tests under the CM free
diagnosis scheme.
The number of testing
increased from 15 to 61 at
PHCs, from 37 to 95 at
CHCs, from 56 to 109 and
sub-district hospitals, and
from 56 to 133 in district
hospitals.
He announced new build-
ings in district hospitals of
Pali,Churu,Barmerwithto
increase bed capacity, new
diagnostic wing in MDM
hospital Jodhpur while sev-
eral developmental works
will be carried out in Gan-
gauri hospital of Jaipur.
The medical college in
Ajmer will be shifted to Kay-
ad and the shifting will cre-
atespacefortheextensionof
the JLN hospital. A new
150-bedded hospital will be
opened in Kota while in
Jaipur’sSanganer,anewsat-
ellitehospitalwillbeopened.
Learning from the expe-
rience of corona pandemic,
the chief minister an-
nounced to set up the Insti-
tute of Tropical Medicines
and Institute of Virology in
Jaipur for investigation,
treatment and research of
diseases like swine flu and
covid among others.

Jaipur: Leader of Oppo-
sition Gulab Chand Ka-
taria on Wednesday said
old announcements
made in previous budg-
ets for his own constitu-
ency have not even start-
ed and new have been
announced.
“It has become their
hobby to make an-
nouncements. They are
only misleading people
as they do not have a
proper budget. This
budget is nothing more
than a bundle of lies,”
Kataria said in a press
conference.

Jaipur: In order to re-
vive school education
from Covid-19 setback,
Rajasthan chief minis-
ter Ashok Gehlot on
Wednesday announced
free school uniforms
and textbooks to the
school students under
the Back to School pro-
gram in the state budg-
et 2021-22.
Free school uniform
for government school
students of the State up
to class 8 and free books
for class 6 to 8 students
would be provided un-
der the “Back to School
program” for which the
state government will
spend Rs 470 Crores.
In his budget speech,
Gehlot said that the
Covid-19 has had a huge
impact on school educa-
tion and the entire aca-
demic year turned out
to be a zero year.
“Back to School pro-
gramme will be
launched to bridge the
gap of learning inter-
vals of the students un-
der which study mate-
rial will be provided to
the students and the
students will be made
comfortable towards
classes,” Gehlot said.
He said that smart
TVs and set boxes
would be installed at all
the government Sec-
ondary and senior sec-
ondary schools and
Kasturba Gandhi Resi-
dential schools of the
State for digital learn-
ing of the students.
Also, agriculture sub-
jects will be taught in
over 600 govt schools.
In the education sec-
tor, the CM announced
1,200 new English medi-
um Mahatma Gandhi
schools in the next 2
years, an increase in in-
frastructure facilities in
schools, directorate of
peace and non-violence.

Stadium in Motera -- a
state-of-the-art facility
which can accommo-
date an awe-inspiring
1.32 lakh spectators.

opens with the third
Test between India and
England, a day-night
game from Wednesday,
and will also host the
fourth and final game of
the series from March 4.
Spread over 63 acres,
the stadium has been
built at an estimated
cost of Rs 800 crore and
with a seating capacity
for 1,32,000 spectators, it
has surpassed the hal-
lowed Melbourne Crick-
et Ground which can
accommodate 90,000.
“The total area is
equivalent to 32 Olym-
pic size soccer fields put
together,” stated a note
from the Press Informa-
tion Bureau giving spe-
cifics of the enormous
structure.
The facility, which
was closed for renova-
tion in 2015, was witness
to some major mile-
stones in Indian cricket
in its previous avatar.
These included Sunil
Gavaskar reaching the
10,000 runs mark in Test
cricket against Paki-
stan in 1987 and Kapil
Dev claiming his 432nd
Test wicket to become
the highest wicket-taker
in the world in 1994, sur-
passing Sir Richard
Hadlee.

Mumbai: India’s larg-
est stock exchange, the
National Stock Ex-
change (NSE), abruptly
shut its cash and deriv-
atives segment, follow-
ing a glitch which froze
stock prices, triggering
panic among investors.
Trading was halted at
11:40 am and resumed
only at 3:30 pm. The
glitch, which came a
dayaheadof themonth-
ly FO expiry for the
Februaryseries,caused
massive volatility dur-
ing the last hour of
trade. The same is ex-
pected to continue on
Thursday as well.
“NSE has multiple
telecom links with two
service providers to en-
sure redundancy and
we have received com-
munication from both
thetelecom servicepro-
viders that there are
issues with their links
due to which there is an
impact on NSE system.
We are working on re-
storing the systems as
soon as possible,” NSE

Kataria sharply re-
acted to Meghwal say-
ing 13 of the 20 MLAs
who wrote the letter
did not move adjourn-
ment motion. He said
only 7 had moved the
motion and 4 of them
were allowed to speak
in Assembly. Remain-
ing 3 were not worth
giving a ruling. Ka-
taria said he works for
10-11 hours a day and
he is ready to leave the
post.
New Delhi: The second
phase of the coronavi-
rus vaccination drive
will begin March 1,
with priority given to
people over 60 and
those over 45 with co-
morbidities, Union Min-
ister Prakash Javadekar
said on Wednesday
afternoon, adding that
details of what counted
as a comorbidity will
be released by the
Health Ministry. The
shots will be given at
10,000 government-
run centres (where it
will be free of cost) and
20,000 private centres.
Charges for vaccination
at privately-run centres
will be confirmed in a
few days. Those who
want to get vaccinated
from private hospitals
will have to pay. The
amount they would
need to pay will be
decided by the Health
Ministry within three-
four days as they are
in discussion with the
manufacturers and
hospitals, he added.
Around 27 crore people
are expected to be cov-
ered in second phase.

2 cups Moringa leaves or chopped drumsticks
¾ cup Chana dal split chickpea, soaked for an hour
¼ cup yellow moong dal, soaked for an hour
2 (or more) cups water
1-2 green chilies, finely chopped
3 cloves of garlic, minced
1.5 teaspoon grated ginger
1-2 tomato, chopped
½ cup onions, chopped
1 tablespoon oil or ghee
Pinch of hing
½ teaspoon cumin seeds
¼ teaspoon turmeric
½ teaspoon red chili powder
½ teaspoon coriander powder
½ teaspoon Garam masala
Salt to taste
Method:
Heat oil/ghee in a pressure cooker, add hing, cumin
seeds and onion.
After sautéing, add tomatoes. Cook for a couple of
minutes.
Add the dal, stir well.
Add salt, turmeric, chili, coriander and garam masala.
Add water and stir well until it comes to a boil.
Secure the cooker with the lid and cook for 4-5
whistles.
Meanwhile, sauté Moringa leaves in a pan with 2
teaspoons oil, some salt and a pinch of red chili
powder. (If you’re using the Moringa drumsticks, add/
cook them along with the dal in the pressure cooker)
Once the dal is cooked well, add the moringa leaves
and cook for a couple of minutes.
To garnish, add chopped coriander leaves on the top.

The reading featured 3 po-
ems from the anthology –
‘My Epitaph, ‘Birth of a
Verse’ and ‘How to With-
stand Pain’. The first poem is
also the title of the antholo-
gy. It is a poem that reflects
on failing in life. The second
poem, ‘Birth of a Verse’ de-
notes that poetry will be
born from the daily rub of
circumstances. The third
poem, ‘How to Withstand
Pain’ outlines the fact that
anguish and suffering are es-
sential parts of life but can
be met head-on. The anthol-
ogy will also be officially
launched at physical book
events both in Jaipur and
New Delhi.

change, Swarup marks, “I call
myself an accidental writer! It is
true that books have a different
trajectory than the screen. How
Danny Boyle perceived Q A as

a manner that I witnessed. Al-
though there were scenes, which
