nese provocations at the

Jaipur: Sensitive to the
troubles faced by farm-
ers and the economic
slowdown due to Cov-
id-19 pandemic,
Chief Minister Ashok
Gehlot, on Wednesday,
held a live interaction
with farmers from all 33
districts of the state to
review the implementa-
tion of the Agro-Pro-
cessing, Agri-Business,
and Agri Export Promo-
tion Policy 2019.
The policy has been
attracting new invest-
mentsinAgriindustries
and developing infra-
structure despite the
challengesposedbyCov-
id-19. During the meet-
ing,itwasinformedthat
more than five dozen ap-
plications have been re-
ceived during unlock
period and the numbers
are set to rise with in-
crease in awareness to-
wards the scheme.
The new policy focus-
es on a vision to ensure
that every ounce of ag-
ricultural produce in
the state is processed
locally. The processing
infrastructure while
would add value to the
agro produce, it would
also reduce wastage and
thus will help increase
income for farmers and
cash flow for the state.
Through the review
meeting on Wednesday,
CM inquired upon the
farmers regarding their
experience with the
policy and asked them
to make others aware of
the policy benefits.
During the interac-
tion, many of the farm-
ers-turned entrepre-
neurs informed that
they have already estab-
lished a unit under the
scheme and have ap-
plied for sanction under
the second scheme.
The chief minister
took notice of the vari-
oussuggestionsreceived
in the process, and was
delighted to learn that a
Jodhpur based firm has
ingenuously done re-
search on extracting
protein from Gwar and
asked them to secure a
patentof thetechnology.
Chief Minister said,
“The new policy is a
revolutionary step to-
wards the direction to
increase farmer income
and while the progres-
sive farmers are al-
ready drawing its ben-
efit they should also
come forward to edu-
cate others about it.”
“It is a beginning and
there could be discus-
sions at length over the
policy. The district ad-
ministrationshouldhelp
spread awareness and
get the policy discussed
at Gram Panchayat and
Tehsil levels,” Gehlot

Australia and France
on Wednesday held
talks for the first time
under a trilateral
framework with focus
on enhancing coopera-
tion in the Indo-Pacif-
ic, a region that has
been witnessing in-
creasing Chinese mili-
tary assertiveness.
The virtual meeting
was co-chaired by for-
eign secretary Harsh
Vardhan Shringla,
secretary-general in
French ministry for
Europe and foreign af-
fairs Fran ois Delattre
and secretary in Aus-
tralian department of
foreign affairs Frances
Adamson.
“The focus of the
dialogue was on en-
hancing cooperation
in the Indo-Pacific Re-
gion,” the External Af-
fairs Ministry said in a
statement.
It said the “outcome-
oriented” meeting was
held with the objective
of building on the
strong bilateral ties
that the three coun-
tries share with each
other and synergise
their respective
strengths to ensure a
peaceful, secure, pros-
perous and rules-based
Indo-Pacific Region.

EPFO TO PAY 8.5%
INTEREST FOR FY20
New Delhi: Retirement
fund body EPFO on
Wednesday decided to
credit a part of 8.5 per
cent interest on employ-
ees provident fund
(EPF) for 2019-20 into
the account of its
around 6 crore sub-
scribers. The decision
to provide 8.15 per cent
interest now on EPF
has been taken at the
Employees’ Provident
Fund Organisation’s
(EPFO) trustees meet
held on Wednesday, a
source told PTI.
The remaining 0.35
per cent rate of interest
on EPF for 2019-20
would be credited into
the subscribers account
in December this year,
the source further said.
The EPFO had earlier
planned to liquidate
someof itsinvestmentin
exchangetradedfundsto
meet the deficit for pro-
viding 8.5 per cent inter-
est for the last fiscal.
However, it could not
do so because of the
choppy market condi-
tions amid lockdown
induced by COVID-19.

Jaipur: A rarest of rare
case of two genetic dis-
orders in a newborn
baby has been found in
JK Lone hospital here.
The newborn was diag-
nosed with pompe dis-
ease and spinal muscu-
lar atrophy (SMA) type
1, which the doctors
claim is the first of its
kind case in the world as
no detail of such a case
was found in available
medical literature.This
child, who is 44-day old
as on Wednesday, was
brought to JK Lone Hos-
pital Jaipur a few days
back from Agra, Uttar
Pradesh with com-
plaints of gradually pro-
gressive fast breathing,
decreased movements
and tone of lower limbs.
On examination by the
team of Dr Ashok Gup-
ta, Dr Priyanshu Ma-
thur and Dr Ramesh
Choudhary, the child
wasfoundwithenlarged
heart,breathingdifficul-
ties and muscle weak-
ness. Patient’s DBS sam-
ple showed decreased
levels of enzyme lysoso-
mal acid alpha glucosi-
dase which resulted in
infantile onset Pompe
disease. In view of de-
creased movements and
reflexes in lower limb,
the team also evaluated
the baby for SMA type 1
and the MLPA report
confirmed the diagnosis
of SMA type 1.
Pompe disease is a
rare inborn error of
metabolism while SMA
is a genetic disease af-
fecting the nervous sys-
tem and the voluntary
muscle movement.

Jodhpur: Border Secu-
rity Force foiled an at-
tempt of smuggling
drugs and arms from
Pakistan and shot dead
two smugglers at the
border outpost located
in Khayaliwala area in
Sriganganagar district
of Rajasthan.
“During the interven-
ing night of September
8 and 9, on specific intel-
ligence about narcotics
smuggling from Paki-
stan to India side in
area of responsibility
of border outpost Khay-
aliwala area, alert BSF
troops foiled a nefari-
ous attempt by armed
smugglers and shot
dead two smugglers
ahead of the fence,” the
BSF said. BSF IG Amit
Lodha didn’t rule out a
terror connection to the
infiltration attempt. He
assured that the whole
conspiracy would be
unearthed after de-
tailed investigation. On
searching the area, bod-
ies of two slain intrud-
ers along with two pis-
tols, four magazines,
approximately eight
kilograms of drugs, a
night vision device, one
pistol cover, one small
knife, Pakistani cur-
rency of Rs 13,000, and
one wallet with one Na-
tional ID card of Shah-
baz Ali, son of Mustaq
Ahmed, were recovered
from the area.These
men were trying to
sneak into India.

Pratapgarh: A car
moving towards Ban-
swara and a trailer
coming from the oppo-
site side collided on
NH 113 near Padliya
Ghat in the early hours
of Wednesday around
3.30 am.
The accident claimed
the lives of all four. The
dead include a police
inspector deputed with
the Anti Human Traf-
ficking Cell in Ban-
swara, Akhlesh Singh
Yadav, and his wife. The
other two were family
friend Vijay Yadav and

lice reached the acci-
dent spot with an ambu-
lance and rushed all
four to the Pratapgarh
district hospital where
they were declared dead
on arrival.
The trailer driver es-
caped from the scene
but was arrested later.
Reportedly police re-
covered liquor and cold
drink bottles from the
car. The bodies were
handed over to them af-
ter the family after post-
mortem. Many police
personnel reached
Pratapgarh to condole

Jaipur: The state govt
seems to be determined
to make the Indira Ra-
soi scheme successful
doing away all the fol-
lies it has in the exist-
ing format. It is for this
reason that the UDH
department is making
changes in the scheme
on the suggestions of
various stakeholders
in the scheme.
UDH has permitted the
kitchen contractors to
hire a IT expert or com-
puter operator for
which the department
will reimburse Rs 7500
per month. As per the
guidelines issued by
UDH department the
kitchen contractors
are supposed to click
the photograph of the
beneficiary of the
scheme and make cou-
pons available to him
along with uploading
his feedback on the
food & services.
The kitchen contrac-
tors demanded a com-
puter operator/IT ex-
pert for this job. The
local bodies expressed
their inability to make
available a person
with the requisite
qualifications so the
DLB has issued the or-
ders stating that the
kitchen contractors
can appoint a comput-
er operator who will
be computer savy, click
photos of the benefi-
ciaries, issue then cou-
pons, monitor the
CCTV cameras and
upload the informa-
tion on the web portal.

Jaipur: A team of doc-
tors at Fortis hospital in
Jaipur successfully con-
ducted a complicated
operation of aorta with-
out a bypass machine
and saved the life of a
one-month-old child.
The doctors led by
cardiac surgeon Dr
Sunil Kaushal used a
specialtechniqueforthe
operationandmobilized
the aorta without the
bypass machine. The
child patient of 30 days
was brought to the hos-
pital in a critical condi-
tion with lung infection
andbreathingproblems.
Doctors diagnosed that
the aorta was not fully
developed due to which
there was not full flow
of blood in the body. In
such a case, the heart is
kept completely on the
artificial heart machine
for about half an hour
but it involves a risk of
damage to kidney, brain
and liver in 30 percent
casesandinmanycases,
its side effects start ap-
pearing immediately.
The team of doctors
used new technique and
the aorta was mobilized
without a machine and
theoperationwassuccess-
ful.Dr.SunilKaushalsaid
thebabyisdoingwellafter
the operation and has not
shown any side effects.

came up with a novel
idea of celebrating
Van Mahotsav involv-
ing CM Gehlot active-
ly despite his cancel-
ling all public ap-
pointments for a
month.
Today Chief Minis-
ter Ashok Gehlot will
plant a sapling in a
biodegradable pot
which will be carried
safely to Nahargarh
park where the main
function for van ma-
hotsav will plant the
pot at an appropriate
piece of land. Similar
pot carrying a sap-
ling by Forest minis-
ter Sukhram Vishnoi
too will be bought
and planted today at
Nahargarh park.
The event at Naha-
rgarh park will be at-
tended by forest offi-
cials, eco develop-
ment committee,
NGOs and NCC ca-
dets. At the same
time, we have to fight
the global pandemic
as well. During this
plantation pro-
gramme, focus would
be there to plant
more trees and nur-
ture the mother na-
ture. This is a good
effort and all of us to
purify the environ-
ment.

Jaisalmer: An acci-
dent between an army
truck and a Bolero jeep
killed five people near
Sultana canal area in
the Mohangarh police
station area.
The accident on the
Mokla-Sultana road
claimed the lives of all
5 persons in the Bolero.
Four died on the spot
while one died while
being treated at Jawa-
har hospital. All de-
ceased belonged to
Adarsh Chava village.
The accident was so se-
vere that the police had
to call a JCB to sepa-
rate the two vehicles
with the help of local
villagers.
According to Mo-
hangarh SHO Mana-
kram Mularam, Kesh-
raram, Khetaram, and
Sataram died on the
spot while a 16 year old
Lalaram died at the hos-
pital.
All the deceased were
farmers and were going
to Jaisalmer for some
work. ASP Rakesh Bair-
wa said the exact cause
of the accident is yet
unknown.

and Accountability Act,
the chief secretary said
the state already has Ra-
jasthan guarantee deliv-
eryof publicservicesact
and the Right to Hearing
Act for good governance
in the state but to ensure
more transparent gov-
ernance, appropriate
provisions should be in-
cluded in the new act.
He also asked the of-
ficials for a better moni-
toring on implementa-
tion of the old acts.
Swarup said that both
the acts enacted to pro-
vide public services to
citizens within the stip-
ulated time frame. The
new proposed law
should have provision
for more accountability
and transparency. Earli-
er, ARD gave a presenta-
tion on the action taken
so far on the draft of the
proposed legislation. In

RU releases
schedule for
final yr exams

Jaipur: University of
Rajasthan on Wednes-
day released the exami-
nation schedule for fi-
nal year which will take
place in three shifts
from September 18 to
October 15 and results
will be announced by
November 30 as per cov-
id-19 guidelines. The
university had post-
poned the exams in
March due to coronavi-
rus. The exams will be
conducted in three
shifts per day-8 am to 10
am, 12 pm to 2 pm and 4
pm to 6 pm from. The
exam duration will be
two hours and the can-
didates will have to an-
swer three questions in
the paper.

V K Gupta said that the
timetable has been pre-
pared afresh as per the
direction of the higher
education department
which was released af-
ter approval from VC.
He said that social dis-
tancing norms will be
followed and exams for
regular and private stu-
dents will be held si-
multaneous.
Nearly 2.30 lakh stu-
dents enrolled in UG,
PG and other courses
will appear in the ex-
aminations.
Except for final year,
the process of promot-
ing self-selected candi-
dates will be completed,
in the next 15 days.

gle day along with 14
deaths. 2 deaths each
were reported from
Jaipur and Kota while
one death each was re-

jsamand, Sikar, Sirohi
and Udaipur. The total
for corona positives so
far for the state is 95,736
while the death toll
stands at 1,178.

ACB traps PWD official taking `65K bribe

Banswara: Anti-Cor-
ruption bureau of Ra-
jasthan on Wednesday
caught the officiating
executive engineer of
public works depart-
ment and two middle-
men while taking a
bribe of Rs 65,000 in
Banswara district.
The accused had de-
mandedabribeof Rs1.05
lakhfromacontractor,to
pass his bills with a total
amount of Rs 13 lakh.
The Executive engi-
neerPremPrakashMeh-
ra had already taken Rs
40,000 and was trapped
in the Public Works De-
partment (PWD) office
onJaipurroadwhiletak-
ing the remaining
amount of Rs 65,000.
He took the amount
through two other con-
tractors and middle-
men who have been as
identified as Shailendra
Sharma and Pankaj
Gaur, an official of the
ACB informed.
All three accused
have been arrested un-
der the prevention of
corruption act.
It is the second trap in
two days in the district
of Banswara.

`20 LAKH TO CM RELIEF FUND
Expressing concern on the covid pandemic, the
Governor said that he individually spoke to all
the MLAs and MPs of the state to get ground
level feedback on covid-19 situation. He said he
apprised the chief minister of some points and
he took action.Mishra said that doctors have
taken all steps to defeat corona and constant
efforts for awareness of people are being made
in the state. The governor also announced to
give additional Rs 20 lakh to the chief minister’s
relief fund to assist the government in provid-
ing expensive injections to corona patients.
Earlier, from the governor’s fund, he gave Rs
20 lakh to PM CARE fund, Rs. 20 lakh to the
chief minister’s relief fund and Rs. 10 lakh to
Rajasthan medical services corporation ltd
for the purchase of PPE kits and other items.
Saying that all round development of the state
is his priority, Mishra stressed that ‘Divyang’
(differently-abled), girls and women will have to
be linked with the mainstream of development.

deadlock with the state
government over call-
ing the assembly ses-
sion in July, he was un-
der no pressure from
anyone except the Con-
stitution.
On completion of
one year as the Ra-
jasthan governor,
Mishra said that he is
working in the state in-
terest under the consti-
tutional provisions
and all round develop-
ment of the state is his
priority.
Mishra, who re-
placed Kalyan Singh
on September 9 last
year, held a virtual
press conference on
Wednesday and also
announced a 15-point
agenda for next four
years.
“I worked purely on
the basis of the Consti-
tution of India. I was
not under pressure
from anyone, but I was
under pressure from
the Constitution. Noth-
ing was done under
pressure,” the gover-
nor said while replying
to a question related to
the deadlock between
Raj Bhawan and state
government in July
over convening assem-
bly session.
Talking about the 15-
point agenda, the gov-
ernor said that the
agenda will be execut-
ed with cooperation
and coordination with
the state government.
The agenda includes
an action plan for edu-
cation of children,
youths, women and
girls, water conserva-
tion, employment fairs,
action plan for the con-
servation of folk arts
among others.

closures have widened the
pre-existing gap between
how much rich children
and poor children learn.
The challenges are great-
est in the poorest countries.
In Sub-Saharan Africa, for
example, about one in ten
studentshaveacomputerat
home, and more than half
live in households without
electricity. Unreliable Inter-
net connections, limited ac-
cess to mobile devices, and
high costs put e-learning
further out of reach.
EvenbeforeCOVID-19,de-
veloping countries were fac-
ing a serious education cri-
sis. Today, 53% of children
in low- and middle-income
countriescannotreadorun-
derstand a simple story by
age ten. In the poorest coun-
tries,thisfigureisashighas
80%.Asschoolclosuresdrag
on, this crisis risks becom-
ing a catastrophe.
Existing disparities will
worsen as the pandemic
weakens economies. Many
developing countries will
post negative growth rates
in 2020 for the first time in
over two decades. COVID-19
could push as many as 100
million more people into ex-
treme poverty, increasing
theriskthatchildrenwillbe
put to work instead of being
allowed to continue their
studies.Theeconomicshock
could force 24 million chil-
dren out of school forever,
and will have long-term ef-
fects even on those who re-
turn. The World Bank esti-
mates that the learning al-
ready lost as a result of five
months of school closures
will cost this generation $10
trillion in lifetime earnings.
Girls are especially vul-
nerable. When Sierra Leo-
ne’s schools closed for
eight months in 2014-15 to
stop the spread of Ebola,
girls experienced higher
dropout rates as a result of
teenage pregnancy, domes-
tic violence, and sexual
abuse. Over the next dec-
ade, as many as 13 million
more girls could be forced
into early marriage by
struggling parents.
Because pandemic-relat-
ed school closures could be
long-lasting or recurrent,
policymakers must radi-
cally rethink how to deliver
education so that all chil-
dren are learning. Without
major steps to put the most
marginalized children at
the center of our education
systems, the world risks
losing an entire generation
to illiteracy, ignorance, and
dependence.
Toensurethatthepoorest
girls have the same educa-
tional opportunities as the
richest boys, governments
must waive school fees, pro-
vide meals, and cover ex-
penses to enable the lowest-
income families to keep
their children in school.
Children in rural areas, es-
pecially girls, need trans-
port to get to their class-
rooms safely. Pregnant girls
and young mothers need
options that will allow them
to return to school and con-
tinue their education. And
teachers need training and
support to enable all their
students to learn.
Although governments
are facing the deepest eco-
nomic recession in recent
memory, they should re-
member that an educated
population will most likely
be their most valuable re-
source as their countries
recover from the pandemic
and confront future chal-
lenges. In July, a coalition
of international and local
organizations launched
the #SaveOurFuture cam-
paign to highlight how
damage to education sys-
tems will hinder progress
toward all 17 Sustainable
Development Goals..

stressed-out industries in this
time of Corona crisis. Al-
though the real estate indus-
try in India is expected to
grow more than 30% in the
next ten years yet there is not
enough government support
to the industry. There are
somevaguepremonitionsand
presumptions which need to
be dumped and a corrective,
constructive and conclusive
package or policy needs to be
framed for the industry.
The governments have
no business to be in busi-
ness. Corona crisis has crip-
pled all but, the real estate in-
dustry the most. Some of the
statesissuedahastyguideline
to the landlords to postpone
the charging of rents by three
months.Althoughnoneof the
government guidelines sug-
gestedwaivingoff therentyet
most of the tenants presented
it to be so to pressurise the
landlordstowaiveoff therent
for some months or at least
avail some discounts from
them. Eventually, it turned
out to be one of the biggest
state-sponsored chaos for the
industry. Such a guideline
promotes lawlessness and
prompts the parties con-
cerned not to abide by the
agreement,legallysignedand
registered by them.
The Honourable Delhi
High Court decision dated
21st May 2020 in RC. REV.
447/2017 clearly states “… In
the realm of contracts, the
respective rights and obliga-
tions of the parties would be
determined by the terms and
conditions of the contract it-
self …”. Shouldn’t thus the
state abstain from interfer-
ing in the agreements legally
signed by two parties and is-
sue guidelines cautiously?
Revise the circle rates. It
is a stark fact that the real es-
tatepriceshavefallensharply
amidst the Corona crisis. Ow-
ing to the lockdown crisis, the
situation has so become that
the property rates are chang-
ing with almost every deal in
an area. Thus, the govern-
ment, at least for a period of
one year, should keep the cir-
cle rates system in abeyance
and accept the agreement
value only, as the fair market
value or the circle rate.
Abolish the double taxa-
tion. Some of the lawmakers
wasted no time in stating that
the builders, in this time of
Corona crisis, should sell
their properties at whatever
price they get. The comment
was very pessimistic and det-
rimental to the growth of the
industry at large. But, even if
we accept this point of view
as it is, can a builder really do
so without the revision of the
circle rates? As per section
56(2)(x) of the income tax act,
anyone buying any property
for less than the market value
is liable for income tax on the
difference between the pur-
chase price and the circle rate
of the property. The seller, as
per section 54 of the income
tax act, is taxed as usual con-
sidering the agreement value
or the circle rate whichever is
higher. So, despite selling a
property at a lower price the
seller is obliged to pay the tax
at a higher value. The buyer
is also liable to pay the stamp
duty on the circle rate value
rather than the actual pur-
chase value. Income tax is
governed by the centre while
the stamp duty payments are
governedbythestates.Hence,
if just the state governments
keep in abeyance the circle
rates system and accept the
agreement value only, as the
fair market value, the central
government would not be re-
quired to amend the income
tax act.
Long Term Capital
Gains ( LTCG ) Tax. If a
residential property is sold
and the seller re-invests the
taxable income in another
residential property, he is eli-
gible for income tax exemp-
tion on the said amount. The
said exemption should be
extended to all sorts of prop-
erties whether residential,
commercial, industrial, land
or warehouse, etc. So, to say,
if taxable income out of any
property sold is re-invested
in any property, the same
should be exempted from tax.
REITs ( Real Estate In-
vestment Trusts ). The con-
cept has not yet picked up in
India. More measures are re-
quiredtodevelopandpopular-
isethisconcept.Sellersshould
beallowedtoinvesttheirLong
Term Capital Gains ( LTCG )
in REITs to save tax on the
same.Hitherto,thisliabilityis
allowed to be set off only
against the purchase of a new
residential property or invest-
ment up to Rs. 50.00 lakhs in
some specified bonds. Also,
thesaidlimitof Rs.50.00lakhs
berevisedtoallowthesellerto
invest the entire taxable
amount in such bonds. Fur-
thermore,theinvestmentinto
bonds can be made only with-
in six months from the sale of
the property, delay beyond six
months forfeits this option.
Such an investment period
should also be co-linked with
the period allowed to invest
thetaxableamountinanother
property as per section 54 of
the income tax act.
Investors strengthen the
industry. Most of the gov-
ernment policies, tax struc-
tures, duties, and levies in
this industry are designed,
keeping only the end-users in
mind. Like any other indus-
try, the real estate industry
too needs investors’ money
for its growth. The investors
making some money after re-
maining invested for some
time is good for the economy.
Brokers drive market
growth. A broker is the cata-
lyst in a deal and hence in the
growth of the market. Almost
none of the parties can con-
clude a deal without a broker.
Despite this, none of the poli-
cies is framed for him and the
real estate broking industry
at large. As per my analysis,
on a conservative estimate,
the real estate broking alone
is an Rs. 18,000 crores indus-
try in India and there are over
5,00,000 Real Estate Brokers
across India but, sadly there
is not even one specific law
safeguarding this profession.
Rationalisation of Stamp
Duty. Stamp duty on the sale
of properties is one of the ma-
jor revenue earners for the
states in India but, charging
the same irrationally in a
situation where the industry
is fighting for its lost sheen is
being harsh. Such duties
should be revised to be
brought down to a maximum
of 2% of the property value.
Levying such duties through
a backdoor by way of any cess
or surcharge or inflating the
property prices should be
completely done away with.
In the resale of properties,
the stamp duty should be
charged only on the incre-
mentalsalevalue.Thatmeans
the buyers should be asked to
pay the stamp duty after giv-
ing a rebate of the duty which
has already been paid on the
previous sale agreements.
Rationalisation of GST.
At the rates of 12% and 18%
on the sale and rentals re-
spectively of commercial
properties, GSTs are too high.
The same should be brought
down to 6% and 12% respec-
tively and MSMEs ( Micro
Small & Medium Enterprises
) and the start-ups should be
exempt from paying the GST.

Nearly 90,000 new
cases take India’s
tally past 4.3 mn
New Delhi: India on
Wednesday recorded
89,706 new cases of the
coronavirus disease in
the last 24 hours, push-
ing the nationwide tally
to 43,70,129, according
to Union health minis-
try dashboard on
Wednesday. The num-
ber of fatalities rose by
1,115, according to the
health ministry data, to
reach 73,890.
The number of active
cases went up further,
with 13,697 recorded in
the last 24 hours. The
total number of active
cases stand at 8,97,394.
The number of active
cases will soon cross
the nine lakh mark. The
more worrying situa-
tion is that half of these
cases are in just three
states - Maharashtra,
Andhra & Karnataka.
The number has now
increased to 14,273 daily
active cases. At this
rate, India will see a
million active cases by

‘PM Modi’s lockdown a
‘disaster plan,’ says RaGa

procure drugs for Sush-

consumption purpose,”
the anti-drugs agency

investigators that they
used to procure and re-
ceive drugs “for the con-
sumption of Sushant
Singh Rajput” and both
the actor and Rhea

building collapsed in
Muhana area of the city
on Wednesday.
The labourers were
rescued in a four-hour
long rescue operation
by police and civil de-
fence team. They were

going on for nearly a
month.
On Wednesday, the

collapsed following
which the roof of sec-

crashed which led to
commotion in the area.

MLAs, i.e. they can ‘act’ to
be hurt and disgruntled’
and they will be showered
with ‘gifts’. The political
observers claim that in the
current environment’, the
MLAs have suddenly grown
strong, even stronger than a
few ministers and therefore,
in order to keep the ‘flock’
together, they would be
given a share of the “power
pie”. There was speculation
that the majority of the
MLAs would be accorded
important positions with
facilities like state vehicles
and ‘the works’. Now, what
started as a rumour has now
matured into a ‘movement’
that the government is
carrying out. There is a
strong word in power
corridors that 100 MLAs
would be given these ‘gifts’.
For the purpose, the Gehlot
government will bring in a
correction in the Assembly
Member (Prevention of
Disqualification) Act.
Through the amendment, the
MLAs, big or small, will be
given a position according
to their stature and thus no
MLA will be left ‘unsatisfied’.
While some will be taken in
the cabinet, remaining
will be adjusted in the
political appointments
while a few of these
individuals will be made

the pattern of Punjab and

any proper permission
from the relevant au-
thorities.

claim that 45,000 units
of blood were collected
on their leader’s birth-
day and it is claimed to
be an all time record for
most units of blood col-
lected in a single day.
But it appears that
even in the state capital
the Pilot camp mem-
bers have made yet an-
other record to their
kitty - of putting up
probably the most num-
ber of posters and ban-
ners for any political
leader’s birthday.
Whether it was civil
lines, statue circle, Bais
Godam, Ambedkar Cir-
cle, Rambagh circle,
Gandhi Circle, entire
Bhawani Singh road
and even the JLN Marg
was full to the brim
with Pilot’s posters.
It is obvious that this
“pomp” must have cost-
ed lakhs of rupees and
no permission would
have been taken from

Corporation (JMC).
If it was a show of
power, political observ-
ers believe that Pilot
was indeed able to take
the limelight away, even

Maken’s Wednesday
visit to Ajmer is a testa-
ment that even though
the rebels are back in
the party, the divide is
still very much ‘alive’.
On the way, Maken
halted at Dudu where

warm welcome by hun-
dreds of party workers
headed by MLA Babu-
lal Nagar.
A few minutes into
the program, few party
workers started rais-
ing pro-Pilot slogans.
While this was for a
few minutes, a similar
incident occurred at
Ajmer where the slo-
ganeering went on for
two hours. At one point
of time two groups
formed which were on
the verge of clash and
even cops had to inter-
vene leading to a scuf-
fle and a few workers
had to be detained. In
agitation, Pilot camp

staged a sit-in.
Finally, health min-
ister Dr. Raghu Shar-
ma handled the matter
after which the feed-
back program was
started. Infact, after
returning from Ajmer
late on Wednesday
night, Maken along
with PCC Chief Go-

met CM Ashok Gehlot
and apprised him of
what happened. Infact,
even the Congress lead-
ership does not consid-
er the ‘rowdy’ activi-
ties as healthy for the

Therefore, it will
again have to be Pri-
yanka Gandhi who will

I love the scene where Raj
talks to the stray dog list-
ing their similarities
and his anger at the
passer by who knocks
against them and
mouths obscenities.
As always, it is the
photo of his child-
hood friend, the
young girl Nargis
which draws him
back from the brink
of committing a
horrible crime.

the end of the heart
rending emotional love
scene is perfect; from the
barren environment to
the wind and Nargis is the per-

literature through his bold

one of the most influential
writers of the 20th century. It’s
hard to imagine what a contro-
versy his book Lady Chatter-
ley’s Lover (LCL) caused in the
late 1920s when it was declared
obscene and banned in many
countries.
The line of thinking on
what was called obscene in
the early part of the century
was reflected in Britain’s
prosecutor Mervyn Griffith
Jones question to the jury ---
“Is it a book you would like
wish your wife and servants
to read?” It was only in 1960
that the ban placed upon LCL
was removed in London. The
court censored ‘narrow-mind-
edness’ in banning the book
saying ‘such a work cannot be
prosecuted under the ‘Obscene
PublicationAct.’In the US the
ban on book was overturned
in 1959 when US Federal Dis-
trict Judge Frederick van Pelt
Bryan ruled, “At this stage in
the development of our society,
this major English novel does
not exceed the outer limits of
tolerance.”
In India, Lady Chatterley’s
Lover was dragged to the
court in 1965 and stripped
bare on the question of ob-
scenity. The court adjudged
the novel as obscene. 60
years after western coun-
tries decided that LCL was
not obscene and lifted the
ban on it, and almost 90
years after the death of its
author, the book continues
to be banned in India. The
book, however, is easily
available in India in its unex-
purgated version.
LCL caused a storm of pro-
test, for it dealt with sex be-
tween a lady and a man not her
husband, in a frank and open
manner. The idea of a noble-
woman cheating on her hus-
band and finding satisfaction
withalower-classyobwastruly
gross. But since then time has
changed and with it values of
life, especially with regard to
sex, love and matrimony. What
wasdubbedas‘obscene’inEng-
land and the rest of the world
intheearlypartof thiscentury
is dismissed as ‘narrow- mind-
edness’.
Lady Chatterley’s Lover
makesnocompromisenordoes
it tolerate pretense and abso-
lutes. When we enter the world
of Lady Chatterley’s Lover we
come across Sir Clifford Chat-
terley(symbolof athedegener-
ate post war world) of Wragby
Hall, his dissatisfied wife Con-
nie (symbol of feminine con-
sciousness that rejects what is
sterile and devitalised and goes
for a new life), and the game-
keeper Oliver Mellors (symbol
of ‘natural’ man who holds
within him the possibility of
renewed vitality) of Wragby
Wood.
“Sheisripping–she’sthefin-
est women I’ve met – you must
above all things meet her…but
she’s splendid, she really is”.
Lawrence wrote these words to
his friend Garnett. And this
‘splendid’ woman who in-
spired Lawrence so ecstati-
cally was Frieda, the wife of
Lawrence’s teacher at the
Nottingham University, and
the daughter of Baron Von
Richtofen. Frieda divorced
her husband and moved with
her three children to live
with Lawrence. Lady Chat-
terley is no other than this
Frieda.
Legal opinion is at variance
on the definition of obscenity...
It is felt that the courts cannot
measure a work of art and
should not venture into giving
verdicts on obscenity issues.
Former US Supreme Court
judge Samuel Hofstadter has
crystallized the inappropriate-
ness of courts venturing into
obscenity issues by remarking
“…the courts possess no spe-
cial expertise. Obscenity is
not intrinsically a constitu-
tional question, hence it can-
not be decided, but must be
dismissed at the base.”

The newborn was diag- nosed with pompe dis- ease and spinal muscu- lar atrophy (SMA) type 1, which the doctors claim is the first of its kind case in the world as no detail of such a case was found in available medical literature.This child, who is 44-day old as on Wednesday, was brought to JK Lone Hos- pital Jaipur a few days back from Agra, Uttar Pradesh with com- plaints of gradually pro- gressive fast breathing, decreased movements and tone of lower limbs. On examination by the team of Dr Ashok Gup- ta, Dr Priyanshu Ma- thur and Dr Ramesh Choudhary, the child wasfoundwithenlarged heart,breathingdifficul- ties and muscle weak- ness. Patient’s DBS sam- ple showed decreased levels of enzyme lysoso- mal acid alpha glucosi- dase which resulted in infantile onset Pompe disease. In view of de- creased movements and reflexes in lower limb, the team also evaluated the baby for SMA type 1 and the MLPA report confirmed the diagnosis of SMA type 1. Pompe disease is a rare inborn error of metabolism while SMA is a genetic disease af- fecting the nervous sys- tem and the voluntary muscle movement. Vikas Sharma Jaipur: A team of doc- tors at Fortis hospital in Jaipur successfully con- ducted a complicated operation of aorta with- out a bypass machine and saved the life of a one-month-old child. The doctors led by cardiac surgeon Dr Sunil Kaushal used a specialtechniqueforthe operationandmobilized the aorta without the bypass machine. The child patient of 30 days was brought to the hos- pital in a critical condi- tion with lung infection andbreathingproblems. Doctors diagnosed that the aorta was not fully developed due to which there was not full flow of blood in the body. In such a case, the heart is kept completely on the artificial heart machine for about half an hour but it involves a risk of damage to kidney, brain and liver in 30 percent casesandinmanycases, its side effects start ap- pearing immediately. The team of doctors used new technique and the aorta was mobilized without a machine and theoperationwassuccess- ful.Dr.SunilKaushalsaid thebabyisdoingwellafter the operation and has not shown any side effects. RU releases schedule for final yr exams First India Bureau Jaipur: University of Rajasthan on Wednes- day released the exami- nation schedule for fi- nal year which will take place in three shifts from September 18 to October 15 and results will be announced by November 30 as per cov- id-19 guidelines. The university had post- poned the exams in March due to coronavi- rus. The exams will be conducted in three shifts per day-8 am to 10 am, 12 pm to 2 pm and 4 pm to 6 pm from. The exam duration will be two hours and the can- didates will have to an- swer three questions in the paper. Examiner controller V K Gupta said that the timetable has been pre- pared afresh as per the direction of the higher education department which was released af- ter approval from VC. He said that social dis- tancing norms will be followed and exams for regular and private stu- dents will be held si- multaneous. Nearly 2.30 lakh stu- dents enrolled in UG, PG and other courses will appear in the ex- aminations. Except for final year, the process of promot- ing self-selected candi- dates will be completed, in the next 15 days. ACB traps PWD official taking `65K bribe Naveen Sharma Banswara: Anti-Cor- ruption bureau of Ra- jasthan on Wednesday caught the officiating executive engineer of public works depart- ment and two middle- men while taking a bribe of Rs 65,000 in Banswara district. The accused had de- mandedabribeof Rs1.05 lakhfromacontractor,to pass his bills with a total amount of Rs 13 lakh. The Executive engi- neerPremPrakashMeh- ra had already taken Rs 40,000 and was trapped in the Public Works De- partment (PWD) office onJaipurroadwhiletak- ing the remaining amount of Rs 65,000. He took the amount through two other con- tractors and middle- men who have been as identified as Shailendra Sharma and Pankaj Gaur, an official of the ACB informed. Over the next dec- ade, as many as 13 million more girls could be forced into early marriage by struggling parents. Because pandemic-relat- ed school closures could be long-lasting or recurrent, policymakers must radi- cally rethink how to deliver education so that all chil- dren are learning. Without major steps to put the most marginalized children at the center of our education systems, the world risks losing an entire generation to illiteracy, ignorance, and dependence. Toensurethatthepoorest girls have the same educa- tional opportunities as the richest boys, governments must waive school fees, pro- vide meals, and cover ex- penses to enable the lowest- income families to keep their children in school. Children in rural areas, es- pecially girls, need trans- port to get to their class- rooms safely. Pregnant girls and young mothers need options that will allow them to return to school and con- tinue their education. And teachers need training and support to enable all their students to learn. Although governments are facing the deepest eco- nomic recession in recent memory, they should re- member that an educated population will most likely be their most valuable re- source as their countries recover from the pandemic and confront future chal- lenges. Al- though the real estate indus- try in India is expected to grow more than 30% in the next ten years yet there is not enough government support to the industry. There are somevaguepremonitionsand presumptions which need to be dumped and a corrective, constructive and conclusive package or policy needs to be framed for the industry. The governments have no business to be in busi- ness. Corona crisis has crip- pled all but, the real estate in- dustry the most. Some of the statesissuedahastyguideline to the landlords to postpone the charging of rents by three months.Althoughnoneof the government guidelines sug- gestedwaivingoff therentyet most of the tenants presented it to be so to pressurise the landlordstowaiveoff therent for some months or at least avail some discounts from them. Shouldn’t thus the state abstain from interfer- ing in the agreements legally signed by two parties and is- sue guidelines cautiously? Revise the circle rates. It is a stark fact that the real es- tatepriceshavefallensharply amidst the Corona crisis. Ow- ing to the lockdown crisis, the situation has so become that the property rates are chang- ing with almost every deal in an area. Thus, the govern- ment, at least for a period of one year, should keep the cir- cle rates system in abeyance and accept the agreement value only, as the fair market value or the circle rate. Abolish the double taxa- tion. Some of the lawmakers wasted no time in stating that the builders, in this time of Corona crisis, should sell their properties at whatever price they get. The comment was very pessimistic and det- rimental to the growth of the industry at large. But, even if we accept this point of view as it is, can a builder really do so without the revision of the circle rates? As per section 56(2)(x) of the income tax act, anyone buying any property for less than the market value is liable for income tax on the difference between the pur- chase price and the circle rate of the property. The seller, as per section 54 of the income tax act, is taxed as usual con- sidering the agreement value or the circle rate whichever is higher. So, despite selling a property at a lower price the seller is obliged to pay the tax at a higher value. The buyer is also liable to pay the stamp duty on the circle rate value rather than the actual pur- chase value. Income tax is governed by the centre while the stamp duty payments are governedbythestates.Hence, if just the state governments keep in abeyance the circle rates system and accept the agreement value only, as the fair market value, the central government would not be re- quired to amend the income tax act. Long Term Capital Gains ( LTCG ) Tax. If a residential property is sold and the seller re-invests the taxable income in another residential property, he is eli- gible for income tax exemp- tion on the said amount. The said exemption should be extended to all sorts of prop- erties whether residential, commercial, industrial, land or warehouse, etc. So, to say, if taxable income out of any property sold is re-invested in any property, the same should be exempted from tax. REITs ( Real Estate In- vestment Trusts ). The con- cept has not yet picked up in India. More measures are re- quiredtodevelopandpopular- isethisconcept.Sellersshould beallowedtoinvesttheirLong Term Capital Gains ( LTCG ) in REITs to save tax on the same.Hitherto,thisliabilityis allowed to be set off only against the purchase of a new residential property or invest- ment up to Rs. 50.00 lakhs in some specified bonds. Also, thesaidlimitof Rs.50.00lakhs berevisedtoallowthesellerto invest the entire taxable amount in such bonds. Fur- thermore,theinvestmentinto bonds can be made only with- in six months from the sale of the property, delay beyond six months forfeits this option. Such an investment period should also be co-linked with the period allowed to invest thetaxableamountinanother property as per section 54 of the income tax act. Investors strengthen the industry. Most of the gov- ernment policies, tax struc- tures, duties, and levies in this industry are designed, keeping only the end-users in mind. Like any other indus- try, the real estate industry too needs investors’ money for its growth. The investors making some money after re- maining invested for some time is good for the economy. Brokers drive market growth. A broker is the cata- lyst in a deal and hence in the growth of the market. Almost none of the parties can con- clude a deal without a broker. Despite this, none of the poli- cies is framed for him and the real estate broking industry at large. As per my analysis, on a conservative estimate, the real estate broking alone is an Rs. 18,000 crores indus- try in India and there are over 5,00,000 Real Estate Brokers across India but, sadly there is not even one specific law safeguarding this profession. Rationalisation of Stamp Duty. Stamp duty on the sale of properties is one of the ma- jor revenue earners for the states in India but, charging the same irrationally in a situation where the industry is fighting for its lost sheen is being harsh. Such duties should be revised to be brought down to a maximum of 2% of the property value. Levying such duties through a backdoor by way of any cess or surcharge or inflating the property prices should be completely done away with. In the resale of properties, the stamp duty should be charged only on the incre- mentalsalevalue.Thatmeans the buyers should be asked to pay the stamp duty after giv- ing a rebate of the duty which has already been paid on the previous sale agreements. Rationalisation of GST. At the rates of 12% and 18% on the sale and rentals re- spectively of commercial properties, GSTs are too high. The same should be brought down to 6% and 12% respec- tively and MSMEs ( Micro Small & Medium Enterprises ) and the start-ups should be exempt from paying the GST. The num- ber of fatalities rose by 1,115, according to the health ministry data, to reach 73,890. The number of active cases went up further, with 13,697 recorded in the last 24 hours. The total number of active cases stand at 8,97,394. The number of active cases will soon cross the nine lakh mark. The more worrying situa- tion is that half of these cases are in just three states - Maharashtra, Andhra & Karnataka. The number has now increased to 14,273 daily active cases. The 28-year-old’s bail will be heard by a court tomor- row. Rhea Chakraborty has been charged with organisingdrugsforher boyfriend Sushant Sin- gh Rajput, a Bollywood star whose shock death on June 14 is being in- vestigated by the CBI. There is no mention in the court papers of her using drugs. She faces charges that could lead to up to 10 years in jail. Rhea Chakraborty and her brother Showik Chakraborty are ac- cused of arranging drugs with help from Sushant Singh Rajput’s employees Samuel Mi- randa and Dipesh Sawant, who were alleg- edly in touch with drug dealers. The Narcotics Con- trol Bureau arrested Rhea Chakraborty after three days of question- ing and said in its court documents that she was “an active member of the drug syndicate con- nected with drug sup- plies” and knew of “eve- ry delivery and pay- ment”. “It is also clear from the statement that Rhea Chakraborty used to procure drugs for Sush- ant Singh Rajput for consumption purpose,” the anti-drugs agency said. Samuel Miranda and Dipesh Sawant told investigators that they used to procure and re- ceive drugs “for the con- sumption of Sushant Singh Rajput” and both the actor and Rhea Chakraborty would both pay. She used to “manage finance for drug pro- curement along with Sushant Singh Rajput”, the document said. The agency also said the drug deliveries would be received ? by Sushant Singh Ra- jput’s aides and some- times the payment and choice of drugs was confirmed from Rhea Chakraborty. The labourers were rescued in a four-hour long rescue operation by police and civil de- fence team. They were admitted to a hospital. The construction work at the three-storey building owned by Chuttan Chheepa was going on for nearly a month. On Wednesday, the roof of the first floor collapsed following which the roof of sec- ond and third floor also crashed which led to commotion in the area. ACP Mansarover Sanjeev Chaudhary along with his team and civil defence members rushed to the spot and started a rescue opera- tion. They rescued ten la- bourers from the debris of the building. Those injured in the incident were mostly working on the roof, po- lice said. Police are investigat- ing the root cause of the collapse. The house owner and contractor are absconding after the incident. Rita was even more in the movie, a passionate lover, a lawyer who stands up publicly for the man she loves and her principles. My father-in-law told me that he watched the movie for 20 times straight and when he went to see it the 21st time, it had been removed from the movie hall and he was not the only one - such was the power of this edgy movie which depicted the harsh reality of urban post-independ- ence India. Raj Kapoor’s tribute to Charlie Chaplin as the cute tramp, set not just the Indian screens on fire but also spread to Russia, China and the entire Middle-East. There are many aspects that make Awara a memorable film not just the powerful script which brings to the fore the an- cient debate between the impact heredity and environment on an individual, the charming tramp, the unique Ziegfield like dream sequence, the brooding passion- ate on-screen chemistry between Nargis and Raj, one of the finest performances by K N Singh but also the socialist theme which runs through the movie like a fine thread colouring everything with the helplessness of the vag- abond. It is charming to see the con- nect between reel and real in the movie with Prithviraj Kapoor, the judge as Raj Kapoor’s father and Shashi Ka- poor as younger Raj. Raj Kapoor gave a different per- spective to the word Awara, changing it forev- er, making it ac- ceptable. The movie moves with unassuming ease across crime, melo- drama and romance. The climax wrings the heart out for all of us. I love the scene where Raj talks to the stray dog list- ing their similarities and his anger at the passer by who knocks against them and mouths obscenities. As always, it is the photo of his child- hood friend, the young girl Nargis which draws him back from the brink of committing a horrible crime. “Tum acche ho, bure ho, nirdosh ho, apradhi ho, jo bhi ho …tum mere ho – the promise by Nargis at the end of the heart rending emotional love scene is perfect; from the barren environment to the wind and Nargis is the per- fect lover accepting her ‘awara’ as he is and guiding him to be better, reach to his potential. It’s hard to imagine what a contro- versy his book Lady Chatter- ley’s Lover (LCL) caused in the late 1920s when it was declared obscene and banned in many countries. The line of thinking on what was called obscene in the early part of the century was reflected in Britain’s prosecutor Mervyn Griffith Jones question to the jury --- “Is it a book you would like wish your wife and servants to read?” It was only in 1960 that the ban placed upon LCL was removed in London. The court censored ‘narrow-mind- edness’ in banning the book saying ‘such a work cannot be prosecuted under the ‘Obscene PublicationAct.’In the US the ban on book was overturned in 1959 when US Federal Dis- trict Judge Frederick van Pelt Bryan ruled, “At this stage in the development of our society, this major English novel does not exceed the outer limits of tolerance.” In India, Lady Chatterley’s Lover was dragged to the court in 1965 and stripped bare on the question of ob- scenity. The court adjudged the novel as obscene. 60 years after western coun- tries decided that LCL was not obscene and lifted the ban on it, and almost 90 years after the death of its author, the book continues to be banned in India. The book, however, is easily available in India in its unex- purgated version. LCL caused a storm of pro- test, for it dealt with sex be- tween a lady and a man not her husband, in a frank and open manner. The idea of a noble- woman cheating on her hus- band and finding satisfaction withalower-classyobwastruly gross. But since then time has changed and with it values of life, especially with regard to sex, love and matrimony. What wasdubbedas‘obscene’inEng- land and the rest of the world intheearlypartof thiscentury is dismissed as ‘narrow- mind- edness’. Lady Chatterley’s Lover makesnocompromisenordoes it tolerate pretense and abso- lutes. When we enter the world of Lady Chatterley’s Lover we come across Sir Clifford Chat- terley(symbolof athedegener- ate post war world) of Wragby Hall, his dissatisfied wife Con- nie (symbol of feminine con- sciousness that rejects what is sterile and devitalised and goes for a new life), and the game- keeper Oliver Mellors (symbol of ‘natural’ man who holds within him the possibility of renewed vitality) of Wragby Wood. “Sheisripping–she’sthefin- est women I’ve met – you must above all things meet her…but she’s splendid, she really is”. Lawrence wrote these words to his friend Garnett. And this ‘splendid’ woman who in- spired Lawrence so ecstati- cally was Frieda, the wife of Lawrence’s teacher at the Nottingham University, and the daughter of Baron Von Richtofen. Frieda divorced her husband and moved with her three children to live with Lawrence. Lady Chat- terley is no other than this Frieda. Legal opinion is at variance on the definition of obscenity... It is felt that the courts cannot measure a work of art and should not venture into giving verdicts on obscenity issues. Former US Supreme Court judge Samuel Hofstadter has crystallized the inappropriate- ness of courts venturing into obscenity issues by remarking “…the courts possess no spe- cial expertise.
