3. HIPAA TRAINING
• The Health Insurance Portability and Accountability Act of 1996 (HIPAA),
Public Law 104-191, was enacted on August 21, 1996. Sections 261
through 264 of HIPAA require the Secretary of HHS to publicize standards
for the electronic exchange, privacy and security of health information.
Collectively these are known as the Administrative Simplification provisions.
• The Privacy Rule, as well as all the Administrative Simplification rules,
apply to health plans, health care clearinghouses, and to any health care
provider who transmits health information in electronic form in connection
with transactions for which the Secretary of HHS has adopted standards
under HIPAA (the “covered entities”)
4. KNOWING PATIENT RIGHTS
• Right to Access. Information on how to inspect and obtain a copy of your health information.
• Right to Accounting of Disclosures. Information on how to request an accounting of disclosures made
on your health information.
• Right to Amendment. Information on how to request an amendment to your health information.
• Right to Request Confidential Communications. Information on how to request that we communicate
with you about your health information at alternative locations.
• Right to Restrictions. Information on your right to restrict certain disclosures of your health
information.
• Right to Restrict Disclosure to Health Plan. Information on your right to request restrictions on
disclosure of your health information when you paid for service out-of-pocket in full.
• Right to Complain for Privacy Rights Violations. Information on your right to complain if you feel that
we have used or disclosed your health information inappropriately.
• Using and Disclosing Your Health Information. Information on the ways in which the UT Health Science
Center uses and discloses your health information for treatment, payment, and health care operations.
Information on authorizations to release medical or health information and right to revoke
authorizations.
5. Ensuring Employees are trained correctly
-HIPAA training will be offered at the time
a employee is hired and a fresher course
ever quarter.
-All employees must sign off that they
have received a copy and understand the
rules and consequences for such breaches.
-Training will be offered collectively and
individually as needed.
-Training will consist of real life scenarios
