created in 2007 to provide
an advocacy voice and
support to the Community
Health Initiatives (CHIs) in
their missions.

began in 2001 as a way to
provide low-cost health
insurance to all children.

insurance product called
Healthy Kids. Healthy Kids
covered children who were
not eligible for public
programs.

CHIs are local, community-based collaboratives whose mission is
ensuring everyone receives comprehensive health coverage. CHIs are,
for the most part, non-profit organizations that are county-based,
public-private partnerships.

What would you like to take from this session?
At the height of the CHI movement, there were 28 Childrenโs Health Initiatives operating in 30 counties, 21 of which provided a Healthy Kids product and several others provided a California Kidsย product.
Are goal is to improve community health.
1) Reform and streamline existing enrollment systems in Medi-Cal and Covered California and other programs
2) Maximize enrollment into existing health coverage programs.
3) Advocate for consumers and help them make the most from their coverage.
We accomplish these goals through OERU
Partnerships
1. Examples of partnerships: MOUs
2. Presentations for providers-educating on-the โground staff about CHI services
3. Close partnership with Social Services/Health and Human Services offices โMedi-Cal eligibility workers
4. Close partnership with County Board of Supervisors
5. Close partnership with funders and x, y, z.
Coordination
Through OERUC, partner agencies share plans for outreach and identify gaps. Collaboration in reaching the entire population or providing better service.
BCSD informational mailing was enhanced by including contact phone numbers in case parents had questions.

Promotoras
Promotoras work with CHI to canvass and offer presentations. They have been successful in recruiting volunteers (other Promotoras) to help with this effort.

Outreach is used to encourage people to move to the next stepโฆ enrollment
Many outreach events are followed by enrollment events in the same neighborhood where outreach took place. To maximize our resources we follow this format:
Presentation, pre-screen sheet, follow-up phone call, enrollment event. Same process used for canvassing or other outreach.
Partnering with agencies who serve those with emergency medical needs: CBCC, CCS, HIV/AIDS
AUDIENCE PARTICIPATION:
How would this look in your community? What are you currently doing?
Enrollment is only the beginningโฆ and it is much more cost-effective to help someone retain coverage than to help re-enroll. Also, people who have been continuously enrolled are more likely to utilize servicesโฆ retention
Most CHIs conduct surveys with their clients... All surveys look different but all with the objective to assure enrollment in coverage.
Received cards? Chose PCP? Experienced barriers? Questions? Advocate!
Client utilization survey at 3 months. Distributed to partners. Online system guides user through questions to ask based on clients response.
Retention is closely connected to utilization
