OGWC has only 15 2-yr legislative cycles to accomplish full
switch to green energy. To do that they need to be able to:

Plan strategy

Conduct analysis
Come to Legislature with concrete proposals for legislation or
rule development,

No new fossil fuel infrastructure investments

Property energy scores

Report upstream methane leaks and releases
Work with associated agencies to get proper accounting

Understand and apply correct GWP to avoid under-
reporting CH4 adverse impacts on near term climate goals

All the NGOs working on climate have been pushing in the right
direction, but urgency factor has escalated, largely because of
Methane.
Any new infrastructure in the support of fossil fuels
consumption supports market growth, or market extension
instead of shift to green.
We need to take more responsibility for disallowing exports
that damage Oregon and the Planet. New exports means
new use of fossil fuel that is counter to shift to green.
Need a collaborative and coherent plan that follows new data

Budget against thermal limit = 1.5 degrees.

Zero Use of Fossil Fuel by 2050

Extend role of legislative and OGWC staff

Give clear strategic authority (with support staff) to OGWC.
