3. National legislation - regulations
Water Law no. 272 of 23 December 2011 - partly
transposes DCA 2000/60 / EC
- Article 13 - monitoring of surface waters shall be
carried out by the public environmental authority
through the subordinated institutions
Regulation on the systematic monitoring and
recording of surface water and groundwater status,
HG № 932 din 20 noiembrie, 2013
- art.11. Systematic evidence of the quantity, quality and
ecological status of surface water, including transboundary
rivers, is carried out by the State Hydrometeorological Service
and the central body of public health administration, based on the
national monitoring network.
- art. 12 . Quantitative monitoring of the hydrological regime
of the rivers of Republic of Moldova shall be carried out through
the stationary network of hydrological stations in accordance with
the procedures laid down in the
- art.14. Qualitative monitoring of surface water is achieved
through use of the procedures and technical measures for
sampling, analysis and synthesis, for the evaluation of the
quality parameters, the status and the evolution trend of the
surface water quality.
- art. 15. The quality of water resources is also influenced to a
certain extent by accidental pollution, which represents sudden
physical, chemical, biological or bacteriological alterations of
water, beyond the permissible limits. Depending on the type of
accidental pollution, they may have different magnitudes and
effects (local, basin, cross-border) on water resources to be
monitored under the scheme of this Regulation.

- art. 7 - In order to assign quality class surface water
bodies, monitoring shall be carried out in accordance
with the procedures established in the annual
monitoring programs developed and approved by
the central public administration body in the field of
the environment through the institutions subordinated
to the monitoring, indicating the frequency of
sampling, which must not be less than one sample per
month per monitoring point, evenly distributed
throughout the year ...
- Article 8 - If less than four observations are
available in one year, except for hydrobiological
elements, those data will not be used to perform
assessments to classify bodies of surface water that
year, but will be able be used to interpret multiannual
data.

Chapter V:
- art. 75 - Laboratories are accredited and apply practices
related to the quality management system in accordance with
the standard of SR SR EN ISO'CEI-17025 or other
equivalently accepted international standards;
- art. 76 - Laboratories will demonstrate skills in physico-
chemical and biological analyzes by participating in internal
and external testing programs.
The SHS received financial assistance
for re-accreditation under the EUWI
+ East project on the basis of a
trilateral agreement between SHS-
UBA-MOLDAC in November 2017.
At the same time, due to the project, at the beginning of
2018, the SHS participated in an external testing
program for demonstrating skills for analyzes for
mineralization parameters, biogenic elements and heavy
metals in surface water
