Bio:
My name is Epifanio Reyes Garcia (Rey). A native of Texas born and raised in the Edinburg-
McAllen region of the Rio Grande Valley, in the county of Hidalgo, Texas. I currently call Las Vegas,
Nevada my home where I have recently moved with my family after suffering a heart attack on July
23. I am on the path to full recovery and ready to continue my pursuit of my Doctorate degree.
I am the eldest son to Mr. Reyes Garcia and Mrs. Aurora Villarreal Garcia, and sibling to Mr.
Eloy Garcia and Ms. Jacqueline Dawn Garcia. I am a class of 2016 graduate from the University of
Texas Rio Grande Valley (UTRGV), where I successfully earned my Master of Public Administration
(MPA), while leading a team of graduate researchers studying various service delivery techniques, cost
saving paradigms, and the relative efficacy of transparency for government and nonprofit
organizations.
I am currently enrolled in Colorado Technical University’s (CTU) Doctoral of Computer
Science Enterprise Information Systems online program. My proposed research consists of data
transparency through analysis and cost-reduction solutions to public sectors through the use of
algorithms and artificial intelligence to deliver public information.

Core Accomplishments:
With nearly 30 years of multi-sector Information Technology experience and having successfully
completed the following core accomplishments and lead roles, I am ready to contribute as a public
servant while providing credible public information through the use of technology.
1) Accomplished Master of Public Administration (MPA) from the University of Texas Rio Grande
Valley and a Bachelor of Arts (BA) in Political Science from the University of Houston.
2) Developed Marketing Campaigns using print, digital and target-audience social media marketing.
3) Webmaster & Database Administrator role, using roadmapping, designing, and implementation
techniques.
4) Supervising Technical Writer, documenting operational user manuals for various industries.
5) Directorial Information Technology role, analyzing, recommending, and modernizing Legacy
Enterprise Systems and eliminating $400,000 in operational costs for local government.
6) Lead Liaison role, establishing vendor/user/client alliances and standardized goals and results.
7) Project Lead role, mobilizing local government public safety reporting and established online bill
pay.
8) Implemented Open Government best practices for municipality using Social Media and YouTube
