The Joe M. Bartholomew Municipal Golf Course at Pontchar-
train Park is named after a visionary and little-known golf
architectural genius named Joseph M. Bartholomew. An Af-
rican-American born in the 1880’s, he learned the game of
golf at the turn of the century as a caddie at Audubon Golf
Course. Copying the swings of the golfers for whom he cad-
died, Bartholomew quickly became skilled enough to play the
game and instruct others. He became such a good player—he
once shot a 62 at Audubon, he was allowed to play by club
members at the segregated club with the likes of Walter Hagan and Gene Sarazen. Bar-
tholomew also demonstrated a talent for course maintenance, and was later made keeper
of the greens at Audubon.
He took his landscaping talents over to Metairie Golf Club. A group of wealthy private club
members sent Bartholomew to New York to study golf course architecture under the tu-
telage of Seth Raynor in the 1920s. When Bartholomew returned to New Orleans, he un-
dertook some of the most brilliant golf course designs of that era: Metairie Country Club,
City Park No. 1, City Park No. 2. Although his toil and talents built these golf courses, Bar-
tholomew wasn’t allowed to play on any of them. He received little salary for several of the
courses he built.
In the 1950s, Bartholomew began work on Lake Pontchartrain Golf Course, a nine-hole course
that was expanded to 18 holes in 1957. In 1979, the layout was renovated and renamed the
Joe M. Bartholomew Sr. Golf course in honor of its designer, builder and first pro golfer.
Bartholomew later started a construction company and expanded his business into other
areas, including landscaping. As the years went by, his wealth grew, derived from successful
real estate investments and diversified assets. His contributions to Dillard and Xavier Univer-
sities endeared him to the academic community. Joe Bartholomew never strayed far from
his first love, though. He was a fixture at Pontchartrain Park well into his 70s. Even in declin-
ing health, his eyes would light up at the mention of the game of golf. In 1971, Bartholomew
had a stroke and on Oct. 12 of that year, he died.

strategic	
  plan

  will	
  enhance	
  profitability,

  • 2. The Joe M. Bartholomew Municipal Golf Course at Pontchar- train Park is named after a visionary and little-known golf architectural genius named Joseph M. Bartholomew. An Af- rican-American born in the 1880’s, he learned the game of golf at the turn of the century as a caddie at Audubon Golf Course. Copying the swings of the golfers for whom he cad- died, Bartholomew quickly became skilled enough to play the game and instruct others. He became such a good player—he once shot a 62 at Audubon, he was allowed to play by club members at the segregated club with the likes of Walter Hagan and Gene Sarazen. Bar- tholomew also demonstrated a talent for course maintenance, and was later made keeper of the greens at Audubon. He took his landscaping talents over to Metairie Golf Club. A group of wealthy private club members sent Bartholomew to New York to study golf course architecture under the tu- telage of Seth Raynor in the 1920s. When Bartholomew returned to New Orleans, he un- dertook some of the most brilliant golf course designs of that era: Metairie Country Club, City Park No. 1, City Park No. 2. Although his toil and talents built these golf courses, Bar- tholomew wasn’t allowed to play on any of them. He received little salary for several of the courses he built. In the 1950s, Bartholomew began work on Lake Pontchartrain Golf Course, a nine-hole course that was expanded to 18 holes in 1957. In 1979, the layout was renovated and renamed the Joe M. Bartholomew Sr. Golf course in honor of its designer, builder and first pro golfer. Bartholomew later started a construction company and expanded his business into other areas, including landscaping. As the years went by, his wealth grew, derived from successful real estate investments and diversified assets. His contributions to Dillard and Xavier Univer- sities endeared him to the academic community. Joe Bartholomew never strayed far from his first love, though. He was a fixture at Pontchartrain Park well into his 70s. Even in declin- ing health, his eyes would light up at the mention of the game of golf. In 1971, Bartholomew had a stroke and on Oct. 12 of that year, he died.

RFP  No.  2285-­‐01118  Maintenance  and  Management  of  Joe  Bartholomew  Golf  Course   First  Tee  of  Greater  New  Orleans/PGA  TOUR  Golf  Course  Properties,  Inc.       2   Applicant’s  Qualifications     The  First  Tee  of  Greater  New  Orleans  in  consultation  with  PGATGCP.  will  provide  a  premium  golf   experience  at  Joe  M.  Bartholomew  Municipal  Golf  Course.  The  PGA  TOUR  is  one  of  five  founding  partners   of  The  First  Tee  national  organization.    This  partnership  is  a  great  example  of  the  PGA  TOUR’s  commitment   to  The  First  Tee  chapters  and  the  communities  they  serve.     The  First  Tee  of  Greater  New  Orleans     Chartered  at  the  Joe  M.  Bartholomew  Municipal  Golf  Course  on  December  1,  2003,  The  First  Tee  of  Greater   New  Orleans  has  a  clear  mission:  we  use  the  game  of  golf  to  positively  impact  the  lives  of  young  people,   providing  educational  programs  that  build  character,  instill  life-­‐enhancing  values  and  promote  healthy   choices.       Founded  in  1997  by  the  World  Golf  Foundation  and  four  other  partners,  The  First  Tee  chapters  around  the   world  have  introduced  golf  and  “core  values”  to  more  than  5  million  young  people  and  have  established   relationships  with  more  than  750  golf  facilities.  The  First  Tee  home  office  has  partnerships  with  24  national   partners  and  corporations  like  Walmart,  Coca-­‐Cola,  Toro  and  Club  Cars  work  with  local  chapter  in  producing   revenues  through  a  variety  of  promotional  efforts.     Locally,  TFTGNO  uses  the  game  of  golf  to  teach  young  people  nine  core  values—honesty,  integrity,   sportsmanship,  respect,  responsibility,  courtesy,  confidence,  judgment  and  perseverance.  This  year  our   programming  will  touch  2,500  young  people  ages  five  to  17  through  a  variety  of  programs  in  a  number  of   venues,  including  NORDC  seasonal  golf  programming,  and  TFTGNO  LIFE  SKILLS  Programming  at  City  Park,   TPC  Louisiana  and  Bayou  Barriere.     The  First  Tee  Chapters  in  Jacksonville,  San  Francisco  and  East  Baton  Rouge  Parish  manage  municipal  golf   courses  as  part  of  their  missions.    Our  model  chapter  is  Jacksonville,  Florida.  The  First  Tee  has  a  partnership   with  the  city,  PGA  Golf  Course  Properties,  Inc.,  and  TPC  Sawgrass.    All  of  our  organizational  structure  and   governance  is  modeled  after  TFT  in  Jacksonville.       The  PGA  TOUR  Golf  Course  Properties,  Inc     The  PGA  TOUR  is  synonymous  with  the  highest  order  of  professional  golf,  and  it  is  among  the  most   respected  organizations  in  professional  sports  worldwide.    As  a  subsidiary  of  the  PGA  TOUR,  the  PGA  TOUR   Golf  Course  Properties,  Inc.  holds  itself  to  these  same  standards  of  exceptional  quality.  Their  mission  is  to   maintain  superior  golf  courses  and  facilities  that  are  most  ideal  to  host  the  PGA  Tournaments  and  events.     Local  PGA  TOUR  facilities  allow  foundations  to  raise  millions  of  dollars  for  area  charities.  TPC  Louisiana   hosts  the  Zurich  Classic,  the  annual  charitable  fundraiser  for  the  FORE!KIDS  foundation.     PGA  TOUR  Golf  Course  Properties,  Inc.  owns  and/or  operates  30  premier  private,  resort  and  daily  fee  golf   properties  that  provide  recreational  golfers  with  the  unique  opportunity  to  test  their  skills  on  the  same   layouts  where  the  world’s  best  golfers  compete.  Each  golf  course  may  be  distinctive  in  character  but  is

RFP  No.  2285-­‐01118  Maintenance  and  Management  of  Joe  Bartholomew  Golf  Course   First  Tee  of  Greater  New  Orleans/PGA  TOUR  Golf  Course  Properties,  Inc.       3   consistent  in  quality.  TPC  courses  are  known  for  their  outstanding  conditioning  and  amenities,  as  well  as  a   commitment  to  environmental  excellence.     The  Personnel     Listed  below  are  names  and  bios  of  the  personnel  from  the  TFTGNO-­‐PGATGCP  partnership  who  will  provide   professional  golf  management  services  for  the  Joe  M.  Bartholomew  Municipal  Golf  Course.  Detailed   resumes  and  curriculum  vitae  of  all  principals  performing  services  are  included  in  the  addendums.     The  First  Tee  of  Greater  New  Orleans     Dwayne  Ray  Cormier,  M.Ed,  Executive  Director  of  the  First  Tee  of  Greater  New  Orleans   A  sports  management  professional,  Cormier  has  a  master’s  degree  in  Sports  and  Leisure  Management  from   Florida  A&M  University.  He  played  college  golf:  his  team  came  in  second  in  the  PGA  of  America  2007   National  Golf  Tournament  NAIA  division.  He  discovered  golf  at  11  when  a  board  member  of  the  boys  home   in  which  he  resided  took  him  to  a  golf  course.  Cormier  has  worked  at  three  top  100  and  two  TPC  network   golf  courses,  and  has  taught  golf  in  The  First  Tee  system  as  a  volunteer  and  employee  over  six  years.       Terry  Maundy,  PGA,  Director  of  Programs  and  Instruction  for  The  First  Tee  of  Greater  New  Orleans   Coach  Terry  Maundy  was  elected  to  PGA  membership  in  1980  and  played  five  years  on  the  PGA  Tour,  three   years  on  the  Nationwide  Tour  and  five  years  on  the  Champions  Tour.    He  has  held  PGA  Golf  Director  titles   at  three  public  golf  clubs,  increasing  revenues  at  two  of  the  clubs  between  18  and  25  percent.    Maundy  has   managed  golf  budgets,  staff,  inventories,  scheduling  and  public  relations  at  these  facilities  and  has  given   over  5,000  golf  lessons.  He  is  a  recognized  First  Tee  Coach,  and  has  written  over  500  lesson  plans  and  has   trained  12  golf  pros  and  over  60  volunteers  in  The  First  Tee  curriculum.     John  Thomas  Thornburg,  proposed  Golf  Course  Superintendent   Thornbor  started  as  a  caddy  at  the  New  Orleans  Country  Club  at  age  16,  and  has  worked  as  a  golf  cart   technician,  and  an  equipment  manager  at  the  NOCC  and  Lakewood  Country  Clubs.    In  1992,  he  worked  for   the  city  of  New  Orleans  as  Assistant  Superintendent  at  the  Joe  M.  Bartholomew  Municipal  Golf  Course  and   subsequently  became  superintendent  at  the  Lakewood  Golf  Club  and  the  New  Orleans  Naval  Air  Station   Golf  Course.  Post  Katrina,  Thornbor  assisted  in  the  rebuild  of  the  Metairie  Country  Club.  He  has  worked  as   an  independent  contractor  for  the  PGA  Tour  special  operations  division  since  1989.           Arthur  L.  “Ducky”  Gilbert,  Assistant  Pro   Gilbert  was  the  former  head  pro  at  the  Pontchartrain  Park  facility  pre-­‐Katrina.    A  former  PGA  Golf  Tour  Golf   School  participant  in  New  York,  Austin,  Brownsville  and  Myrtle  Beach,  Gilbert  participated  in  the  Black   Golfer’s  Tour  for  nearly  a  decade,  placing  consistently  in  the  top  ten  golfers.  For  the  past  11  years,  he’s   chaired  the  Junior  Golf  Clinic  Fair  Play  Foundation  Celebrity  Golf  Tournament,  and  has  taught  junior  golfers   at  the  TPC  golf  course  with  golf  pro  Kelly  Gibson.     Aaron  M.  Oliver  and  Jerell  Michael  Fields,  Assistant  Pros,  PGM  graduates.    They  will  work  in  the  clubhouse   and  assist  with  programming.

RFP  No.  2285-­‐01118  Maintenance  and  Management  of  Joe  Bartholomew  Golf  Course   First  Tee  of  Greater  New  Orleans/PGA  TOUR  Golf  Course  Properties,  Inc.       4   The  First  Tee  of  Greater  New  Orleans  Board  Members     Smith  Crocken,  Jr.,  President     A  founding  member  of  the  First  Tee  Board  of  Directors,  Smith  Crocken,  Jr.  retired  as  Secretary-­‐Treasurer   from  the  Amalgamated  Union  local  1560  after  serving  22  years  in  union  leadership.  Since  1990,    Crocken   has  been  an  avid  supporter  of  Junior  Golf.    He  served  as  President  of  the  Crescent  City  Golf  Foundation,  a   golf  club  which  provided  young  golfers  an  opportunity  to  in  the  Junior  Golf  Program.    Crescent  City  Golf   Foundation  later  joined  with  the  Metro  New  Orleans  Golf  Foundation  and  used  their  resources  to   encourage  area  young  people  to  compete  in  the  Arrowhead  and  Gulf  States  Junior  Tour.       Kelly  Gibson,  Vice  President   Gibson,  a  former  PGA  TOUR  professional,    is  a  native  of  New  Orleans  and  grew  up  playing  golf  at  Brechtel.     He  is  a  graduate  of  Lamar  College  and  has  been  a  member  of  the  PGA  TOUR  for  21  years.  Along  with  other   Louisiana  natives,  He  raised  a  combined  $2  million  to  aid  thousands  of  Hurricane  Katrina  and  Rita  victims   and  disaster  workers.  Gibson  was  honored  in  2006  with  the  Golf  Writers  Association  of  America’s  Charlie   Bartlett  Award.    He  joined  TFTGNO’s  Board  in  2007.       Ed  Halpern,  Secretary   Halpern  is  a  business  expert  and  owner  of  The  Prytania  Park  Hotel,  LTD,  and  the  Offices  1050,  LLC,  a   privately  held  executive  office  building.    A  graduate  of  Washington  University  in  Business  Administration   and  Marketing,  he  studied  economics,  art,  drama  and  history  at  City  University  and  Morely  College  in   London,  England.    Designated  as  employer  of  the  year  by  the  ARMY  Guard  &  Reserve  Forces,  Halpern  has   been  featured  in  New  Orleans  Magazine  and  is  a  former  board  member  of  the  New  Orleans  Convention  and   Visitors  Bureau.     Mike  Rodrigue,  Treasurer   A  board  member  since  2006,  Rodrigue  is  a  founding  member  of  the  Bayou  District  Foundation  and  is   President  and  CEO  of  RODCO  Insurance.  He  also  owns  the  ACME  Oyster  House  chain  of  restaurants.    An   alumnus  of  Tulane  University,  Rodrigue  has  been  involved  with  Fore!Kids  Foundation  and  other  New   Orleans  civic  and  philanthropic  initiatives  for  more  than  30  years.    He  was  Chairman  of  the  Board  for   Fore!Kids  Foundation  from  1998  to  2006  and  has  extensive  contacts  throughout  the  professional  golf   industry.       Randall  Hithe,  Past  President   As  an  executive  in  the  banking  industry,  Hithe  decided  working  nine-­‐to-­‐five  was  not  for  him.    In  1987,  he   purchased  an  existing  Jani-­‐King  franchise  for  $2,000  and,  in  the  six  years  that  followed,  he  grew  that   investment  into  a  multi-­‐million  dollar  company  and  the  largest  franchise  in  the  worldwide  Jani-­‐King  system.   Hithe  has  won  numerous  awards  including  Franchise  of  the  Year  honors  from  the  National  Franchise   Association.  He  also  has  created  a  scholarship  program  for  Xavier  University  School  of  Business  and  is  part   of  the  Business  Advisory  Council  at  Xavier.     Luke  Farabaugh,  JMBMGC  Management  Committee  Chair   A  native  of  New  Orleans,  Mr.  Farabaugh  began  playing  golf  at  the  age  of  13  at  City  Park  Golf  Course.  He   attended  high  school  at  Eleanor  McMain  and  attended  Auburn  University.  A  member  of  the  PGA  since

RFP  No.  2285-­‐01118  Maintenance  and  Management  of  Joe  Bartholomew  Golf  Course   First  Tee  of  Greater  New  Orleans/PGA  TOUR  Golf  Course  Properties,  Inc.       5   2001,  Farabaugh  is  a  member  of  the  Fore!Kids  Foundation  and  a  board  member  of  TFTGNO  since  2006.  His   resume  is  impressive:  General  Manager,  TPC  Louisiana  (Feb  2008  –  Current),  Interim  General  Manager,  TPC   Louisiana  (Dec  2005  –  Feb  2008),  Head  Golf  Professional,  TPC  Louisiana  (Jan  2004  –  Dec  2005);  Head  Golf   Professional,  TPC  Heron  Bay  (Mar  2003  –  Jan  2004);  Resident  Golf  Professional,  TPC  Myrtle  Beach  (Jan  2002   –  Mar  2003),  Assistant  Golf  Professional,  TPC  Myrtle  Beach  (Dec  1998  –  Dec  2001);  Apprentice  Golf   Professional,  TPC  Sawgrass  (May  1998  –  Dec  1998).     Louis  Bartholomew  Keyes,  Marketing  Committee  Chair   Keyes  is  a  successful  entrepreneurial  marketing  professional  with  more  than  20  years  of  progressively   increasing  responsibilities  in  creating  and  managing  food,  beverage  and  personal  care  businesses  that  have   generated  over  $23  billion  in  wholesale  sales  with  gross  margins  of  up  to  85%  for  the  world’s  largest   companies  in  wine  &  spirits,  food  and  entertainment  licensing.  Keyes  personally  created  new  business   opportunities  that  have  produced  $3.5  billion  in  profitable  revenues.    His  expertise  includes  outstanding   skills  in  creative  marketing,  business  strategies,  recruitment  and  development  of  winning  business  teams,   licensing,  product  enhancement,  alliances,  turnarounds  and  international  sales.         Dwayne  Bernal,  Fundraising  &  Development  Committee  Chair   As  owner  and  president  of  Royal  Engineers  and  Consultants,  Bernal  oversees  a  staff  of  45  employees  as  the   leading  local  provider  of  civil  design  and  engineering  consulting  services.  Post  Katrina,  Royal  Engineering   has  managed  the  daily  operations  for  the  company’s  hurricane  recovery  efforts,  working  with  public  and   private  entities  in  sewer  system  assessment,  bypass  pumping  operations  and  debris  removal  management.     Bernal  is  a  graduate  of  West  Point.     Sandra  Diggs-­‐Miller,  Legal  Committee,  Chair   Sandra  Diggs-­‐Miller  holds  the  position  of  Senior  Counsel  with  the  Entergy  Services,  Inc.,  Legal  Services   Department.    She  earned  her  Juris  Doctor  degree  from  Loyola  University  School  of  Law.    She  is  admitted  to   practice  law  before  the  state  and  federal  courts  in  the  State  of  Louisiana.    She  began  her  practice  with  the   prestigious  law  firm  of  Stone,  Pigman,  Walther,  Wittmann,  L.L.C.  where  she  focused  primarily  on  complex   commercial  litigation,  class  action  defense,  and  insurance  defense.    She  is  a  member  of  the  American  Bar   Association,  National  Bar  Association,  Louisiana  Bar  Association,  Minority  Corporate  Counsel  Association,   Corporate  Counsel  Women  of  Color,  and  the  Louis  Martinet  Society.       Patsy  Green,  Grants  Committee  Chair   Green  is  currently  the  Administrative  Coordinator  for  the  Louisiana  Stadium  and  Exposition  District.    She   previously  held  various  government  positions  at  both  the  national  and  state  levels.    She  was  also  the   Executive  Director  of  Court  Appointed  Special  Advocates  (CASA)  New  Orleans,  a  child  advocacy  agency   serving  the  New  Orleans  community.In  addition  to  the  Board  of  First  Tee  of  Greater  New  Orleans,  Green   serves  on  the  boards  of  the  Greater  New  Orleans  Sports  Foundation,  Child  Advocacy  Centers  of  Louisiana,   Jefferson  CASA  and  Parkway  Presbyterian  Church.     Kevin  Neyrey,  Finance  Committee  Chair   Neyrey  is  the  Managing  Partner  of  Ericksen,  Krentel  &  La  Porte,  Certified  Public  Accountants  and   Consultants,  L.L.P.  (“EKL”),  and  is  the  partner  in  charge  of  the  Tax  Services  Division.    Before  joining  EKL  in   1984,  he  spent  two  years  working  with  a  local  CPA  firm  in  Denver,  Colorado  and  two  years  working  for  a

RFP  No.  2285-­‐01118  Maintenance  and  Management  of  Joe  Bartholomew  Golf  Course   First  Tee  of  Greater  New  Orleans/PGA  TOUR  Golf  Course  Properties,  Inc.       8   ATTACHMENT  A  –  NEEDED  SERVICES     A.    The  First  Tee  of  Greater  New  Orleans  Agrees  to:     The  First  Tee  of  Greater  New  Orleans  (TFTGNO)  proposes  to  operate,  maintain,  supervise,  and  manage   the  golf  course  and  facilities  at  Joseph  M.  Bartholomew  Municipal  Golf  Course  (the  course),  which   contains  an  18  holes  parkland  golf  course,  driving  range,  and  golf  clubhouse  located  at  6514  Congress   Drive,  New  Orleans,  LA.     The  First  Tee  of  Greater  New  Orleans  will  conform  to  the  standards  recommended  by  the  United  States   Golf  Association  and  operational  standards  according  to  the  national  golf  foundation  with  regard  to   care  maintenance,  quality  control,  staffing,  hours  of  operations.  The  First  Tee  of  Greater  New  Orleans   will  also  offer  a  quality  recreational  and  golfing  experience  for  all  users  as  outlined  by  the  standards  of   the  national  organization  The  First  Tee.     The  First  Tee  of  Greater  New  Orleans  proposes  to  manage  and  operate  the  course  as  a  concessionaire   of  the  City  of  New  Orleans.    All  preopening  and  financial  liabilities  will  fall  solely  on  the  City  of  New   Orleans.    The  First  Tee  of  Greater  New  Orleans  and  its  consulting  partner  PGA  TOUR  Golf  Course   Properties,  Inc.  (“PGATGCP”)  will  seek  opportunities  to  leverage  national  and  local  relationships  in  the   effort  to  decrease  the  cost  of  goods  and  services  related  to  the  opening,  operations  and  maintenance  of   this  historic  golf  course.    PGA  TOUR  Golf  Course  Properties,  Inc.  consulting  service  are  valued  at   $200,000  for  the  first  year,  and  valued  at  $100,000  thereafter.     B.    The  City  Agrees  to:     Repair  the  Clubhouse  and  maintenance  barn.    Both  projects  are  currently  in  the  design  phase.    The   budget  is  estimated  at  $800,000.00  for  all  facility  improvements.  This  project  is  funded  and  the   completion  date  is  Q4  2012.       As  part  of  its  consulting  relationship,  PGATGCP  has  agreed  to  consult  regarding  building  design,  which   may  include  but  not  be  limited  to,  a  review  of  all  design  documents  prepared  on  behalf  of  TFTGNO   and/or  the  city  of  New  Orleans  related  to  the  construction  of  the  remaining  improvements  on  the   Course  (“Design  Documents’).    PGATGCP  may  also  make  recommendations  as  to  possible  solutions  to   issues  raised  by  Design  Documents  and  will  suggest  when  further  use  of  consultants  is  appropriate.   Aforementioned  consultants  will  be  retained  by  The  First  Tee  of  Greater  New  Orleans.

RFP  No.  2285-­‐01118  Maintenance  and  Management  of  Joe  Bartholomew  Golf  Course   First  Tee  of  Greater  New  Orleans/PGA  TOUR  Golf  Course  Properties,  Inc.       9   C.    Golf  Course  Management:     The  First  Tee  of  Greater  New  Orleans  will  provide  Golf  Course  Management  of  Joe  M.  Bartholomew   Municipal  Golf  Course  with  a  Head  Golf  Professional/Director  of  Golf  (HP/DOG)  and  a  golf  course   Superintendent.  The  HP/DOG  will  be  a  member  of  the  PGA  of  America  and  the  Superintendent  will  be  a   member  of  the  Golf  Course  Superintendents  Association.  Both  the  HP/DOG  and  Superintendent  are   TFTGNO  Department  heads,  each  will  be  responsible  for  the  duties  that  fall  within  their  respective   disciplines.       The  First  Tee  of  Greater  New  Orleans  will  provide  oversight  of  the  HP/DOG  and  the  Superintendent   through  a  committee  of  TFTGNO  board  members  entitled  the  Joseph  M.  Bartholomew  Sr.  Municipal   Golf  Course  Management  Committee  (MC).  The  primary  responsibility  of  the  MC  is  to  over  the   management  and  operations  of  JMBMGC.    The  MC  will  develop  and  implement  a  comprehensive   strategic  plan  that  will  enhance  profitability,  productivity  and  efficiency  as  this  operation  transitions   from  a  temporally  facility  to  a  fully  operational  golf  facility  with  a  clubhouse,  full  service  food  kitchen,   and  maintenance  barn.  This  committee  will  review  all  contracts  and  garner  all  required  licenses  and   permits.  The  MC  will  also  be  charged  with  the  promotion  and  marketing  of  JMBMGC.    The  marketing   plan  will  encourage  regularly  play  as  well  as  golf  outings  in  an  effort  to  maximize  all  profitable   opportunities.    This  management  committee  will  meet  monthly  and  submit  monthly  financial   statements  and  meeting  minutes  to  the  City  of  New  Orleans  via  the  Chief  Administrative  Officer  or   his/her  designee.    A  written  report  of  any  golf  course  irregularities  or  commission  of  a  crime  will  be   submitted  to  the  Deputy  CAO  or  his/her  designee  within  72  hours  of  its  occurrence.    The  MC  will  consist   of  the  following:         o An  appointee  designated  by  the  Chief  Administrative  Officer,  City  of  New  Orleans     o TFTGNO  Board  President     o Chairman  of  JMBMGC  Management  Committee  (Luke  Farabaugh,  PGA)   o TFTGNO  Executive  Director       Rounding  out  this  committee  will  be  TFTGNO  board  members  with  expertise  in  the  following  areas:   legal,  finance,  business,  development,  and  golf  management.         The  management  committee  in  conjunction  with  the  HP/DOG  and  Superintendent  will  consider  input   relating  to  the  overall  management  and  maintenance  of  the  facility  from  PGA  TOUR  Golf  Course   Properties  (PGATGCP).    PGATGCP  has  a  long  history  of  being  the  industry  leader  in  golf  club   management  and  golf  course  maintenance  programs.    These  proven  programs  will  be  customized  to  fit   the  JMBMGC  to  make  it  a  quality  and  efficient  operation.         Head  Professional/Director  of  Golf:     The  HP/DOG  is  responsible  for  the  daily  management  and  operation  of  the  Clubhouse,  insuring  the   highest  level  of  service  to  members  and  guests.  The  HP/DOG  would  ensure  high-­‐quality  golf   experiences  that  encourages  pace  of  play  and  create  learning  opportunities  for  junior,  senior,  and  or   lady  golfers.    The  HP/DOG  ensure  the  clubhouse  is  always  able  to  provide  golf  equipment  repairs  and

RFP  No.  2285-­‐01118  Maintenance  and  Management  of  Joe  Bartholomew  Golf  Course   First  Tee  of  Greater  New  Orleans/PGA  TOUR  Golf  Course  Properties,  Inc.       10   maintains  a  golf  shop  where  golf  balls,  shirts,  and  other  related  items  are  available  for  purchase  during   the  operating  hours  of  the  golf  course.    The  Director  of  Golf  must  be  certified  in  first  aid,  must  have  a   minimum  of  ten  years  experience  in  the  golf  and  country  club  industry,  and  will  be  a  PGA  member  in   good  standing.       Superintendent:     The  Superintendent  maintains  and  oversees  the  most  important  asset  and  what  generate  all  sources  of   income.    Excellent  and  consistent  daily  conditioning  is  required  and  expected.  The  standards  and   guidelines  have  been  set  to  achieve  the  best  possible  conditions  and  to  help  ensure  that  daily   expectations  of  the  member/guest  are  being  met.    The  Superintendent  will  be  a  member  of  Golf  Course   Superintendent  Association  in  good  standing.     Proposed  Standards  for  the  Operations  and  Maintenance  of  the  Golf  Complex:     The  First  Tee  of  Greater  New  Orleans  will  maintain  JMBMGC  at  the  levels  commensurate  with  the   requirements  dictated  in  Appendix  A.    The  philosophy,  standards,  services  and  conditions  for  TFTGNO   will  be  the  guiding  principles  and  goals  for  the  JMBMGC  and  are  described  on  the  following  pages.    It   should  be  noted  that  due  to  the  absence  of  some  amenities  or  improvements,  not  all  of  the  standards   will  necessarily  apply  to  the  Golf  Complex.       The  First  Tee  of  Greater  New  Orleans  will  maintain  order  on  the  golf  course  and  in  the  club  house  at  all   times.  A  security  firm  (DBE)  will  be  contracted  to  ensure  that  the  daily  opening  and  closing  of  JMBMGC   is  completed  in  a  safe  environment.       As  part  of  a  community  outreach  program,  The  First  Tee  of  Greater  New  Orleans  will  develop  a   Volunteer  Starter/Marshal  program.    Volunteer  Starters  and  Marshals  are  to  be  managed  by  the   HP/DOG  and  his  or  her  supporting  staff.    The  Starter  responsibilities  include  but  are  not  limited  to  green   fee  receipt  verification  and  driving  range  upkeep.    The  Marshal’s  responsibilities  include  but  are  not   limited  to  the  enforcement  of  a  steady  pace  of  play  in  a  respectful  manner,  driving  range  upkeep  and   filling  divots  on  the  course.         Standards,  Services,  and  Conditions  for  JMBMGC  Facilities:     All  TFTGNO  staff  will  be  identifiable  by  uniforms;  each  employee  will  be  clean,  neat,  courteous,  and   efficient  in  rendering  services  to  patrons  of  JMBMGC.       Reservation/Pre-­‐Arrival     Starting  Reservation  Procedures    The  telephone  is  answered  in  three  rings  or  less.      The  standard  greeting  “Good  Morning/Afternoon,  (course  name)  (department),  this  is  (associate’s   name)  speaking  how  may  I  help  you?”

RFP  No.  2285-­‐01118  Maintenance  and  Management  of  Joe  Bartholomew  Golf  Course   First  Tee  of  Greater  New  Orleans/PGA  TOUR  Golf  Course  Properties,  Inc.       20   Restrooms  keys  and  proper  key  presentation  where  applicable.    Appropriate  club  information  (comment  card,  slow  play  message  or  other  timely  message)  in   holders  and  in  good  condition.      Cart  decals  are  not  faded  or  peeling.      Golf  carts  are  staged  properly  (proper  amount,  location,  alignment).      If  a  starter  facility  is  in  place,  a  plaque  on  starter’s  facility  with  course  information  (golf  cart  rules,   hole  location,  weather  conditions,  etc).     Staging  and  Starter  Area  Conditions  –  If  available.    Golf  cart  is  operational  (battery  charged).          Equipment  in  proper  working  order.      All  golf  cart  surfaces  are  free  of  damage.      Starter  structure,  if  present,  is  free  of  cracks,  chipped  or  faded  paint,  discoloration  and  damages.     Staging  and  Starter  Area  Cleanliness  –  If  available.    Golf  cart  was  thoroughly  cleaned  from  the  previous  day.      Golf  cart  surfaces  are  detailed  and  appear  like  new.      Starter  structure,  if  present,  is  free  of  removable  stains/residue,  algae/mildew,  dirt  buildup  and   cobwebs.     Course  Marshal  Services    The  course  marshal  was  available  throughout  the  course  as  needed.      Course  marshal  was  helpful  (kept  play  at  a  comfortable  pace,  was  friendly  and  personable  but  not   distracting  during  play).      If  present,  course  advisor  was  well-­‐groomed  and  wearing  proper  uniform.  Should  also  be   neat/clean/uniform,  as  well.      If  present,  course  advisor  was  wearing  a  name  badge.      If  present,  course  advisor  was  polite,  professional,  personable  and  courteous  (handled  all  situations   in  a  professional  and  friendly  manner).      If  the  pace  of  play  was  slow,  the  course  marshal  contacted  the  member/guest.

RFP  No.  2285-­‐01118  Maintenance  and  Management  of  Joe  Bartholomew  Golf  Course   First  Tee  of  Greater  New  Orleans/PGA  TOUR  Golf  Course  Properties,  Inc.       21   Food  and  Beverage    Greeter/Server/Bartender  Services      Guest  was  greeted  at  the  host/hostess  desk  within  60  seconds  of  arriving  in  the  restaurant  or  the   bar.      Greeter/server/bartender  courteously  greeted  the  guest  with  a  sincere  warm  smile  while  saying   “Good  afternoon,  (or  evening),  (guest’s  name),”  if  known.    Regardless  of  the  outlet  style  all  guests   must  be  greeted  upon  entering  or  seating  themselves.      Upon  being  seated  in  the  dining  room,  the  members/guests  were  presented  with  open  menus  at   lunch.    Menus  are  closed  at  dinner.      A  menu  (featuring  food  and  beverage  suggestions)  was  visible  around  the  bar  or  on  tables  if  a   separate  bar/grill  room  exists.      Menus  were  clearly  printed  and  not  presented  in  subjective  verbiage  (i.e.,  “Heart  Healthy”).      If  in  the  dining  room,  specials  were  offered  when  menus  were  presented  during  breakfast  and  lunch   and  after  beverage  service  with  dinner.      Bar  staff  made  recommendations  and  offered  daily  food  and/or  drink  specials.      Server/bartender  placed  a  beverage  napkin  or  coaster  in  front  of  the  guest  during  beverage  service.        Server/bartender  asked,  “May  I  take  your  order  please?”      Refills  were  offered  before  the  drink  was  empty.    Water  coffee,  tea  and  soft  drink  glasses  should   never  be  empty  at  any  point  during  service.      Server/bartender  remembered  what  drink  the  guest  was  drinking.      Meal  was  served  within  10  minutes.      The  entire  order  was  delivered  in  one  trip.    If  seated  at  a  table,  served  from  the  left  and  cleared   from  the  right.    Does  not  apply  if  seated  at  the  bar.      The  server/bartender  asked,  “Is  there  anything  else  I  can  get  for  you  right  now?”      Guests  were  addressed  in  a  cheerful  tone  of  voice  with  a  smile  by  surname  only,  if  known.      The  posture  of  the  service  staff  was  always  upright  and  attentive.

RFP  No.  2285-­‐01118  Maintenance  and  Management  of  Joe  Bartholomew  Golf  Course   First  Tee  of  Greater  New  Orleans/PGA  TOUR  Golf  Course  Properties,  Inc.       22    Guests  were  attended  in  a  professional  and  organized  manner.    There  was  evidence  of  good   teamwork  and  wait  staff  did  not  appear  stressed.      Wait  staff  was  polite,  professional,  personable  and  courteous.      Charges  were  correctly  handled,  correct  change  given  and  receipts  are  offered  with  all  transactions.        Wait  staff  grooming:  Wait  staff  was  well-­‐groomed  and  wearing  proper  uniform.          Should  also  be  neat/clean/uniform  fits  well.      Wait  staff  was  wearing  a  name  badge.      Server/bartender  thanked  guest,  “Thank  you  (using  name,  if  know),  have  a  nice............”      Management  was  visible  and  present  on  the  floor  during  main  lunch  and  dinner  service  and  other   busy  periods.     Restaurant  and  Bar  Physical  Standards    Food  was  attractively  presented  and  of  good  quality.          Food  and  beverage  items  were  served  at  appropriate  temperature  and  had  good  flavor  and  texture   (fresh,  tasty  and  not  over-­‐  or  undercooked).      Food  was  transported  from  the  kitchen  to  the  dining  room  on  a  tray.    A  tray  jack  was  located  in  the   bar  area  to  land  the  tray  on  and  to  serve  from.      The  tabletop  presentation  matches  the  level  of  service  provided  in  the  outlet.    In  addition  to  the   minimum  set-­‐up  place  settings  may  be  either  in  place  or  provided  as  part  of  the  service.      Condiment  containers  full  and  should  include  salt  and  paper  shakers  as  well  as  sugar  caddy  with   sugar,  Equal  and  Sweet  &  Low  packets.      Dining  room  tabletop  to  include  an  attractive  centerpiece,  fresh,  live  or  silk.  Logo  dinner  napkins  are   to  be  used  when  linen  service  is  not  used.      Beer  should  be  on  tap  and  available  in  bottles.    Beer  cans  are  not  permitted  to  be  sold  within  the   clubhouse.      Non-­‐alcoholic  beer  should  be  available  in  bottles.    Beer  cans  are  not  permitted  to  be  sold  within  the   clubhouse,  only  on  beverage  carts.      Televisions  are  used  for  sporting  events  only  (golf  primarily),  and  no  sound  is  recommended  if  the   background  music  system  is  being  used  simultaneously.

RFP  No.  2285-­‐01118  Maintenance  and  Management  of  Joe  Bartholomew  Golf  Course   First  Tee  of  Greater  New  Orleans/PGA  TOUR  Golf  Course  Properties,  Inc.       24    Ceilings  are  free  of  dust,  cobwebs,  insects,  and  removable  stains/residue.          Ceiling  vents  are  free  of  mildew  and  dust.      Wall  surfaces  are  free  of  removable  stains/residue  and  scuff  marks.          Window  frames,  sills  and  glass  surfaces  are  clean  and  free  of  smudges  and  fingerprints.      Floor  surfaces  are  free  of  removable  stains/residue.          Carpeted  surfaces  are  vacuumed  and  free  of  removable  stains/residue  and  gum.      Tables,  chairs  and  other  FF&E  items  are  free  of  dust,  cobwebs,  and  removable  residue  on  chair   frames  or  debris  under  cushions.          Upholstery  is  free  of  removable  stains,  discoloration  and  fading.     Service  areas  are  well  cleaned.        They  must  be  net,  well  organized  and  stocked.          Trash,  dirty  dishes  and  breakdown  areas  are  not  visible  from  dining  areas.      All  light  fixtures,  diffusers,  shades  and  bulbs  are  free  of  dust,  cobwebs  and  dead  insects.     The  Beverage  Cart  Services  –  If  available.    Attendant  offered  greeting  upon  approaching  the  players.      Beverage  cart  attendant  was  quick  and  efficient  (did  not  hold  up  pace  of  play,  helpful  and  offered  a   beverage).      Charges  were  correctly  handled  (itemized  and  totaled  correctly).      Beverage  cart  was  available  during  play  (note  time  and  where)  and  available  a  minimum  of  four   times  per  round.      Attendant  knew  location  of  nearest  restrooms  and  shelters.      Hot  and  cold  sandwiches  were  available,  fresh  and  color-­‐coded  for  production  date.      Beverage  cart  had  spare  tees,  properly  stocked  first  aid  kit,  cigar  cutters  and  matches.      Attendant  was  knowledgeable  of  all  food  and  beverage  operational  hours  as  well  as  golf  shop  hours.      Attendant  offered  to  collect  trash  from  golf  carts.
