Various short-term consultancies with Scope International
Assisting Scope International in developing and writing a submission for the Australian Overseas
Development Agency (AusAID) for a major overseas contract.
Preparing and conducting a training program for Scope International team members for their
appearance before an Australian Overseas Development Agency, Technical Assessment Panelwith
regard to a further overseas contract.

February 2011 – August 2013; Deployment Manager; Australian Civilian Corps Branch
(ACCB)
Responsible for deploying ACC registered members on short and long term missions to countries in
post conflict or post humanitarian disaster situations. My responsibilities included; selection process,
contract preparation, training program development (including both the agency and the individuals
responsibilities under the WHS Act), monitoring and evaluation (M&E) and budget management.
September 2008 – December 2010; AusAID/RAMSI Infrastructure Manager, Solomon Islands.
Responsible for managing, with a team of locally engaged staff, a $57 million infrastructure program
being delivered by the contractor Sinclair Knight and Mertz (SKM). My responsibilities included;
procurement oversight, OHS program development for both the AusAID office and for the
infrastructure program, M&E and ongoing project design.
February 2008 – September 2008; Whole ofGovernment Section Program Manager
Responsible for leading a team to deploy Australian Government officials to fragile states.
April 2006 – February 2008; First AusAID officer to be Posted as First Secretary Development
Cooperation to Nauru; Responsible for establishing the AusAID office on Nauru and developing
and delivering the AusAID country program.
October 2005 – April 2006; Volunteer Section Program Manager.
Responsible for negotiating the transition of AusAID registered volunteer agencies from direct
funding to AusAID contractual arrangements.
February 2003 – October 2005; Cambodia Program Manager and AusAIDLandmine
Coordinator.
Responsible for the strategic planning and development and delivery of policy in the following
sectors; food security, landmine clearance programs and combating a high level of HIV/AIDS.

Responsible for overseeing the development program in the States of Micronesia.

Responsible for leading a small team addressing implementation of education and water and
sanitation assistance in the post conflict situation that existed in the Solomon Islands.

August 1997 – September 2000; Development Consultant based in Fiji. including a two month
consultancy with Melbourne Uni to develop and present an industrial relations/ OHS course for
the government ofKiribati.

Skills and Experience
Project/program development and planning
I recently developed and planned a number of development activities for Myanmar.
I was AusAID leader for of the design team in the Solomon Islands for a new infrastructure facility

and Fiji.

Coordinating with USAID,US Government agencies, Australian government agencies to deliver
services in Afghanistan
Risk Management
Working as part of a team to develop risks associated with various AusAID deployments to Myanmar,
Thailand, Samoa and PNG.
Evaluation and Review
Part of a team evaluating a project on the Humanitarian Coordinator position on Thai-Myanmar
border to establish if the project should be extended a further twelve month period. The evaluation
included a review of the position terms of reference to identify weakness and where improvements
could be made to improve the position outcomes.
High-level negotiation experience
As a union delegate for many years in various workplaces and as a Ministerial advisor I have
developed a very high level of negotiation skills. I have found these skills very useful when working
in the development environment especially when working with local overseas governments, NGOs,
businesses and people. I was the co-chair of the AusAID WHS Committee for 3 years (2011 – 2013).
