CERTIFICATE OF EXPERIENCE
This is to certify that Sri. Devadas Pranassery, Door No. 1"4, Block - B, New Castle
Towers, Pipeline Road, Ravinagar, Ambalamukku, Peroorkada (P.O),
Thiruvananthapuram District, is personally known to me for the last four years. He has
worked under me as Assistant Manager (Projects and Land acquisition) in Kerala
Industrial Infrastructure Development Corporation (KINFRA) for the period from
November 2010 to November 20'1,4. Sri. Devadas is a permanent government employee
of Kerala State Electricity Board, who was employed in KINFRA on deputation basis.
KINFRA is a statutory body of the Government of Kerala, which was set up by an Act of
State Legislature in February 1993, aiming at accelerating the industrial development of
the State by providing infrastructure faciiities to industries. KINFRA has been focusing
on industrial infrastructure development specifically aimed at the economic
development of the industrially backward regions of the State, by setting up industrial
parks/Townships/Zones, which provide all the facilities required for an entrepreneur to
start an industry. The industrial parks developed by KINFRA have facilities like
developed land or built up space, dedicated power, continuous water supply, road
networks and other communication facilities, in addition to supporting social
infrastructure facilities like administrative block, bartk, post office, round the clock
security etc., and thus providing readymade manufacturing environment for easy start-
up of industrial units within minimum time and cost. As on now, KINFRA has 22
theme based industrial parks in Kerala, especially in the area such as Textiles and
Garments, Food processing, Eleckonics, Hitech and Biotech industries, General
engineering, Marine/sea food, Rubber, Export products, Ayurveda, Film processing,
Animation and Gaming, Infotainment etc.
Sri. Devadas has been in charge of the Project Cell for the coordination and Monitoring
of Land Acquisitions and Technical matters for the development of Infrastructural
works in various KINFRA Parks. Some of the notable achievements in KINFRA,
wherein Sri. Devadas has successfully coordinated the activities are listed below.
o International animation School Building having about one lakh sq. ft. built up
space in KINFRA Film and Video Park in Thiruvananthapuram District
(completed in the year 2011).

2. . Development of a Rura1 Apparel Park in Idukki District (completed in the year
2012).
o International campus for National Institute for Fashion Technology in Kannur
District (completed in the year 2012).
. Construction of a Standard Design Factory building having a built up area of one
lakh sq.ft. and a Dyeing and Winding Plant at KINFRA Textile Centre in Kannur
District (completed in the year 2012).
r Construction of four Standard Design Factories in KINFRA Integrated Industrial
Park in Palakkad District (one lakh sq.ft.) KINFRA Small Industrial Park, Nellad
in Ernakulam District (One lakh and twenty five thousand sq. ft.), KINFRA
Industrial Park, Piravanthoor in Pathanamthitta district (sixty thousand sq. ft.)
and in KINFRA Small Industries Park, Thalassery in Karurur District (sixty
thousand sq.ft.) (Completed in the year 2013).
o Implementation of an Effluent Treatrnent plant in KINFRA Food Processing Park
at Adoor in Pathanamthitta District (work in the verge of completion).
o A 9 MLD Water Supply project including a 6 MLD Water Treatrnent plant in
KINFRA Hi-tech Park, Kalamassery in Ernakulam District (Pipe laying and
overhead tanks completed and the work of WTP in progress).
o [ 20 MLD water supply project in KINFRA Industrial and Integrated Textile
Park in Palakkad district (work in progress).
The highlights of the duties and functions carried out by Sri. Devadas as Assistant
Manager (Projects and Land Acquisition) in KINFRA for the implementation of the
infrastructural projects during the above period are as under.
. Coordination of activities for the development of Layout plan and Detailed
Project Report for different Industrial Parks based on site specific, technical and
financial considerations.
Coordination of activities for the development of technical specifications and
preparation of detailed Estimates and Tender Documents through different
agencies and technical evaluation of these documents for Administrative/
Technical sanction for the implementation of the projects.
Coordination of activities for the pre-construction survey works including
Geotechnical Investigation, Engineering Designs and development of
construction drawings for the execution of projects.

3. . Carrying out regular field visits and evaluation of programme and progress of
works, attending technical matters associated with construction activities and
addressing connected issues and generating management skategies for the
timely implementation of the projects within the minimum cost.
. Coordination of activities for the acquisition of land for new projects and balance
land for the on-going projects.
Apart from the above, Sri. Devadas has coordinated the procedure, schedule and
activities for the sustainability and renewal of environmental certification
(ISO 14001:200a) for KINFRA Film and Video Park situated at Trivandrum District.
Sri. Devadas is a Post Graduate (M.Tech) Civil Engineer from Indian Institute of
Technology (Madras) with specialization in Building Technology and Construction
Management. Further he has acquired Management of Business Administration (MBA)
with specialization in Operations Management from Indira Gandhi Open University,
New Delhi. He is very much conversant in using personal management tools Viz.
Microsoft Office Packages, Email and internet tools etc. Also, he is experienced in
planning and reviewing tl-re implementation of projects with CPM and PERT techniques
and working with project planning softwares Viz. M S Project PRIMAVERA etc.
In my experience, he is an effective professional civil engineer, who is intelligent,
hardworking, dedicated, sincere and highly reliable in a team.
