• A BR+E project involves five key players or groups that
work together for the success of a community project.
1.Leadership Team
2.Task Force

4. BR+E KEY PLAYERS AND THEIR ROLES AND FUNCTIONS
1.LEADERSHIP TEAM –It is the executive committee and has the central role in managing the
local project on a day-to-day basis. Should comprise of individual who will champion the
project and motivate others to take action.
Roles and Functions:
The overall coordinator or chair of the leadership team shall perform the following roles:
A.The spark plug of the visitation survey Barangay officials are the ones who works with you.
B.Coordinate the steps and initiatives Representative from the academe.
C.Formal duties include convening the leadership team and serving as meeting chair .
stating the observation in the barangay.
Three or four other local citizens need to share the leadership role with the overall coordinators: media
coordinator, visitation coordinator, business resources coordinator and milestone meeting coordinator
All members of the leadership team participate in all stages, with each coordinators serving as the
quarterback at different stages of the program

2.THE TASK FORCE OR TEAM is a broad-based group of community leaders. it includes
representative of local economic development committees, community development corporations,
chambers of commerce, local government , financial institutions, provincial representatives,
educational officials and other respected and influential community leaders. task force should
range on 15-30 members depending on the diversity of organization.
DIVERSITY OF TASK FORCE:
Task force should be diverse or mix of people which are representative of the community. For
instance, task force should be composed of leaders, development professionals, local
government officials, education officials and other key community leaders.
Task force needs diversity because each category can contribute to the solution of local
business development problems. Also, each community is unique and therefore, there should
be at least one to represent that community.
6. BR+E Key Players and their Roles and Functions
Roles and Functions of Task Force:
• Set the overall policies for the program (e.g number of firms to visit, type of industries to
include, number of visits/team etc)
• Recruit sufficient volunteers to conduct program (each Task Force member usually
recruits one or two volunteer visitors)
• Assist in securing written endorsements from local organizations
• Attend the firm visit orientation and visit at least two-four firms each
• Works on developing questionnaire that the businesses and industries will be asked
• Participate in two meetings to handle the immediate concerns of local firms and to assist
in the follow-up work
• Review the research results and set priorities for long-term projects for BR+E (done in
four-hour mini retreat)
• Assist in planning the community commencement meeting
• Assist as appropriate in the implementation of the projects
• Attend quarterly progress reporting sessions for a year after adopting the priority projects

3.VOLUNTEER VISITATION TEAMS. Consist of two person per team who visit 2 to 4
businesses. Task force members, educators, business people, retirees,
accountants, bankers and youths may pair up to create visitation teams

• Do the interview, observation or distribution of questionnaires to businesses

4.RESOURCE NETWORK. Group of people from various agencies.
Some resource members may sit on the task force, others maybe a
volunteer visitors while others may provide advice only for specific
needs.

ROLES AND FUNCTIONS:
• Provide useful information and assistance to address identified business needs
• Respond to opportunities identified in the business surveys
• Resource network provide people who can provide quick action and assist by following up on red
flag issues

location

5.BR+E CONSULTANT. Must have completed BR+E training and understand
the BR+E process in order to be an effective BR+E consultant.
Roles and Functions:
• Helps the leadership team by providing information, guidance, and training
through all phases of the project
• In some countries, the consultant becomes a coach to the team implementing
the project and may play role in facilitating various task and events,
depending on what the community needs
10. POTENTIALS OF BUSINESS RETENTION AND EXPANSION
TEAM
• Encourage outside investors to invest in the community and prevent
those existing investors from relocating to another community
• Increase competitive of local businesses by equipping them with
information on new technology or new trends in doing business
• Help in creating employment for people in the community
• Help business in addressing issues that can lead to failure and
closure of a business
• Help in the creation and implementation and policies to support
local businesses

11. LIMITATIONS OF BUSINESS RETENTION
AND EXPANSION TEAM
• Lack of committed workforce or volunteers. Having workforce without commitment is
useless.
• Data privacy. There are some information which are not accessible or maybe an organization
conceals.
• Dishonesty of respondent. Sometimes, respondents are not honest on their responses and
this could impact results.
• Inadequate funding and support from authority/officials. No matter how much effort you put
on the program/project if authorities/officials show lesser support, success is not guaranteed.
• Lack of infrastructures in a locality. How could a community start its business retention and
expansion without enough infrastructure?
• Confidentiality of data or information gathered

debate and misunderstanding.

members of the team expand their
knowledge and insight if
differences are handled
accordingly.

of place. Every member of the BR+E
team should be updated of what’s
happening or how’s the project
going.

– Monitoring team members as to
how they feels and how things are
going is crucial. By doing so, a team
leader can spot issues that arise and
addressed them accordingly to
sustain the BR+E Team.

mismatch requirements and skill level, the
team as well as the project is bound to
suffer inefficiencies which can lead to
failure later on. Therefore, the head of the
team should get to know every aspiring
member before recruiting them to make
sure that skills matched the required skills
to do a certain task.

members of the BR+E team aren’t
accountable and committed to the
project goal, the likelihood of project
success is reduced. That is why it is
important for every member of the
team to responsible for their decisions
and actions
17. Local Economic and Investment Promotion Officer (LEIPO)
is responsible for facilitating, promoting and ensuring local economic
development to secure opportunities for economic and business
development, increase employment and help reduce poverty.
Role of LIEPO in the BR+E Team
• Helps in identifying business potentials of an LGU
• Helps in identifying issues local business are facing and how to better address to improve local
business climate
• Help in advocating and promoting policies and practices related to business retention and
expansion
• Can provide a additional source of information on figure and facts in the local economy.
• Facilitate in preparation , coordination and execution of BR+E programs as well as coordinating
with other officers(planning and development, treasury and budget offices) in the preparation of
economic activities
18. EXAMPLE OF BUSINESS RETENTION AND
EXPANSION PROGRAM
For instance, in a certain community in County
Highland, some business are importing raw
materials so the goal of the BR+E team in that
area is to identify what products are being
bought outside that community and see if they
could start manufacturing their own products or
bring that products in the area to create jobs for
