Rajaa Laghriab
Context
 Working with RESOLVE and its partner organizations to advance the ReGrow West Africa initiative.
 ReGrow’s initiative is focused on reinvigorating the West African economy following the Ebola crisis.
 Work is in Liberia, Sierra Leone, and Guinea, although it could eventually spread to other countries.
Client goal: Partner with various donors and local governments to implement many different kinds
of projects that will improve life for the project’s beneficiaries (i.e., communities and citizens of
the targeted countries).
Team 1’s goal: Develop a tool to measure the impact that ReGrow’s projects have on the
beneficiaries, their communities, and their surrounding region.
In addition, the impact model will be used to:
 solicit donor contributions
 allow ReGrow’s stakeholders to compare projects and identify where funds would have the
greatest benefit,
 Allow local governments to show what benefits these programs are having
 Serve the beneficiaries themselves to develop community buy-in and support.

OUR APPROACH
 Tool developed in Excel: cheap, easy to use, manage and
maintain.
 Focus on jobs, tax revenue, training or capacity building,
health care, and environment such as the projected impact of
jobs created due to ReGrow or whether incomes and literacy
rates increase.
 Flexible enough to accommodate other indicators that may
not yet be identified.
Approach
 Provide the client with an easy to use and flexible tool that
collects indicators and calculates metrics that will allow
comparison of dissimilar projects against a common
denominator with “apples to apples” results.

beneficiaries and project team
• Unstable Local Governments and how to control corruption
On a micro level:

• Future projects are not yet identified, so tool must be flexible to accommodate
them and measure their impact
• Distinguishing the main indicators and metrics to assess and how to measure them
across time
• Power to draw attention to the Resolve Initiative given the situation in the Ebola
affected countries
• Overall timing for the initiative
Challenges
• Developed a prototype template in excel
• Created a list of project types and impact categories
• Will collaborate with Richard to identify others
• Will clarify the hierarchy and interrelations
