On 24th September 2017, the Zambian
Government and eleven (11) Public Service workers
including the Zambia Union of Nurses Organisation
(ZUNO) concluded the 2018 negotiations on Improved
Salaries and Conditions of Service for the Public
Service.
The two parties agreed on the basic salary increments
of between 7.4 and 9.6 percent for public service
workers.
The 2018 Negotiations commenced on Friday 15th
September 2017 to Sunday 24th September 2017, the
Unions and Government also agreed on salary related
allowances and cross cutting conditions of service for
Public Service workers for 2018 as follows:
i. salary adjustment ranging from 7.44 to 9.62
percent as indicated in Table 1
ii. government’s contribution rate of one (1)
percent for the Compulsory Medical
Insurance Scheme; and
iii. Maintaining the status quo on all salary-
related allowances with no introduction of
new allowances.

however stated that the union is still waiting to
be availed the benefit package under the
Compulsory Medical Insurance Scheme
considering that the initial proposed total
contribution was supposed to be five (5)
percent which was reduced to two (2) percent
with reduced benefits.
The sector specific issues still remain to be
resolved such as Health Shift Differential
Allowance for the health sector. # # #

On 13 September 2017, the General Nursing Council (GNC) launched
the HIV Nurse Practitioner (HNP) Curriculum which has been revised and
harmonised to incorporate the required content for training in the nursing
schools. The HNP is expected to help mentor nurses to provide quality care
to clients who are diagnosed with HIV.
Speaking during the launch at Sandy’s Creation in Chilanga, Minister of
Health Dr Chilufya Chitalu noted that the HNP Curriculum has been
designed with knowledge and competencies, adequate enough to deal with
the expanding nursing and midwifery roles and the growing public demand
for comprehensive quality healthcare services.
The minister further stated that the curriculum has been revised is in
response to government’s strategic direction and global target of 90-90-90
of which the role of human resources for health is critical.
And CDC Deputy Director KritieMikus said a holistic approach is inevitable
if Zambia is to progress towards the 90-90-90 treatment targets.
GNC as a custodian of Nursing and midwifery standards of professional
practice in Zambia, developed the HNP with the help of the US
Government through Centers for Disease CDC supported International
Center for AIDS Care and treatment Programs (ICAP)HNP with support of
ICAP at a cost of $10,000 US Dollars.
