This document summarizes a proposal to computerize procedures at the Port of Cap-Haitien in Haiti. It finds that container handling costs and clearance times at the port are high compared to other ports. The proposal includes implementing a single electronic window system, container scanning, and interconnecting port systems. It estimates the costs at $8.4 million and annual benefits of $7.7 million from savings and increased revenue. A benefit-cost analysis at discount rates of 3%, 5%, and 12% finds ratios well above 1, indicating benefits outweigh costs. The conclusion is that computerizing port procedures is recommended.
