OSHA Updates Recommended Safety and Health
Practices
OSHA recently updated its Guidelines for Safety and Health Programs.
The document presents a step-by-step approach to implementing a safety
and health program in a variety of small- and medium-sized business
settings. The new recommendations better reflect current workforce
conditions, including: shifts from manufacturing to services; automation;
worker diversity; aging workforce; hazards in healthcare, retail and other
“safe” industries, and increased use of temporary workers.

Costs
Disabling workplace injuries cost businesses more than $55 billion every
year. The annual Liberty Mutual Workplace Safety Index documents the
top ten causes of the most serious workplace injuries and ranks them by
their direct cost to employers. See the top 10, plus a list of injury costs by
industry.

2. OSHA and the Mine Safety and Health Administration have big plans for
2020, as reflected in the recently released Agency Rule List Agenda from
the U.S. Department of Labor. Changes include clarification of the walking-
working surfaces rule, several forklift standard updates and a proposed
rule on occupational exposure to crystalline silica.

OSHA Fines in 4th Quarter Top $8 Million
Federal OSHA fines from October to December 2019 topped $8.2 million.
OSHA inspections resulted in 29 significant fines (over $100,000) in that
period. Fines ranged from $104,192 for a variety of hazards at an
Alabama Dollar Tree store to nearly $1.6 million for electrical and fire
hazards at an Illinois chemical manufacturer. Dollar Tree was cited five
times for violations at stores in several states.

OSHA Updates Emphasis Program On Amputations in Manufacturing
The NEP targets industrial and manufacturing workplaces where employees are injured by unguarded or improperly
guarded machinery and equipment. The updated NEP: Revises targeting methodology to include data from
amputation reporting requirements; Revises coding requirements for amputation inspections in the OSHA
Information System; and adds new appendices. The emphasis program includes a three-month period of education
and prevention outreach, which will run until March 10, 2020. Get details.
Deadline for OSHA Form 300A Electronic Reporting is March 2
March 2, 2020, is the deadline for electronically reporting your OSHA Form 300A data for calendar year 2019.
Collection has already begun. The collection of 2019 data and beyond will include the establishments' Employer
Identification Numbers (EIN). Remember, not all establishments need to submit their OSHA 300A data

OSHA Comments on Headphones in the Workplace
Although there is no specific OSHA regulation that prohibits the use of headphones on a construction site or any
other workplace, OSHA recently made a statement in a letter of interpretation to an inquiry about listening to music
on a construction site. This is the first OSHA comment on the topic since issuing a memo regarding Walkman use
