1. Christopher Williams MIOSH, MIIRSM
Profile
After graduating with my Masters’ degree in 1996, I immediately started a role which
involved providing health, safety and environmental guidance and support to businesses
across the UK. Appreciating the need for actual workplace experience to supplement the
policy advice I was providing to businesses I then performed a number of roles as a health
and safety co-ordinator responsible for maintaining the safety performance of different
business cells within an aircraft engine maintenance facility. This role involved working with
five other co-ordinators as part of a team helping to enhance the safety culture as well as
preparing and delivering safety training to the company employees. I then had a number
of other safety roles in different firms including a food packaging manufacturer where I had
to carry out accident investigations and liaise with enforcement bodies on maintaining
compliance with safety requirements. I then undertook a health and safety consultancy
role for a water bottling plant in my home town where the main challenge was to make the
employees realise that they also had duties in improving the safety culture not just the
management. When the funding for this role ended I then diversified my experience by
working as a clerical assistant for a transport training firm which also involved driving some
of the trainers to head office to pick up training HGV vehicles. This was then followed by
another period of administrative work for Animal Health which is part of the government
department DEFRA and this role included maintaining government databases and checking
spreadsheets for accuracy in support of agricultural payment claims. When this role came
to its conclusion I was briefly unemployed and looking for another environmental or health
and safety role. At the start of April 2009 I started working on the newly refreshed Welsh
Assembly Government business support programme in which I provided environmental
business support to over 200 SME businesses across South West Wales. The main purpose
of the role was to perform a baseline review with the business of their current level of
environmental compliance and overall performance. I then produced a report which
included an improvement plan that the business could follow to achieve their
environmental goals. Unfortunately this role did not allow for any safety advice to be
provided. Over the three years of the project I provided practical environmental
improvement advice to over 200 small and medium sized businesses across south west
Wales which included the counties of Neath Port Talbot, Swansea, Carmarthenshire and
Pembrokeshire. My role also included working very closely with other general business
advisors in providing a complete business support function for the client businesses where
they also accessed support on cash-flow and accessing funding as well as human resources
support. I was then asked by the manager of another region if I would like to join his team
and carry out the same type of work in South East Wales where I helped cover areas
including Bridgend, Rhondda Cynon Taff, Merthyr, Caerphilly, Torfaen and other counties in
the south East of the country. The role I fulfilled was part of a team throughout Wales
providing the same business support for Welsh SME’s. Another part of my role was to
attend regular professional development meetings to enhance and develop the service in
association with representatives of the Welsh Government Business support function.

Employment History
Jan 2012 – August 2014 Business in Focus Resource & Efficiency
Advisor
Responsibilities:
• Employed as the Resource and Efficiency advisor for the programme being delivered on
behalf of the Welsh Government’s Business Wales business support programme. Clients
who approached Welsh Government were directed to the Business Wales service for
practical support. My role involved undertaking an initial environmental review which
identified areas of improvement within the client business which was followed with a
advisory report outlining the agreed improvement measures. I also worked as part of a
team of advisors to provide the client business with access to other sources of advice
and guidance including accessing public sector funding support.
Achievements:
• Helped around 250 businesses identify potential environmental improvements and help
them put together an action plan for improvement that I would assist them in
implementing.
• Helped one of my client businesses with completing a Pre-Qualification Questionnaire
that they were submitting to a national client to gain approval as a national supplier of
coffee roasting services. By working closely with the staff member in completing the
questionnaire I was able to guide them on what should be included within their
submission. Later I learned that they had been successful in winning the contract and
this would lead to the company taking on more people and moving to bigger premises.
• I worked with my fellow resource and efficiency advisors on helping small and medium
sized businesses implement Environmental Management Systems including working
towards implementing the ISO14001 standard or alternatives such as the Green
Dragon or BS8555 staged approaches to environmental management systems.
• During previous positions held I was part of a team of co-ordinators who planned,
prepared, produced and delivered environmental and health and safety training courses
for members of staff. Subjects on which training was delivered included manual
handling training which was delivered alongside 2 colleagues to an audience of around
40 staff.
• Worked with colleagues in other parts of Wales to deliver national outcomes for the
Welsh Government and also contributed towards KPI briefing sessions being delivered
at pan Wales events.
April 2009 – December 2011 Neath Port Talbot County Borough Council
Regional Environmental Management Advisor
Responsibilities:
• Started work on the newly re-introduced Welsh Assembly Government business support
programme that had been launched. My employers in the council were the lead
authority in a consortium of 4 local authorities that had tendered and been successful in
delivering the business support function for the Welsh Assembly Government. My role
included covering the four local authority areas and providing environmental support to
SME business and helping them access additional support available via the local
authorities including accessing public sector finance packages.
Achievements:
• Helped around 350 small businesses across many industry sectors improve their overall
environmental performance as well as identifying potential cost savings that they could
implement including energy efficiency, reducing waste costs and impacts as well as

working towards the implementation of recognised Environmental Management
Systems such as IS014001 or BS8555 or the local Green Dragon standard.
• Judged around 7 business awards as one of a team of environmental judges identifying
and celebrating the achievements of local Welsh small businesses mainly in the
hospitality and food producer categories.
• Previous roles
• 25 February 2008 – 24 October 2008 Administrative roles for Crosshands Industrial
Training and Animal Health (DEFRA) where I helped these firms with clerical duties
including maintaining national databases, supporting in documentation filing and
spreadsheet and other database updating and maintenance of information.
• 29 March 2004 – 9 November 2007 – Health & safety Auditor – National Britannia Ltd
where I worked as part of a team of desk-based auditors reviewing applicant company
submissions for inclusion on approved contractor lists which we managed on behalf of
national clients. The assessment was carried out according to pre-determined criteria
laid down by the national client as needing to be met in order to appear on their
approved contractor lists. Applicants not meeting the criteria immediately were
provided with details of the improvements required to meet the necessary client
standard.
• 16 November 1998 – 26th
March 2004 – Senior Information Officer – British Safety
Council – I had begun as an advisor helping run both the British Safety Council’s
member helpline and the International Institute of Risk & Safety Management’s
member helpline which were both operated using the same service. I would answer
anywhere from a single complex enquiry requiring much research to around 30 simpler
enquiries from the members on all aspects of health and safety law and best practice as
well as Environmental management advice. I would use information databases and web
based resources to identify answers to member’s questions as well as occasionally pre-
empting questions from members who were in key sectors in which there were
legislative changes taking place which I felt they should be kept up to date with in
terms of their knowledge. I received over a hundred thank-you e-mails and letters from
grateful clients in my five years whom I had kept up to date with legislative changes
that were likely to affect them. I also helped with the operation of a members event
that was hosted in the House of Lords in which I networked with attending members as
well as assisting with the administrative running of the event alongside my other
colleagues.
Additional Information
Even though I have not held a direct managerial position in my roles to date, I have had to
supervise a more junior member of staff and undertake mentoring as well as appraising
their performance on behalf of my manager. I can confidently work with all levels within a
company ranging from shop-floor employees to managing Directors. I am also confident
enough to prevent an activity taking place if I deem it to be not in compliance with legal
requirements or to be unsafe in any way. This has involved me having to stand my ground
and defend my position against my superiors where there is a situation that has the
potential to be unsafe even though short term productivity may be temporarily affected. To
me safety is paramount to the safe and efficient running of any business. A good safe
company will always be successful.
