This was written for a course I taught with some additions added. It is the most complete version of how I accomplished so many things in my career thus far.

1. Biography of
Carl Dominguez, B.S., C.C.P., L.P., PA-S, NREMT-P
During his first year of college Mr. Dominguez joined the U.S. Air Force Reserves as an Aeromedical
Technician. Carl logged numerous hours in C-130, C-141 and C-5 aircraft. While completing his bachelors in
Biology and minor in Chemistry at Incarnate Word College, he completed his paramedic training. He
volunteered thousands of hours with the Bulverde-Spring Branch EMS as a crew chief and lead paramedic.
After completing his Bachelors of Science in 1993 he went on to be trained as an independent Offshore
Paramedic and also attended the San Antonio College law enforcement Basic Peace Officer Course. During
this period, while serving with the Johnson City Police Department, he served with the Shock Trauma
Advanced Tactical Team working with the Alamo Area Narcotics Task Force as well as number of other local
and federal agencies. Mr. Dominguez attended the Counter Narcotics Tactical Operations Medical Support
course (CONTOMS) at the Federal law Enforcement Training Center in Glynco Georgia. In 1995, he attended
the Perfusion Technology Course at the Texas Heart Institute. After earning his certificate in Perfusion
Technology he became a staff perfusionist with Great Lakes Perfusion in San Antonio. Later that year Mr.
Dominguez completed his Certified Clinical Perfusionist (C.C.P.) National Boards and became licensed.
Within two years Carl was promoted to Chief Perfusionist supervising a team of perfusionists. During this
time, Carl went from Staff Sergeant to 2nd
Lieutenant and began to serve as a Medical Service Corp officer. In
2000, Mr. Dominguez started Horizon Perfusion, PA and currently serves as it’s President. With over 350 cases
annually, Mr. Dominguez has one of the highest caseloads of any perfusionist in the US. He not only operates
the Heart-lung machine but also assists the primary surgeon during the case, does open & endoscopic vein
harvesting as needed for procedures, wound closure and case coordination. Carl Dominguez retired as a Major
in the U.S. Air Force Reserves and served as the Deputy Administrator for the 433 Aerospace Medical
Squadron which provides medical screening for nearly 3,000 members. Major Dominguez has numerous
awards and citations during his 26+ year career to include a Meritorious Service Medal. Major Dominguez
worked with the wounded from Operation Just Cause, Operation Desert Shield, Operation Desert Storm, and
Operation Iraqi Freedom. He was awarded his Master Peace Officer Certification in 2004 from the State of
Texas. In November of 2013 he attended the International School of Tactical Medicine. In 2014 he attended
the San Antonio Basic SWAT Course. Carl is also a reserve officer with the Boerne Police Department and a
licensed paramedic in the State of Texas. He also holds his National Registry Emergency Medical Paramedic
Certification (NREMT-P). Carl Dominguez served as a tactical medic for the Boerne Police Department and
the Kendall County Joint Emergency Response Team. He has simultaneously completed and maintained
numerous certifications, Licenses and Degrees. Mr. Dominguez has completed his didactic training in
Physician Assistant Sciences and will be completing the last rotations for his Master’s of Science in Physician
Assistant Studies from the Arizona School of Health Sciences. Most recently Mr. Dominguez founded the
Boerne Police Foundation. He maintains several law enforcement and medical certifications and licenses.
