EDC2 was developed pursuant to MAP-21 • Section 1304 “Innovative Project Delivery Methods” – – • “…Congress declares it is in the national interest to promote the use of innovative technologies and practices that increase the efficiency of construction…extend the service life of highways...improve quality, accelerate project delivery, reduce construction time, and reduce congestion related to highway construction…” “…Examples…in-place recycling, 3-dimensional modeling, ...intelligent compaction,…designbuild, construction manager-general contractor…” Section 52003 “Research and Technology Development and Deployment” – “…The Secretary (of Transportation) shall carry out an innovation and deployment program relating to …operations…materials, pavements , construction… and project delivery with the goals of: • *Expedite+ adoption of innovative technology… • [Develop] technologies and practices that lead to faster construction, reduce congestion caused by construction… • Improve highway efficiency, mobility, reliability, service life…”

Conclusions • • • • Every Day Counts is an initiative designed to identify and deploy market-ready innovations that expedite project development, project delivery and construction while enhancing safety and protecting the environment. Participation is voluntary. State DOT and local agency response thus far has been overwhelming for some innovations. Grants are “coming soon”.

- Our top leadership is extraordinarily fond of the EDC initiative because it involves finding and implementing innovative strategies , accelerating project delivery and expediting construction. FHWA's Every Day Counts (EDC) initiative is aimed at producing innovations, resources, and partnerships to shorten project delivery, enhance safety, and protect the environment. EDC part one ran from 2010 – 2012 and included 14 innovative strategies; EDC2 began in January with thirteen innovative strategies and will continue for the foreseeable future.
- In light of all these things
- Every Day Counts is a series of innovative response strategies aimed at reducing the time it takes to deliver highway projects while making highway travel safer and protecting the environment.In light of all the aforementioned disadvantages are there any low cost measures we can take to work smarter?
- And in Section 52003 note the law
- Use proven but under-utilized market-ready strategies
- “…Geospatial Data Collaboration (GDC) encourages transportation agencies to use geospatial tools, like geographic information systems (GIS), to share data, increase collaboration, and improve the quality and speed of transportation decision-making. EDC and GDC also leverage other ongoing FHWA efforts such as Planning and Environment Linkages (PEL) and Eco-Logical. Taken together, all of these efforts are helping transportation stakeholders work together and with others to result in smarter, faster decision-making and better transportation projects.GDC focuses on how transportation agencies are pulling transportation-related datasets together and using them in GIS-based screening tools to help them make decisions efficiently. GDC is also focused on how transportation agencies and their partners work with each other to make these data libraries and screening tools happen.Now just because an innovation is listed here doesn’t mean it’s new or innovative locally. For example programmatic agreements have been in place in Calif. for over a decade.
