The general scope of engineering consultancy services, for development of
Housing, Commercial, Industrial properties involving earthworks, roads,
drainage, sewerage and water supply, include:
• Pre-feasibility and Feasibility Studies
• Master Planning Stage Inputs and Cost Estimation
• Preliminary Engineering Design
• Detailed Engineering Design
• Preparation of Project Specification and Bill of Quantities

5. SCOPE OF SERVICES
Main infrastructure works undertake where required the planning stage and detailed engineering
submissions for earthworks, drainage, water supply, sewerage, power supply, telecommunication system
to the relevant agencies or utility providers.

7. MASTERPLAN – PLANNING SUBMISSION
• The scope of services to be provided by Consultant for C&S and M&E
inputs to enable the appointed Planner to prepare a Masterplan for the
entire development.
• To provide technical & land requirements for internal road, building
platform, drainage, water supply, sewerage and power supply.
• To study on the proposed access route to the project site. However, the
technical advice and guidance on capacity and the adequacy of such
accesses to serve the proposed development shall be provided by TIA
Consultant.
• Preliminary Layout Plan – proposed suitable location for STP, Water
Supply facilities, power supply ( PMU/PPU) and Detention Pond for
planning submission.
• Estimated Cost & Work Programme
8. MASTERPLAN – PLANNING SUBMISSION
• The scope of Consultant’s Services during Master Planning Stage shall
be excluded the following:
1. Traffic Impact Assessment (TIA) Study
2. Road Safety Audit (RSA)
3. Environmental Impact Assessment (EIA)
4. Services normally performed by a Planner or Architect including
preparing the development proposal and other planning submission
documents for project planning approval.

- Establish proposed platform levels best suited with the adjacent
surrounding levels and the 100 years Flood Level.
- To provide cut/fill volume
- Retaining structures (if required)

18. ENGINEERING DESIGN – ROADWORKS
- Design preliminary road formation levels taking into consideration the
adjacent earthwork platforms.
- Establish carriageway widths for different categories of roads to suit
the requirements of the relevant Authorities and the project.
- Design of New Pavement includes:

24. ENGINEERING DESIGN – STORMWATER DRAINAGE
- Review the existing drainage system and identify the main outlet for
discharge point.
- Prepare preliminary layout of the proposed drainage system based on
requirements set by MSMA 2nd Edition & the relevant Authorities.
- Identify the outlet discharge point and detention pond location based
on strategic location at development area for easy maintenance
purposes.

- Review all available data and collection of any additional data from
field inspection and authority.
- Estimate water demand based on proposed development needs /
population.
- Identify the incoming water pipe route.
- Confirm source of supply, tapping point/s and available pressure upon
obtaining Development Order (DO) approval from Water Authority.
30. ENGINEERING DESIGN – WATER TANK & WATER SUPPLY
- Design Standard and Guidelines includes:
The design adopted shall conform to the following requirement and
standard:
1. Uniform Technical Guidelines Water Reticulation and Plumbing, 2018
issued by Suruhanjaya Perkhidmatan Air Negara (SPAN), Malaysia.
