Summary
Legislation for the NDAA
• Amend existing law to enable renewable energy projects by
extending to 40 years the contract length authority for Energy
Savings Performance Contracts (from 25), Utilities Energy
Services Contracts (from 10), Power Purchase Agreements
(from 10), and any other type of alternative financing
• Amend existing law for retained savings so that all the funds
stay at the Army installation and that at least 50% must be for
energy efficiency, water reduction or renewable energy projects
• Increase funding for the Installation Technology Transition
Program from $10M to $50M and preauthorize any project over
$750K.
• Authorize the Army to issue $30B in energy security bonds over
the next seven years.
Editor's Notes
Wind Resource Assessment - Fort Carson, CO: Fort Carson is a potential site for a wind farm. This project provides for a wind resource assessment at Fort Carson. A wind resource assessment consists of a large meteorological tower (usually 50 to 80 meters tall) being installed at an area in the southeast corner of Fort Carson. Data will be collected for one year to determine the suitability of the site under all seasons. This assessment is required in order to solicit and develop an onsite wind power project to increase the renewable energy use on Army facilities.
Fiber Optic Lighting -- Fort Jackson, SC: Fiber optic lighting provides an opportunity to reduce electrical energy use by 80% as compared to traditional incandescent and halogen lights. This technology is appropriate for all installations, although cost savings will be highest in lighting applications seeing continuous use and in regions where electrical rates are highest. Fort Jackson is a potential demonstration site with retrofit of an existing building lighting system with a commercial fiber optic system, and metered for one year to determine energy consumption and calculate life cycle cost savings.
Structural Insulated Panel Systems -- Fort Carson, CO: Structural Insulated Panel Systems is a demonstration project using an actual building construction project on Fort Carson, CO. The purpose is to document use of energy efficient building envelope technologies that costs less to build than the existing stick-frame construction. The documentation consists of detailed design using LEED credits, contract for the construction as designed, and commission acceptance with LEED certification of the completed building. A technical report will result that ties specifications from the design to lessons-learned from the project.
NJ: On 10 Jun 2005 the New Jersey Army National Guard completed the first integrated Photovoltaic project located on Ft. Dix, NJ with a peak capacity of 181kW. This one project will have a federal payback of 8 years or less and has lowered energy consumption over 10% for this 130,000sq ft facility. Benefits to the environment by reducing fossil fuel-generated electricity over the next 30 years are equivalent 2,000 tons of carbon dioxide emissions.
UT: This is one of two turbines on Cp Williams. Together they can produce close to one megawatt of power when strong [30 mph] winds are blowing.
