3. WHY SMART CITY AFRICA?
SMART CITIES are growing in popularity all over the world as more connected technologies emerge. In
developed countries, it has become synonymous with high-tech urban innovation where technology-based
solutions leverage existing infrastructure to solve the daily challenges of city life.
Since 5 billion people are expected to live in urban settings by 2030, smart cities are projected to drive sus-
tainable economic growth, competitiveness, prosperity and a better life for citizens - thanks to new urban
technologies and their potential to deliver multiple benefits, within their environment, in real time, and with a
high-level of accuracy.
With this new landscape, African cities are positioned to advance the development of global smart cities.
Many African leaders and multinational companies are starting to recognize the potential for African smart
cities to join the top rank global technology centers. Furthermore, most African cities do not suffer from the
crippling costs associated with the maintenance of legacy infrastructures and systems.
As an example, Africa has jumped directly to mobile and wireless services, rather than fixed-line options. The
continent already boasts the fastest mobile subscriber growth in the world—with the average subscription
rate at 72% and expected to reach 97% by 2017—mobile surge is one of the key factors affecting the growth
of smart cities.
Additionally, given that 62% of the continent’s population is under 25 years of age, many international brands
will be attracted to an African market of young consumers. These young Africans—with the mindset that any-
thing and everything is possible—stimulates entrepreneurship and the spirit of innovation; providing Africa
the opportunity for smart cities.
To accompany the growth of smart cities across Africa, BASIC LEAD, a Los Angeles and Abidjan-based trade
show organizer, has developed SMART CITY AFRICA, a country-centric, B2B, forum and program promot-
ing innovative urban technologies that can accelerate the development of smart cities.
The 3-day event is tailored for corporate sponsors, suppliers of urban technologies, civil servants, entrepre-
neurs, investors and start-ups.

4. WHY CÔTE D’IVOIRE?
Well-managed urbanization can progress Côte d’Ivoire’s national growth and its middle class. The urban
population of Côte d'Ivoire amounts to 54.2% (2015) and boasts an annual growth rate of 3.69%. Small cities
with low urbanization levels facilitate internal scale economies by unleashing the agricultural potential of its
region. Secondary cities generate localization economies through efficient regional trade and transport, while
large cities stimulate urbanization economies for innovation and global competitiveness. Major urban areas
include Yamoussoukro (capital) 259,000, Abidjan (seat of government) 4.86 million and Bouake 762,000.
The country is well connected with over 22 million mobile users and close to 6 million internet aficionados.
In terms of population, the city of Abidjan comes second in West Africa, outnumbered only by Lagos. It's
status confirms that a fast-growing number of international events and summits are based there. In 2017 for
instance, Abidjan will host the 8th edition of the “Games of La Francophonie”, a sporting event for French
speaking nations held every four years.
From Abidjan airport's packed arrival halls to the hotels and plush villas mushrooming across the city, Côte
d’Ivoire—an economy of 25 million people with some of West Africa’s best infrastructure and the world's
biggest cocoa producer—is booming, after years of turmoil and civil war.
Côte d’Ivoire ranked second behind Nigeria this year on Nielsen's African Prospects Indicator, an index com-
bining macro-economic, business, retail and consumer outlooks. The government is predicting growth
of 9.6% this year, making the country a standout performer on a continent, considering commodity prices,
capital outflows and tumbling currencies.
Côte d’Ivoire is the largest marketplace in Francophone Africa with a denser road network than in
most African countries. Robust growth is driven by public and private infrastructure investment, household
consumption and higher prices for coffee, cocoa beans, and other food products in big demand worldwide.
Since the business environment earned IMF praise, Côte d’Ivoire is also becoming very attractive for
foreign direct investment. The airport of Abidjan specifically had 1.3 million passengers in 2014, double
the tally from four years ago. Furthermore, as a member of the West African franc zone, whose currency is
pegged to the Euro, Côte d’Ivoire offers investors protection from inflation and the rate of exchange fluctua-
tions. Additionally, the African Development Bank started moving its headquarters back to Abidjan last year.
Côte d’Ivoire is not only dealing with France exclusively, it has flung the doors wide open to new partners.
China is financing and carrying out the crucial expansion of Abidjan’s port. Korea is a partner in a light rail
project. A Tunisian company led a major highway expansion. A Turkish company is launching water taxis
while a Kuwait firm got the contract for airport logistics.
Governmental assistance to upgrade long-neglected infrastructure is gaining momentum. New
bridges and highways have eased traffic congestion, and a revamping of the power grid has ensured that
manufacturing and industrial sectors don’t face the extended blackouts that plague other neighboring coun-
tries.
As cities continue to grow across the country, looking at ways in which science, technology and innovation
can bolster sustainable urbanization and speed up access to good public services has become a strategic
priority for Côte d’Ivoire’s new administration.

from 12 to 14 April 2016, at the SOFITEL IVOIRE HOTEL.

12. 1. General Conditions
This booking form will be a binding agreement following signature by
the Participant. In case of cancellation, the amounts paid by Partic-
ipant for registration are refundable under the following conditions:
- If cancellation is received 60 calendar days or more before the des-
ignated event, a full refund is granted minus a charge of US$75.00 if
reimbursement is requested. No charge will be applied if payment is
applied against another BASIC LEAD event.
- If cancellation is received within 60 days before the designated
event, a 50% refund is granted if reimbursement is requested. If no
reimbursement is requested, a 75% credit can be applied against
another BASIC LEAD event.
- If cancellation is received within 30 days of the designated event,
no refund is granted, and a 50% credit will be applied against anoth-
er BASIC LEAD event.
- All Refunds are processed 60 calendar days after the last day of
the designated event.
- Extra fees and charges are non-refundable.
2. Termination
Companies and participants with unpaid invoices will be unable to
access their exhibit and/or retrieve the market badges for the entire
company, regardless of partial or full payments made on other invoic-
es, or whether participation was granted free of charge.
Failing payment of the participating and exhibiting fees on agreed
terms, BASIC LEAD, will deregister the Participant and BASIC
LEAD, will also use all legal means at its disposal to pursue the par-
ticipant for the payment of all open invoices. BASIC LEAD, will also
cancel the right of the Participant to register for any other BASIC
LEAD events until all outstanding payments have been made.
3. About BASIC LEAD
The BASIC LEAD events are centered on the pre-organization of
meetings between qualified participants. Participants agree to pres-
ent goods, programs, services and intellectual properties directly
linked to audiovisual production, distribution and funding sectors.
4. Compliance with the Law and Regulations
All participants must comply with, and apply any laws governing the
countries where BASIC LEAD events are held. All participants must
also comply with regulations, rules and branding standards estab-
lished by BASIC LEAD, in the context of its BASIC LEAD events.
5. Termination and Cancellation of BASIC LEAD
If in case of war, fire, strike, act of God, government regulation, interrup-
tion of public transports or failure of public or private bodies to provide
their services, act of governmental authority, force majeure or any oth-
er contingencies beyond the control of BASIC LEAD, should a BASIC
LEAD event, or any part of it, be stopped, or its functioning be impeded
or prevented, or be cancelled by BASIC LEAD, or should the allocat-
ed stand become unavailable, BASIC LEAD, upon its choice and at
its discretion, will determine the possibility to reimburse participants
after deducting expenses and costs incurred by BASIC LEAD, and a
reasonable profit for BASIC LEAD.
6. Termination by the Participant
Any request of termination by the Participant of any part of this
booking form must be submitted to BASIC LEAD, in writing via fax
(not via email). Conditions established in the General Conditions
paragraph will apply.
7. Photographs and Videos
The Participant hereby authorizes BASIC LEAD, to take and broad-
cast photographs and video recordings of its BASIC LEAD events.
8. Indemnity and Performance Liability
BASIC LEAD, shall take such steps as it considers necessary for
the promotion of the event, but in no case will it be liable for the
performance of the event.
10. Miscellaneous
Only BASIC LEAD, is authorized to edit and publish a show guide
or any other guide related to any BASIC LEAD event. Participants
will be responsible for the information they will provide for the ed-
iting of the catalogue and the website listings. The organizer will
in no case be liable for omissions, or misprints, or typesetting, or
similar errors that may occur.
I I. Terms, Conditions and Regulation Agreement
The Participant agrees to observe and comply with the terms con-
ditions and regulations herein, and with the terms, conditions and
regulations that may be added from time to time by BASIC LEAD
(with or without notice to participant) in view of an efficient safe and
proper running of each BASIC LEAD event. All matters pertaining to
the Event and not specifically covered by the terms and conditions
of this contract shall be subject to determination by Basic Lead in
its sole discretion. In addition to its right to terminate participation
or cancel its approval of an booking form, BASIC LEAD, in its own
judgement, may refuse to consider the participation by a Participant
who has breached or who did not comply with these terms, condi-
tions and regulations in future BASIC LEAD events.
12. Organizer’s public liability insurance
BASIC LEAD is insured against the financial consequences of its
civil liability in its role as organizer. The participant desiring to be
insured for its goods must itself insure the goods with the insurer
of its choice.
13 Exhibition Space Location (if applicable)
BASIC LEAD, reserves the right, in its sole and absolute discretion,
to determine who will be permitted as an exhibitor and the size,
location and configuration of exhibition space for which application
is made. Exhibiting at prior shows, nature of product/services dis-
played, number of booths requested and other factors may influ-
ence, but does not guarantee location of exhibition space.
