4. What is
Bullying??
★ Bullying implies an intention to harm, intimidate or coerce an act where there is an
imbalance of power and the act is a cause for distress and provocation constituting a large
spectrum of acts.
★ What is central to bullying is an imbalance of power dynamics. Bullies are usually physically
stronger than they bully. It can be described as a power of strength to undermine or
denigrate someone’s dignity to gain sadistic pleasure out of it!
★ Bullying can also be a source of trauma for children and young adults and remain with
them their whole lives, often leading to mental distress and depression and in extreme
conditions even suicide :(
★ However many or rather most people with violent behavior and engage in
bullying themselves have low self-esteem and are insecure and anxious.

Middle school is the age when bullying is most
common as teens are the most aggressive during
this period.

22. Physical bullying is the use of physical actions to
intimidate and gain control over a target. The
physical actions are unwanted by the victim and
can either cause damage to their body or
possessions. This behavior is all too common in
schools. According to the National Center for
Education Statistics, 6.7% of students in the
2016-2017 school year were physically bullied.

Verbal bullying is when someone, who is a bully, uses
insulting or demeaning language to mock, embarrass or insult
another person.
Another common term for verbal bullying is verbal abuse, and
it includes the following: abusive anger, accusing and
blaming, blocking and diverting, chronic forgetting, countering,
damnation, denial of anger or abuse, judging and criticizing,
minimization, discounting, trivializing, name calling,
undermining, threatening and withholding.

24. SEXUAL BULLYING
Sexual bullying is a type of bullying and
harassment that occurs in connection with
a person’s sex, body, sexual orientation or
with sexual activity. It can be physical,
verbal, or emotional
● Teach our sons that women are not sexual objects, but
valued members of society and equals.
● Teach tolerance and acceptance of all people
regardless of race, sex, ethnicity, appearance or sexual
preference
● Teach girls and women they are valued beyond their
sexuality.
● Teach children about sexuality at appropriate ages.
Not just basic “how is a baby made”, but about their
bodies, what they will feel, experience and how to deal
with those hormones and urges appropriately and
safely.
● Don’t make sex a dirty subject in your home. When
tweens and teens feel like it is taboo they are unable to
communicate fears, issues and bad situations with you

BULLYING YOU

Ignore mean comments. If they tell the teacher
that you ignored them, tell the teacher that they
were bullying you and that they are bothering
you! (Have good bonds with the teacher(s) to do
this) Never make the teacher hate you, they
won't believe you and you will end up getting in
trouble
26. 2 Tell the teacher, a trusted adult, or
friend about any bullying that you or
someone else experiences and tell them
how you feel about it. Don't be afraid to be
called "tattletale", as you are doing the right
thing by telling someone. If you don't feel
comfortable telling them face to face, then
write them a letter explaining your situation
and give it to them. They will then most
likely read it and approach you, wanting to
assist you.

back-stabbers. If you think
that your 'friend' is a

stop being friends with this

helps! When a bully gets close to your
group, they can protect you. They can
even report the person when they
harass you.[4] The bully may not even
approach you. If you don't have any
friends, just try to stay as far away as
possible from that bully or stay within
sight of a teacher

Don't just stand there and take it, stand up for yourself.
This may be a lot harder than it sounds but if you do it,
afterward, you'll feel great. If you are not convinced
that you have the courage, know what you want to say
and who you want to say it to when you are standing
up for yourself
30. STEPS TAKEN BY GOVT AND ALSO
ARE BULLYING LAWS EFFECTIVE?
➢The University Grants Commission on account
of increasing bullying-related suicides, issued a
landmark notification in 2009 to curb rampant
ragging throughout higher-education institutions
in India.
31. THE UGC HAS GIVEN THREE
DEFINITIONS OF RAGGING
➢ Any disorderly conduct whether by words spoken or written or by an
act which has the effect of teasing, treating or handling with
rudeness a fresher or a junior student.
➢ Indulging in undisciplined activities which causes or is likely to cause
annoyance, hardship or Psychological harm or to raise voice in a
fresher or a junior student.
➢ Asking the students to do any act or perform something which has
the effect of causing or generating a sense of shame or
embarrassment so as to adversely affect the physique or Psyche of
a fresher or a junior student.
32. MEASURES FOR PREVENTION
➢ The circular makes it mandatory for every college to display overtly on
every brochure, circular or form it releases pertaining to admission in that
university, the fact that ragging and any activity which promotes or supports
ragging is prohibited and strict action will be taken against anyone who
engages in such activities.
➢The brochure of admission should print all the relevant regulations
regarding ragging in full.
➢ And also It should also include the numbers of the anti ragging helpline,
the head of the institution, the anti ragging cell of the university, District and
Sub Divisional authorities, Wardens of hostels.
➢Colleges and institutions also implement disciplinary sanctions. The
consequences of bullying reflect the seriousness of the incident so that
others see that bullying is unacceptable. And work with the wider
community such as the police and children’s services to agree a clearly
understood approach to cases where bullying is particularly serious.
33. DUTIES AND RESPONSIBILITIES OF UGC:
➢ The UGC would be responsible to operate a toll-free helpline for
ragging related incidents which would accessible to students who
might be victims of ragging related incidents 24×7.
➢ Any complaint received by the helpline will promptly be forwarded
to the Head of the concerned institution, the warden of the hostel,
the Nodal officer of the affiliating university.
➢ To improve the helpline, what can be done is to train the operators
with the skills to handle a situation where a student is in emotional
distress and thinking about self harm.
34. WORLDWIDE BULLYING LAWS:
➢Bullying is prevalent at the school level in
India, especially in boarding schools.
However, in 2015 HRD ministry directed
colleges and schools to form anti-ragging
committees at the accurate level also putting
severe punishments to students indulging in
bullying and the punishment may vary to
rustication in rarest of rare cases.
➢The School Health Programme under
AYUSHMAN BHARAT also focuses on the
mental health and well-being of the students.
35. SPECIFIC PROVISIONS CONCERNING BULLYING
FOR INSTANCE IN OTHER COUNTRIES
AUSTRALIA
➔ In schools, each state or
territory forms its own set
of anti-bullying policies
and applies these policies
to public schools. Private
school boards, however,
are responsible for the
oversight of their schools
as public-school
legislation does not apply
to them.
UNITED KINGDOM
➔ Since 1998, UK law
dictates that Cyberbullying
itself is not a criminal
offense in the UK,
however, there are
numerous laws that can be
applied to cyberbullying.
The Protection from
Harassment Act can
protect individuals from
harassment, while the
Telecommunications Act
makes it an offense to
send anonymous, abusive
phone calls.
CANADA
➔ Bullying itself is not a
punishable crime in Canada
at a federal level, however,
there are other laws
concerning the same. The
Criminal Harassment Act,
Uttering Threats Act, Assault
Act, and Sexual Assault Act
are all new laws that could
apply to someone behaving
like a bully. These apply
equally to schoolyard or
workplace bullying.
