• Functional reengineering introduced in
2013 to the CMO-Public Information
Division and renamed the same to
CEPPIO through an Executive Order.
• Formally incorporated customary
functions on events management
and protocol services.

By 2030, Naga City shall be a recognized model of
• A healthy city – peaceful, vibrant and productive, safe and smart,

and agricultural economy, and nurtured by culture and religious
diversity.
This will be enabled by
• People-centered development that promotes and protects the
general welfare of Nagueños, especially the vulnerable, in building
a more caring and sustainable society.
• Collaborative governance, steered by a shared direction and
sustained by partnerships between the national and local
governments, the private sector, civil society and an empowered
citizenry.
These are the foundations that will sustain Naga as Maogmang Lugar,
and inspire others in their own develoment path.

5. Objectives (Events Management)
• To produce public events that
a. inspires citizens participation and fosters feeling of civic pride or
community solidarity;
b. provides opportunities for cultural and educational
understanding;
c. advances and promotes our heritage, enhances our city’s image
as prosperous and vibrant community,
d. contributes to the city’s sustainable development by stimulating
tourism, economic and investment activities and creation of
jobs, and,
e. advances city programs and development advocacies

6. Objectives (Public Information)
• To serve as city government arm in providing mechanism for the free
flow of timely, accurate and relevant information that:
a. enhances people’s capabilities in decision-making and
identification of opportunities for growth and development,
b. promotes people participation in democratic process and
c. harnesses all media platforms available;

• Events Management Services
• By 2030, devise and implement policies to promote sustainable tourism that
creates jobs and promotes local culture and products. (SDG 8.9)
• Strengthen efforts to protect and safeguard the world’s cultural and natural
heritage (SDG 11.4)
• Create platforms and mechanisms to support Filipino creativity for
collaboration and bayanihan (PDP Chapter 7)

• Ensure responsive, inclusive, participatory and representative decision-
making at all levels (SDG 16.7)
• Ensure public access to information and protect fundamental feedoms, in
accordance with national legislation and international agreements. (SDG

9. The Case of the Penafrancia Fiesta
• Two years of no fiesta events
• 76% decline in tourist arrivals (1.55M to 379K tourists)
• Tourism revenues declined from P34B to P8.3B
• City-Church decided to conduct fiesta religious and civic events
• Naga spent around 40 million pesos
• P15 million funds
• P25 million worth manpower hours
• Brings in P22 billion to the local economy
• Nangapital an syudad, nag-ani nin tubo an komunidad
• Events should not be viewed as “Capricho” but an important
component of local “Negosyo”

22. Expected effects
1. Events will be limited to commemorations
