Environmental Protection of PR China (MEP)

โข The policymaking authority for China Organic Product was shifted
from MEP to CNCA

โข The China National Organic Standard (GB/T 19630-2005) was
introduced on 19th January and took effect from 1st April together
with the Administrative Measures for Organic Product Certification;
Soon the Implementation Rules for Organic Product Certification
was released

โข GB/T 19630-2011 took effecting from 1st March of 2012 together with
the revised Implementation Rules

โข The Administrative Measures were revised and will be take effec
from 1st April, 2014.

In accordance with the provisions of the
Implementation Rules. Among them, below listed
should be accompanied in Chinese language:
- Environmental quality report
- Your operationโs description: maps, facilities, staff
- Previous certifications
- Description of used materials
- Processing flow charts
- Inputs in production and ingredients and additives
in processing
- Quality manual
- Previous certification documents
(non-compliance letter, maps, organic management system, etc.)

Highlights of the Standard
Environmental
report/ result
An environmental quality report must be
provided. Air, soil and water quality must
comply with GB/T 19630.1, and local laws,
issued by the local competent authority.
Own quality management
The operation determines an internal inspector,
sets up complaint handling procedures,
continuous improvement and label control.
Annual inspection
The entire operation, incl. sub-contrators are
visited, by an CCAA approved inspector;
no special rules for โfarmer groupsโ.

Highlights of the Standard
Sample testing
Samples must be tested for all products
applied for certification. Residues lead to a
five-year revocation.
Renewal application
Delayed application for certification renewal
leads to a one-year revocation.
Strict non-compliance
procedures
After non-compliance detections these can be
corrected within 30 days; failure to do so is
followed by a one-year revocation.
Continuous reporting to
CNCA
Application, inspection plans, inspection report,
certification information are continuously
reported to the authority and partly published.
There are strict deadlines for each action.

Highlights of the Standard
Labeling of raw material
Raw material must be labeled and be
accompanied by a transaction paper issued by
the CB when sold.
Labeling of retail
packages
Retail packages must use the mandatory seal
and official label. Labeling of conversion
products will no longer be allowed (from 1.4.14)
Incorrect use of the label
The use of the label beyond the applied for
scope, leads to a five-year long revocation.

Certified products on every sales packages must be marked with:

โข Unique Organic Code - Code of the CB
โข Certification Bodyโs - The year of production
name or Logo - A random number

Effective from 1st October, 2012, imported food into Mainland China
should register to AQSIQ of China's for filing. (AQSIQ Decree No. 55)
