It is important to understand the waste and the impact of the HV as 55% to
80% of project revenue come from the power sale for WTE projects in
developing countries. This is almost reverse of the western business
model which 55% to 80% of the project revenue come from the guaranteed
tipping fee.

Measurement and Estimation of MSW HHV (continue)
For plant in operation – use boiler as the calories meter to back calculate HHV of
MSW as-incinerated (Note: this is different from MSW as –received)
For projects still in development –
First choice – burn MSW (10 to 60 kg per batch) in small size (pilot size)
incinerator using water (not steam) to absorb the heat and direct measure
the HHV (see slide 38 for the pilot scale incinerator schematic diagram)
Second choice – physical sorting of truck and landfill samples plus
mathematical regression models – such as modified Dulong , etc.
Third choice - let experienced WTE specialist to eye exam the waste and
make estimation based on the his/her experience
Last choice – this is also the least accurate method – use the bench scale
oxygen bomb calories meter to burn 1 to 5 grams samples. Note: this
method is not really correct for the heterogeneous waste such as MSW. The
results can be off by +/- 30% or even more.
