Loop 375 César Chávez Highway (Border Highway West): From the IH
10/US 85 Interchange to East of Park Street - TxDOT El Paso - PROJECT
MANAGER
Scope-of-work consisted of developing 30% preliminary engineering design
(schematic design and layout) and documentation for proposed improvements to the
proposed project including existing conditions analysis, alternative, determination of
preliminary right-of-way (ROW) requirements, preliminary cost estimate (including
cost of construction, ROW, utility adjustments development and evaluation,
relocations, and road user costs); investigation of existing utilities; railroad impact
evaluation, striping plan; side street access improvements; drainage improvements;
ramp improvements (on/off); elevated structures (viaduct design) and interchange
design. Proposed improvements include the implementation and incorporation of the
proposed LP 375 (approximately 7.2-miles of viaduct) future managed lanes concepts,
and resulting modifications to the existing US 85 facility, ramps and cross streets.
Estimated construction cost: $600,000,000. Professional services were completed in
September 2008
IH 10 Collector Distributor (Border Highway West): From SH 20 (Mesa St.)
to Executive Center Boulevard Project - TxDOT El Paso - PROJECT
MANAGER
Scope-of-work consisted of developing Preliminary Engineering Design (schematic
design and layout) and documentation for proposed improvements to I-10 for the
proposed project including existing conditions analysis, determination of preliminary
ROW requirements, preliminary cost estimate (including cost of construction, ROW,
utility adjustments, relocations, and road user costs); investigation of utility
adjustments; preliminary traffic control plan (including construction phasing and
sequencing); striping plan; signing plan; side street access improvements; drainage
improvements; ramp improvements (on/off); elevated structures, interchange design
and illumination. Proposed improvements include the implementation and
incorporation of the proposed IH 10 Collector-Distributor and proposed IH 10 future
managed lanes concepts, and resulting modifications to the frontage roads and ramps.
Estimated construction cost: $170 million. Professional services were completed in
December 2007
Spur 601: US 54 to Loop 375 - TxDOT El Paso/J.D. Abrams, LP - PROJECT
MANAGER
This project involved the construction of a new six-lane, expressway 9.5-miles in
length, including a five-level interchange at US 54, a three-level interchange at Airport
Road, an elevated portion with frontage roads, three diamond interchanges, one
overpass, two underpasses, and one floodway crossing structure. Involved in all
phases of development for this project: project manager for preliminary engineering
and schematic design of the entire corridor, project manager for PS&E for the three-
level interchange, and project principal for roadway and bridges design for the design-
build phase for the remainder of the corridor.

IH 10 (Katy Freeway) Reconstruction: West of Gessner Road to East of Campbell Road - TxDOT Houston
- PROJECT PRINCIPAL
This project (2.65-miles), located in a very congested area of Houston, was reconstructed from ten- to 22- lanes, including
managed lanes (HOV and toll lanes), bridge structures, interchanges with braided ramps, drainage systems, storm water
detention systems, signalized intersections, high mast lighting, signing, pavement marking, retaining walls, and sound
walls. Mr. Abugattas ensured project staffing was adequate for scope and schedule. Cost: $204-million
Inner Loop (Spur 601) Schematic: US 54 to Loop 375 - TxDOT El Paso - PROJECT MANAGER
Project Manager and sub consultant for civil engineering of paving, grading, drainage, detention, sanitary sewers, and
water mains for a multi-purpose facility which included a gymnasium, cafeteria, and day care center. Cost: $80,000.
Spur 601/Fred Wilson Avenue/Airport Road Interchange - TxDOT El Paso - PROJECT MANAGER
This project involved PS&E preparation for a three-level interchange. This interchange also included Sgt. Major Boulevard,
main access to Fort Bliss/Biggs Army Airfield. The design elements included roadway, bridge structures, retaining walls,
drainage, pump station, retention ponds, utility coordination, signalization, illumination, signing and markings,
landscaping, traffic control plans, and construction sequencing. Extensive coordination with Fort Bliss was required.
Services were provided under an accelerated schedule and concurrent with the schematic design for the Inner Loop
corridor to meet the expansion of Fort Bliss.
US 62/US 180 (Montana Avenue): Loop 375 to IH 10 - TxDOT El Paso - PROJECT MANAGER
This project involved preliminary engineering and schematic design for a ten-mile corridor. Services included alternative
analysis for four alternatives, analysis of different types of grade separations, geometric design, value engineering, traffic
studies and analysis, and ITS analysis.
Loop 375: Bob Hope Drive to Montana Avenue - TxDOT El Paso - PROJECT MANAGER
The scope involved preliminary engineering design and schematic layout, including existing condition analysis, traffic
engineering studies, ITS analysis and design, preparation of interchange alternatives, preliminary right-of-way
requirements, preliminary cost estimates, coordination with various governmental agencies, investigation of utility
adjustments, and preliminary traffic control plan and construction sequencing.
Coalfields Expressway - Virginia Department of Transportation (VDOT) - PROJECT MANAGER
The scope involved a new location 50-mile expressway from Pound, Virginia to the West Virginia State Line to be
developed as a design-build-operate project. Performed preliminary engineering and supported cost estimating and
negotiation efforts during the project acquisition phase.
Steel Bridge Standards - TxDOT Bridge Division - PROJECT MANAGER
The scope of work for this contract involved design and preparation of simple-span steel bridge standards for bridge
widths of 26-, 30-, and 32-feet using LRFD design method; beam spans from 30- to 120-feet; and skews of 0-, 15-, and
30-degrees.
US 75 at Spring Valley Road: Tunnel Ventilation; Dallas, TX - TxDOT Bridge Division - PROJECT
MANAGER
Phase I scope involved evaluation of the need for to provide ventilation for the proposed tunnel at the intersection of US
75 and Spring Valley Road, including normal operating service, emergency service(such as fire), and temporary service
during construction. Phase II scope involved PS&E preparation for the proposed ventilation system.
US 87 Widening: Victoria to Port Lavaca - TxDOT Yoakum - QA/QC MANAGER
Responsible for reviewing drawings and performing quality assurance/quality control for this project. This project
consisted of planning, preparation of schematic design and an environmental assessment for expanding two 16-kilometer
segments of US 87 from two- to four-lanes.
US 69 from Alto to CR 2717- TxDOT Tyler - QA/QC MANAGER
Responsible for performing drawing checks and quality control. The project consisted of PS&E design for 19.3-kilometers
of US 69, including adding two lanes with depressed median, adding a new bridge and retrofitting an existing bridge with
a modified T502 bridge rail.
SH 105 Loop Around Cleveland – TxDOT Beaumont - QA/QC MANAGER
Responsible for reviewing drawings and performing quality control. This project consisted of preliminary engineering,
environmental assessment and PS&E for an 8.5-kilometer highway on new location.
IH 45(N): Cypresswood to Spring Cypress - TxDOT Houston - PROJECT MANAGER
Responsible for reviewing drawings and performing quality control. The project consisted of PS&E for widening of 2.75-
kilometers of existing six- to eight-lane configuration. Work included the design of frontage roads, HOV lanes, and
entrance and exit ramps.

I-275 Interchange (Tampa) - Florida Department of Transportation (FDOT) - QA/QC MANAGER
Responsible for performing quality control. The project consisted of preliminary design and bridge design reports/type
selection for this major, $200 million, 18-bridge interchange of I-275 located at the Memorial Highway, Spruce
Street/Airport Interchange. Also prepared an overall constructability report for this project.
IH-35 (Laredo): Hidalgo Street to Shiloh Road - TxDOT Laredo - PROJECT MANAGER
Widening of 7.13-kilometers of IH-35 from four- to six-lanes, including the widening of six bridges. Project scope included
schematic design, bridge layouts, roadway and bridge design, retaining walls, drainage, utility relocation and traffic
control. This project received the Total Quality Initiative Award for Teamwork from the TxDOT Laredo District.
I-5/SR-22/SR-57 Interchange Reconstruction; Orange County, CA - Orange County Transportation
Authority - Design Supervisor and Quality Control Manager
Preparation of PS&E for a three-freeway interchange. The work included design of freeway and HOV lanes, as well as the
design of over 17 bridges. This project won an award of merit for design excellence from the California chapter of ACEC,
Consulting Engineers and Land Surveyors of California.
IH-10 Reconstruction: Neches River to East of KCS RR Overpass; Vidor, TX - TxDOT Beaumont – QA/QC
MANAGER
Responsible for reviewing drawings, plans and specifications and performing quality control. The project consisted of the
reconstruction of 11.9-kilometers of rural interstate highway and 0.8-kilometers of SH 12 with two new overpasses and
replacements for nine highway bridges and one railroad bridge.
I-280 (Southern Freeway Viaduct) Seismic Retrofit; San Francisco, CA - California Department of
Transportation - PROJECT MANAGER
Seismic retrofit design project. The project consisted of the seismic retrofit design for the southbound mainlanes of a
610-meter section damaged in the 1989 San Francisco earthquake.
US 59 Widening: Clay to Franklin Streets - TxDOT Houston - PROJECT MANAGER
PS&E for widening 1.6-kilometers of an existing elevated bridge section opposite downtown Houston from a six- to eight-
lane configuration, while maintaining traffic on the existing lanes during construction.
IH-45(N)/BW 8(N) Interchange - TxDOT Houston - PROJECT MANAGER
This $40 million project consisted of PS&E design for four direct connectors in the northeast and southwest quadrants of
the intersection to complete the interchange. Design included bridge widening.
IH-35/Loop 20 Interchange - TxDOT Laredo - PROJECT MANAGER
Design and preparation of PS&E for a five-level interchange between IH 35 and Loop 20, including design of a new four-
lane divided freeway and existing freeway. Design included schematic and preliminary design, as well as final design of
three of the eight direct connectors, two new bridges carrying IH 35 traffic, two new railroad bridges, drainage,
illumination, traffic engineering, and traffic control during construction. Design of the new 2.5-miles of Loop 20 connecting
IH 35 with the new international bridge IV included design of a three-level interchange at the intersection of Loop 20 and
FM 1472.
Reconstruction of IH-35 from Loop 20 to Uniroyal Road - TxDOT Laredo - PROJECT MANAGER
Reconstruction and widening of the existing six-mile road from a four-lane divided freeway to a six-lane facility, two
three-lane frontage roads. Included schematic and preliminary design, preparation of PS&E, and design of two
underpasses, total length of 320-ft each, retaining walls, drainage, illumination and traffic control during construction.
BRIDGE AND STRUCTURAL PROJECTS:
Brays Bayou Bridge Replacements - Harris County Flood Control District (HCFCD) - PROJECT MANAGER
Project included preparation of PS&E for three bridges, at South Main, South Braeswood and Greenbriar over Brays
Bayou.
Queen Isabella Causeway Cathodic Protection Evaluation - TxDOT Bridge Division - PROJECT MANAGER
The scope of work for this project included the inspection and evaluation of five different cathodic protection systems
previously installed, recording of electrical potentials at selected bents, obtain concrete core samples from selected bents
for chloride testing and petrographic analysis, and visual inspection of all bents. A report was prepared to present the
results of the inspection and propose recommendations for additional cathodic protection measures and repair of
damaged areas.

Responsible for reviewing drawings and performing quality control. This project consisted of a corridor analyses, traffic
projections, EIS, and conceptual and preliminary engineering for a proposed new expressway in Tampa, Florida. The
project study area covered over 310-square kilometers.
IH 10/IH 410 Interchange - TxDOT San Antonio - PROJECT MANAGER
Multi-level freeway interchange project. The project consisted of reconstructing the IH 10/IH 410 interchange to a four-
level facility. Work included designing mainlanes, collectors, ramps and direct connector structures, drainage, retaining
walls, illumination, traffic control and traffic design. Cost: $100 million
IH 35 Widening (Round Rock) - TxDOT Austin - PROJECT MANAGER
PS&E for widening 6.7-kilometers of freeway south of Round Rock, Texas. The scope of work included widening the
existing roadway from four- to six-lanes and design of four major bridges.
SH 45/Loop 1 Interchange; Austin, TX - Texas Turnpike Authority (TTA) - PROJECT MANAGER
Responsible for performing overall project oversight and quality control for this project. The scope of work for this $90
million multilevel interchange included major roadway design, frontage road design and complex bridge design for a total
length of 5.5-kilometers.
Katy Inner Connector: NW Transit Center at IH-10 - Metropolitan Transit Authority of Harris County
(METRO) - PROJECT MANAGER
Project consisted of PS&E for the Katy Inner Connector, a 487-meter curved steel box beam connector with 762-meters
of feeder roads that will permit traffic on the US 290 HOV to connect directly with IH 10.
Martin Luther King, Jr. Bridge Rehabilitation - City of Dallas - QA/QC MANAGER
Responsible for reviewing drawings and performing quality control. The project consisted of PS&E for renovating, widening
and rehabilitating the 1077-meter MLK Bridge.
Spring Cypress Road Bridge Replacement over Theiss Gully - Harris County Engineering Department -

Replacement of an existing timber trestle bridge over Theiss Gully.
Hardy Toll Road/IH-45 Interchange (Sections 10 and 17) - Harris County Toll Road Authority (HCTRA)

Design of this $30 million project that included PS&E for 6.76-kilometers of freeway, 2.38-kilometers of frontage access
roads, six bridges, drainage and channel improvements, traffic control, and design of a multi-level interchange that
included design of other appurtenances.
Townsen Overpass at US 59 North - METRO - Project Manager
Project consisted of preparation of plans, specifications and estimate of the Townsen Overpass Bridge at US 59 North.
The overpass design used pre-stressed trapezoidal box beams and inverted-T bentcaps.
International Bridge No. 1 and No. 2 - City of Laredo - PROJECT MANAGER
The project involved inspection, analysis, recommendations for rehabilitation, and plan preparation for strengthening the
existing structures after flood events in 1998. Work on this project, which will become one of the “gateways” to the United
States from Mexico, included close coordination with the architectural designer.
Sam Houston Tollway East - HCTRA - QA/QC MANAGER
Responsible for reviewing drawings and performing quality assurance/quality control. The project consisted of PS&E for
5.56-kilometers of two-lane (north and southbound) divided tollway with nine bridges.

Independent Engineering Review Construction Cost Estimate Report, Arch Bridge Design Concept;
Dallas, TX - TxDOT Bridge Division - PROJECT MANAGER
The project involved the preparation of a preliminary design and an independent cost estimate, as needed, for a signature
arch bridge on Spur 336 across the Trinity River in Dallas, Texas. The main structure consisted of steel box girders.
Foundation included two main abutments on drilled shafts. Architectural and engineering considerations, construction
methods, and life cycle costs were evaluated for the preparation of the cost estimate and summary report. Served as
Project Manager for this project.
I 5/I 8 Interchange; San Diego, CA - California Department of Transportation - QA/QC MANAGER
Responsible for reviewing drawings and performing independent check and quality control. The project consisted of a
seismic retrofit design for the I-5/I-8 Interchange in San Diego, California, involving over 2,130-meters of freeway,
including 11 bridges.
North Central Expressway (US 75) - TxDOT Dallas - QA/QC MANAGER
Responsible for quality control for the design of section S2 of the North Central Expressway (US 75) in Dallas, Texas. The
project included reconstructing and widening two-miles of existing freeway (totally depressed), frontage roads (one-mile
specially designed to cantilever out over the freeway mainlanes), five cross street bridges (post-tensioned concrete) and
four miles of retaining walls. Total construction cost for the project was $110 million.
Route 8/Route 5 Interchange; San Diego, CA - California Department of Transportation - QC
Quality control for the seismic upgrade of eleven bridges in the Route 8/Route 5 interchange in San Diego, California.
I 5/San Joaquin Hill Corridor Freeway; Orange County, CA - San Joaquin Hill Corridor Agency - PROJECT
MANAGER
Design of I 5/San Joaquin Hill Corridor freeway in Southern California. The project included reconstructing and widening
2.25-miles of existing freeway, constructing one mile of new freeway, one minor interchange, three bridges and two
major connectors with a total of nearly two-miles of bridges (post-tensioned concrete). Total construction cost for the
project was $110 million.
Bridge Design - Harris County Engineering Department - PROJECT MANAGER
Design of several local projects in Harris County, including one-mile of new street design and several bridge replacement
projects. Total estimated cost for all projects was $5 million.
IH 45, Bridges Across Spring Creek - HCTRA - PROJECT MANAGER
Design of a 4.2-mile section of the Hardy Toll Road. Design included one major connector to IH 45, two bridges and six
major bridges across Spring Creek. The mainlane bridge is 900-feet long and 220-feet wide. Total cost $60 million.
Sam Houston Toll Road between Buffalo Bayou and Westview - HCTRA - PROJECT MANAGER
Design of a section of the Sam Houston Toll Road between Buffalo Bayou and Westview, total length of three miles.
Design included the interchange between IH 10 and the Toll Road (approximately four-miles of bridges), including 1.5-
miles of depressed freeway and several undercrossings. Total cost is $80 million.
Hardy Toll Road/IH 610 Interchange - TxDOT Houston - PROJECT MANAGER
Design of the Hardy Toll Road connection to the IH 610 freeway, including four-miles of freeway, widening of existing IH
610, one major railroad overpass (1500-ft) and five major connectors. Total cost is $50 million.
HOV Lane at Interstate IH 45 – TxDOT Houston - PROJECT MANAGER
Design of three and one-half miles of freeway and HOV Lane at Interstate IH 45. Design included three overpasses, a
major bridge over Sims Bayou and channel rectification work. Total cost was $40 million.
IH 35 from North US 79 to the Travis County Line; Williamson County - TxDOT - PROJECT MANAGER
Widening of four-miles of freeway at IH 35 from North US 79 to the Travis County line. Work included widening and
rectification of four existing highway bridges and a new railroad overpass. Total cost: $20 million.
Transco Park Fountain; Houston, TX - Transco Tower Ltd - PROJECT MANAGER
Preliminary design, evaluation of construction alternates and cost estimate for the Transco Park Fountain. The fountain
structure was a concrete structure 180-feet in diameter at ground level and 90-feet high and included five levels of
concrete planters, an underground pumping station, an irrigation system, lighting and HVAC. Overall quantities for the
project included 4500-cubic yards of cast in place concrete and 600,000-lbs. of reinforcing steel.
Large Diameter Sheet Pile Dolphin; Houston Ship Channel - Coastal Industrial Water Authority -
PROJECT MANAGER
Design of large diameter sheet pile dolphin to protect thrust blocks from wave action and barge traffic along the Houston
Ship Channel. Required structures for the protection of large pipeline for water supply crossing the ship channel.

Structural analysis and design to upgrade the carrying capacity of the existing crane columns and foundations of a
fabrication building from 20-ton overhead crane to 50-ton crane. Overall dimensions of the building were 60- by 560-
feet.
Hahn & Clay; Houston, TX - PROJECT MANAGER
Design of a fabrication building 100-feet wide, 400-feet long, and 60-feet high. Design included support structure for one
100-ton overhead crane and one 20-ton overhead crane. The design also included modifications of existing columns and
foundations supporting a 200-ton overhead crane. Design of a fabrication building 70-feet wide and 400-feet long,
including supporting structure for one 50-ton overhead crane. Design of special foundation for a vertical boring and milling
machine. Overall dimensions of the foundation were 50-feet, by 140-feet and 12-feet deep.
Ferry Landing and Electrical Upgrade; Corpus Christi, TX - TxDOT Bridge Division- PROJECT MANAGER
The scope included PS&E for new ferry landing #9 including tower and ramp at the Mustang Island Ferry Landing, which
is part of the Port Aransas Car Ferry System. The project structural support of the ramps and support and included an
upgrade of the electrical power supply for the entire Mustang Island Ferry Landing. Served as Project Manager for this
project.
ROADWAY PROJECTS:
Sam Houston Toll Road between Buffalo Bayou and Westview - HCTRA - PROJECT MANAGER
Design of a section of the Sam Houston Toll Road between Buffalo Bayou and Westview, total length of three miles.
Design included the interchange between I 10 and the Toll Road (approximately four miles of bridges), including 1½
miles of depressed freeway and several undercrossings. Total cost is $80 million.
Hardy Toll Road / IH 610 Interchange - TxDOT Houston - PROJECT MANAGER
Design of the Hardy Toll Road connection to the IH 610 freeway, including four-miles of freeway, widening of existing IH
610, one major railroad overpass (1500-ft long) and five major connectors. Total cost is $50 million.
HOV Lane at Interstate IH 45 - TxDOT Houston - PROJECT MANAGER

Sam Houston Tollway: IH-10 to Briar Hill - HCTRA - PROJECT MANAGER
PS&E for 9.4-kilometers of eight-lane, urban freeway through residential, commercial and environmentally sensitive
areas. A significant portion of the alignment was depressed. This project earned the ASCE Project Achievement Award in
1989 for innovative design, as well as the 1989 AISC Prize Bridge Award.
Sam Houston Parkway/JFK Interchange - TxDOT Houston - PROJECT MANAGER
or PS&E for four-level interchange near George Bush Intercontinental Airport, including two direct connectors, 4.6
kilometers of freeway and replacement of 9.5 kilometers of frontage roads.
George Bush Turnpike (XXVII) (190T-W): Beltline to SH 114 - NTTA - QA/QC MANAGER
Schematic design, environmental re-evaluation and PS&E for a new toll road west of Dallas and east of D/FW Airport.
Performed overall oversight and quality assurance/quality control on this project. The project included the design of four

Sam Houston Tollway/IH-10 Interchange - HCTRA - PROJECT MANAGER
PS&E design for a major, five-level interchange, including widening of 3.2 kilometer of IH-10, design of HOV lanes and
design of tollway mainlanes. Special multiple-level bents were used. This interchange design earned the ASCE Project
Achievement Award in 1989 and the 1989 AISC Prize Bridge Award.

Channel rectification of 2.8-miles of Sims Bayou from IH 45 to Swallow Street. Work included hydraulic analysis,

As a member of the technical advisor's group, performed a detailed review of the technical aspects of several major

Qatar-Bahrain Causeway Project - State of Qatar/Kingdom of Bahrain - PROJECT MANAGER
Project involved program management, design management and construction management services for the design,
construction and operation of a combined road and rail causeway connecting the State of Qatar with the Kingdom of
Bahrain. The twin track and four-lane fixed link causeway will consist of 22 kilometers of viaduct bridges, 18 kilometers
of built-up embankments across shallow estuaries and islands, and two long-span ship navigation crossings. Mr.
Abugattas conducted a peer review of the technical execution of the project services.
Automated People Mover - Dallas-Fort Worth Airport - QA/QC MANAGER
The scope involved the structural design and preparation of plans for the curved box girder portions of the elevated
automated people mover. The proposed facility consisted of preparing plans, specification and estimates for a continuous,
5-mile facility serving all concourses at the airport. The structure consisted of continuous steel box girders supported by
concrete columns and drilled shafts. Performed overall oversight and quality assurance/quality control on this project.
Intercontinental Houston Airport Automated People Mover - Houston Airport System (HAS) - PROJECT
MANAGER
The scope involved the structural design and preparation of plans for a 2,300-foot long, elevated automated people
mover that provides service between Terminals B and C. Performed overall oversight and quality assurance/quality
control on this project. The structure consisted of drilled shafts supporting concrete bents and prestressed concrete
girders.
Design/Build; Dallas, TX - GTE Sprint Communications Corporation - PROJECT MANAGER
Engineering design for a microwave transmission system from Chicago to Texas. Work included site preparation,
foundations, electrical, architectural and mechanical design for six junction stations and sixteen repeater stations.

Mr. Abugattas has over 50 years of experience in civil engineering – with extensive experience in project management and leadership of professional and technical personnel. He brings expertise in developing, planning, and designing major infrastructure projects. With emphasis on transportation projects, Mr. Abugattas has accumulated experience in highways, freeway and freeway interchange design, bridge structures, cofferdams, multi-story and industrial buildings, and management of multi-discipline teams involving architecture, civil, structural, hydraulic, environmental, electrical, mechanical, HVAC, corrosion protection studies, and marine structures. TRANSPORTATION/DOT PROJECTS: Loop 375 César Chávez Highway (Border Highway West): From the IH 10/US 85 Interchange to East of Park Street - TxDOT El Paso - PROJECT MANAGER Scope-of-work consisted of developing 30% preliminary engineering design (schematic design and layout) and documentation for proposed improvements to the proposed project including existing conditions analysis, alternative, determination of preliminary right-of-way (ROW) requirements, preliminary cost estimate (including cost of construction, ROW, utility adjustments development and evaluation, relocations, and road user costs); investigation of existing utilities; railroad impact evaluation, striping plan; side street access improvements; drainage improvements; ramp improvements (on/off); elevated structures (viaduct design) and interchange design. Proposed improvements include the implementation and incorporation of the proposed LP 375 (approximately 7.2-miles of viaduct) future managed lanes concepts, and resulting modifications to the existing US 85 facility, ramps and cross streets. Estimated construction cost: $600,000,000. Professional services were completed in September 2008 IH 10 Collector Distributor (Border Highway West): From SH 20 (Mesa St.) to Executive Center Boulevard Project - TxDOT El Paso - PROJECT MANAGER Scope-of-work consisted of developing Preliminary Engineering Design (schematic design and layout) and documentation for proposed improvements to I-10 for the proposed project including existing conditions analysis, determination of preliminary ROW requirements, preliminary cost estimate (including cost of construction, ROW, utility adjustments, relocations, and road user costs); investigation of utility adjustments; preliminary traffic control plan (including construction phasing and sequencing); striping plan; signing plan; side street access improvements; drainage improvements; ramp improvements (on/off); elevated structures, interchange design and illumination. Proposed improvements include the implementation and incorporation of the proposed IH 10 Collector-Distributor and proposed IH 10 future managed lanes concepts, and resulting modifications to the frontage roads and ramps. Estimated construction cost: $170 million. Professional services were completed in December 2007 Spur 601: US 54 to Loop 375 - TxDOT El Paso/J.D. Abrams, LP - PROJECT MANAGER This project involved the construction of a new six-lane, expressway 9.5-miles in length, including a five-level interchange at US 54, a three-level interchange at Airport Road, an elevated portion with frontage roads, three diamond interchanges, one overpass, two underpasses, and one floodway crossing structure. Involved in all phases of development for this project: project manager for preliminary engineering and schematic design of the entire corridor, project manager for PS&E for the three- level interchange, and project principal for roadway and bridges design for the design- build phase for the remainder of the corridor. FRANK ABUGATTAS CONTINUED   IH 10 (Katy Freeway) Reconstruction: West of Gessner Road to East of Campbell Road - TxDOT Houston - PROJECT PRINCIPAL This project (2.65-miles), located in a very congested area of Houston, was reconstructed from ten- to 22- lanes, including managed lanes (HOV and toll lanes), bridge structures, interchanges with braided ramps, drainage systems, storm water detention systems, signalized intersections, high mast lighting, signing, pavement marking, retaining walls, and sound walls. Mr. Abugattas ensured project staffing was adequate for scope and schedule. Cost: $204-million Inner Loop (Spur 601) Schematic: US 54 to Loop 375 - TxDOT El Paso - PROJECT MANAGER Project Manager and sub consultant for civil engineering of paving, grading, drainage, detention, sanitary sewers, and water mains for a multi-purpose facility which included a gymnasium, cafeteria, and day care center. Cost: $80,000. Spur 601/Fred Wilson Avenue/Airport Road Interchange - TxDOT El Paso - PROJECT MANAGER This project involved PS&E preparation for a three-level interchange. This interchange also included Sgt. Major Boulevard, main access to Fort Bliss/Biggs Army Airfield. The design elements included roadway, bridge structures, retaining walls, drainage, pump station, retention ponds, utility coordination, signalization, illumination, signing and markings, landscaping, traffic control plans, and construction sequencing. Extensive coordination with Fort Bliss was required. Services were provided under an accelerated schedule and concurrent with the schematic design for the Inner Loop corridor to meet the expansion of Fort Bliss. US 62/US 180 (Montana Avenue): Loop 375 to IH 10 - TxDOT El Paso - PROJECT MANAGER This project involved preliminary engineering and schematic design for a ten-mile corridor. Services included alternative analysis for four alternatives, analysis of different types of grade separations, geometric design, value engineering, traffic studies and analysis, and ITS analysis. Loop 375: Bob Hope Drive to Montana Avenue - TxDOT El Paso - PROJECT MANAGER The scope involved preliminary engineering design and schematic layout, including existing condition analysis, traffic engineering studies, ITS analysis and design, preparation of interchange alternatives, preliminary right-of-way requirements, preliminary cost estimates, coordination with various governmental agencies, investigation of utility adjustments, and preliminary traffic control plan and construction sequencing. Coalfields Expressway - Virginia Department of Transportation (VDOT) - PROJECT MANAGER The scope involved a new location 50-mile expressway from Pound, Virginia to the West Virginia State Line to be developed as a design-build-operate project. Performed preliminary engineering and supported cost estimating and negotiation efforts during the project acquisition phase. Steel Bridge Standards - TxDOT Bridge Division - PROJECT MANAGER The scope of work for this contract involved design and preparation of simple-span steel bridge standards for bridge widths of 26-, 30-, and 32-feet using LRFD design method; beam spans from 30- to 120-feet; and skews of 0-, 15-, and 30-degrees. US 75 at Spring Valley Road: Tunnel Ventilation; Dallas, TX - TxDOT Bridge Division - PROJECT MANAGER Phase I scope involved evaluation of the need for to provide ventilation for the proposed tunnel at the intersection of US 75 and Spring Valley Road, including normal operating service, emergency service(such as fire), and temporary service during construction. Phase II scope involved PS&E preparation for the proposed ventilation system. US 87 Widening: Victoria to Port Lavaca - TxDOT Yoakum - QA/QC MANAGER Responsible for reviewing drawings and performing quality assurance/quality control for this project. This project consisted of planning, preparation of schematic design and an environmental assessment for expanding two 16-kilometer segments of US 87 from two- to four-lanes. US 69 from Alto to CR 2717- TxDOT Tyler - QA/QC MANAGER Responsible for performing drawing checks and quality control. The project consisted of PS&E design for 19.3-kilometers of US 69, including adding two lanes with depressed median, adding a new bridge and retrofitting an existing bridge with a modified T502 bridge rail. SH 105 Loop Around Cleveland – TxDOT Beaumont - QA/QC MANAGER Responsible for reviewing drawings and performing quality control. This project consisted of preliminary engineering, environmental assessment and PS&E for an 8.5-kilometer highway on new location. IH 45(N): Cypresswood to Spring Cypress - TxDOT Houston - PROJECT MANAGER Responsible for reviewing drawings and performing quality control. The project consisted of preliminary design and bridge design reports/type selection for this major, $200 million, 18-bridge interchange of I-275 located at the Memorial Highway, Spruce Street/Airport Interchange. Also prepared an overall constructability report for this project. IH-35 (Laredo): Hidalgo Street to Shiloh Road - TxDOT Laredo - PROJECT MANAGER Widening of 7.13-kilometers of IH-35 from four- to six-lanes, including the widening of six bridges. Project scope included schematic design, bridge layouts, roadway and bridge design, retaining walls, drainage, utility relocation and traffic control. This project received the Total Quality Initiative Award for Teamwork from the TxDOT Laredo District. I-5/SR-22/SR-57 Interchange Reconstruction; Orange County, CA - Orange County Transportation Authority - Design Supervisor and Quality Control Manager Preparation of PS&E for a three-freeway interchange. The work included design of freeway and HOV lanes, as well as the design of over 17 bridges. This project won an award of merit for design excellence from the California chapter of ACEC, Consulting Engineers and Land Surveyors of California. IH-10 Reconstruction: Neches River to East of KCS RR Overpass; Vidor, TX - TxDOT Beaumont – QA/QC MANAGER Responsible for reviewing drawings, plans and specifications and performing quality control. The project consisted of the reconstruction of 11.9-kilometers of rural interstate highway and 0.8-kilometers of SH 12 with two new overpasses and replacements for nine highway bridges and one railroad bridge. I-280 (Southern Freeway Viaduct) Seismic Retrofit; San Francisco, CA - California Department of Transportation - PROJECT MANAGER Seismic retrofit design project. The project consisted of the seismic retrofit design for the southbound mainlanes of a 610-meter section damaged in the 1989 San Francisco earthquake. US 59 Widening: Clay to Franklin Streets - TxDOT Houston - PROJECT MANAGER PS&E for widening 1.6-kilometers of an existing elevated bridge section opposite downtown Houston from a six- to eight- lane configuration, while maintaining traffic on the existing lanes during construction. IH-45(N)/BW 8(N) Interchange - TxDOT Houston - PROJECT MANAGER This $40 million project consisted of PS&E design for four direct connectors in the northeast and southwest quadrants of the intersection to complete the interchange. Design included bridge widening. IH-35/Loop 20 Interchange - TxDOT Laredo - PROJECT MANAGER Design and preparation of PS&E for a five-level interchange between IH 35 and Loop 20, including design of a new four- lane divided freeway and existing freeway. Design included schematic and preliminary design, as well as final design of three of the eight direct connectors, two new bridges carrying IH 35 traffic, two new railroad bridges, drainage, illumination, traffic engineering, and traffic control during construction. Design of the new 2.5-miles of Loop 20 connecting IH 35 with the new international bridge IV included design of a three-level interchange at the intersection of Loop 20 and FM 1472. Reconstruction of IH-35 from Loop 20 to Uniroyal Road - TxDOT Laredo - PROJECT MANAGER Reconstruction and widening of the existing six-mile road from a four-lane divided freeway to a six-lane facility, two three-lane frontage roads. Included schematic and preliminary design, preparation of PS&E, and design of two underpasses, total length of 320-ft each, retaining walls, drainage, illumination and traffic control during construction. BRIDGE AND STRUCTURAL PROJECTS: Brays Bayou Bridge Replacements - Harris County Flood Control District (HCFCD) - PROJECT MANAGER Project included preparation of PS&E for three bridges, at South Main, South Braeswood and Greenbriar over Brays Bayou. Queen Isabella Causeway Cathodic Protection Evaluation - TxDOT Bridge Division - PROJECT MANAGER The scope of work for this project included the inspection and evaluation of five different cathodic protection systems previously installed, recording of electrical potentials at selected bents, obtain concrete core samples from selected bents for chloride testing and petrographic analysis, and visual inspection of all bents. A report was prepared to present the results of the inspection and propose recommendations for additional cathodic protection measures and repair of damaged areas. Kuykendahl Road Bridge Replacement over Cannon Gully - Harris County Engineering Department - PROJECT MANAGER PS&E for replacing a two-span timber construction bridge with a single span, prestressed concrete bridge structure.

Skinner Road Bridge Replacement Over Dry Creek - Harris County Engineering Department - PROJECT MANAGER PS&E for replacing a three-span timber construction bridge with a single span concrete structure. Tampa South Crosstown Expressway Extension: Tampa, FL - Tampa-Hillsborough County Expressway Authority - QA/QC MANAGER Responsible for reviewing drawings and performing quality control. This project consisted of a corridor analyses, traffic projections, EIS, and conceptual and preliminary engineering for a proposed new expressway in Tampa, Florida. The project study area covered over 310-square kilometers. IH 10/IH 410 Interchange - TxDOT San Antonio - PROJECT MANAGER Multi-level freeway interchange project. The project consisted of reconstructing the IH 10/IH 410 interchange to a four- level facility. Work included designing mainlanes, collectors, ramps and direct connector structures, drainage, retaining walls, illumination, traffic control and traffic design. Cost: $100 million IH 35 Widening (Round Rock) - TxDOT Austin - PROJECT MANAGER PS&E for widening 6.7-kilometers of freeway south of Round Rock, Texas. The scope of work included widening the existing roadway from four- to six-lanes and design of four major bridges. SH 45/Loop 1 Interchange; Austin, TX - Texas Turnpike Authority (TTA) - PROJECT MANAGER Responsible for performing overall project oversight and quality control for this project. The scope of work for this $90 million multilevel interchange included major roadway design, frontage road design and complex bridge design for a total length of 5.5-kilometers. Katy Inner Connector: NW Transit Center at IH-10 - Metropolitan Transit Authority of Harris County (METRO) - PROJECT MANAGER Project consisted of PS&E for the Katy Inner Connector, a 487-meter curved steel box beam connector with 762-meters of feeder roads that will permit traffic on the US 290 HOV to connect directly with IH 10. Martin Luther King, Jr. Bridge Rehabilitation - City of Dallas - QA/QC MANAGER Responsible for reviewing drawings and performing quality control. The project consisted of PS&E for renovating, widening and rehabilitating the 1077-meter MLK Bridge. Spring Cypress Road Bridge Replacement over Theiss Gully - Harris County Engineering Department - PROJECT MANAGER Replacement of an existing timber trestle bridge over Theiss Gully. Hardy Toll Road/IH-45 Interchange (Sections 10 and 17) - Harris County Toll Road Authority (HCTRA) - PROJECT MANAGER Design of this $30 million project that included PS&E for 6.76-kilometers of freeway, 2.38-kilometers of frontage access roads, six bridges, drainage and channel improvements, traffic control, and design of a multi-level interchange that included design of other appurtenances. Townsen Overpass at US 59 North - METRO - Project Manager Project consisted of preparation of plans, specifications and estimate of the Townsen Overpass Bridge at US 59 North. The overpass design used pre-stressed trapezoidal box beams and inverted-T bentcaps. International Bridge No. 1 and No. 2 - City of Laredo - PROJECT MANAGER The project involved inspection, analysis, recommendations for rehabilitation, and plan preparation for strengthening the existing structures after flood events in 1998. Work on this project, which will become one of the “gateways” to the United States from Mexico, included close coordination with the architectural designer. Sam Houston Tollway East - HCTRA - QA/QC MANAGER Responsible for reviewing drawings and performing quality assurance/quality control. The project consisted of PS&E for 5.56-kilometers of two-lane (north and southbound) divided tollway with nine bridges.

FRANK ABUGATTAS CONTINUED   Independent Engineering Review Construction Cost Estimate Report, Arch Bridge Design Concept; Dallas, TX - TxDOT Bridge Division - PROJECT MANAGER The project involved the preparation of a preliminary design and an independent cost estimate, as needed, for a signature arch bridge on Spur 336 across the Trinity River in Dallas, Texas. The main structure consisted of steel box girders. Foundation included two main abutments on drilled shafts. Architectural and engineering considerations, construction methods, and life cycle costs were evaluated for the preparation of the cost estimate and summary report. Served as Project Manager for this project. I 5/I 8 Interchange; San Diego, CA - California Department of Transportation - QA/QC MANAGER Responsible for reviewing drawings and performing independent check and quality control. The project consisted of a seismic retrofit design for the I-5/I-8 Interchange in San Diego, California, involving over 2,130-meters of freeway, including 11 bridges. North Central Expressway (US 75) - TxDOT Dallas - QA/QC MANAGER Responsible for quality control for the design of section S2 of the North Central Expressway (US 75) in Dallas, Texas. The project included reconstructing and widening two-miles of existing freeway (totally depressed), frontage roads (one-mile specially designed to cantilever out over the freeway mainlanes), five cross street bridges (post-tensioned concrete) and four miles of retaining walls. Total construction cost for the project was $110 million. Route 8/Route 5 Interchange; San Diego, CA - California Department of Transportation - QC Quality control for the seismic upgrade of eleven bridges in the Route 8/Route 5 interchange in San Diego, California. I 5/San Joaquin Hill Corridor Freeway; Orange County, CA - San Joaquin Hill Corridor Agency - PROJECT MANAGER Design of I 5/San Joaquin Hill Corridor freeway in Southern California. The project included reconstructing and widening 2.25-miles of existing freeway, constructing one mile of new freeway, one minor interchange, three bridges and two major connectors with a total of nearly two-miles of bridges (post-tensioned concrete). Total construction cost for the project was $110 million. Bridge Design - Harris County Engineering Department - PROJECT MANAGER Design of several local projects in Harris County, including one-mile of new street design and several bridge replacement projects. Total estimated cost for all projects was $5 million. IH 45, Bridges Across Spring Creek - HCTRA - PROJECT MANAGER Design of a 4.2-mile section of the Hardy Toll Road. Design included one major connector to IH 45, two bridges and six major bridges across Spring Creek. The mainlane bridge is 900-feet long and 220-feet wide. Total cost $60 million. Sam Houston Toll Road between Buffalo Bayou and Westview - HCTRA - PROJECT MANAGER Design of a section of the Sam Houston Toll Road between Buffalo Bayou and Westview, total length of three miles. Design included the interchange between IH 10 and the Toll Road (approximately four-miles of bridges), including 1.5- miles of depressed freeway and several undercrossings. Total cost is $80 million. Hardy Toll Road/IH 610 Interchange - TxDOT Houston - PROJECT MANAGER Design of the Hardy Toll Road connection to the IH 610 freeway, including four-miles of freeway, widening of existing IH 610, one major railroad overpass (1500-ft) and five major connectors. Total cost is $50 million. HOV Lane at Interstate IH 45 – TxDOT Houston - PROJECT MANAGER Design of three and one-half miles of freeway and HOV Lane at Interstate IH 45. Design included three overpasses, a major bridge over Sims Bayou and channel rectification work. Total cost was $40 million. IH 35 from North US 79 to the Travis County Line; Williamson County - TxDOT - PROJECT MANAGER Widening of four-miles of freeway at IH 35 from North US 79 to the Travis County line. Work included widening and rectification of four existing highway bridges and a new railroad overpass. Total cost: $20 million. Transco Park Fountain; Houston, TX - Transco Tower Ltd - PROJECT MANAGER Preliminary design, evaluation of construction alternates and cost estimate for the Transco Park Fountain. The fountain structure was a concrete structure 180-feet in diameter at ground level and 90-feet high and included five levels of concrete planters, an underground pumping station, an irrigation system, lighting and HVAC. Overall quantities for the project included 4500-cubic yards of cast in place concrete and 600,000-lbs. of reinforcing steel. Large Diameter Sheet Pile Dolphin; Houston Ship Channel - Coastal Industrial Water Authority - PROJECT MANAGER Design of large diameter sheet pile dolphin to protect thrust blocks from wave action and barge traffic along the Houston Ship Channel. Required structures for the protection of large pipeline for water supply crossing the ship channel.

Overall dimensions of the building were 60- by 560- feet. Hahn & Clay; Houston, TX - PROJECT MANAGER Design of a fabrication building 100-feet wide, 400-feet long, and 60-feet high. Design included support structure for one 100-ton overhead crane and one 20-ton overhead crane. The design also included modifications of existing columns and foundations supporting a 200-ton overhead crane. Design of a fabrication building 70-feet wide and 400-feet long, including supporting structure for one 50-ton overhead crane. Design of special foundation for a vertical boring and milling machine. Overall dimensions of the foundation were 50-feet, by 140-feet and 12-feet deep. Ferry Landing and Electrical Upgrade; Corpus Christi, TX - TxDOT Bridge Division- PROJECT MANAGER The scope included PS&E for new ferry landing #9 including tower and ramp at the Mustang Island Ferry Landing, which is part of the Port Aransas Car Ferry System. The project structural support of the ramps and support and included an upgrade of the electrical power supply for the entire Mustang Island Ferry Landing. Served as Project Manager for this project. ROADWAY PROJECTS: Sam Houston Toll Road between Buffalo Bayou and Westview - HCTRA - PROJECT MANAGER Design of a section of the Sam Houston Toll Road between Buffalo Bayou and Westview, total length of three miles. Design included the interchange between I 10 and the Toll Road (approximately four miles of bridges), including 1½ miles of depressed freeway and several undercrossings. Total cost is $80 million. A significant portion of the alignment was depressed. This project earned the ASCE Project Achievement Award in 1989 for innovative design, as well as the 1989 AISC Prize Bridge Award. Sam Houston Parkway/JFK Interchange - TxDOT Houston - PROJECT MANAGER or PS&E for four-level interchange near George Bush Intercontinental Airport, including two direct connectors, 4.6 kilometers of freeway and replacement of 9.5 kilometers of frontage roads. George Bush Turnpike (XXVII) (190T-W): Beltline to SH 114 - NTTA - QA/QC MANAGER Schematic design, environmental re-evaluation and PS&E for a new toll road west of Dallas and east of D/FW Airport. Performed overall oversight and quality assurance/quality control on this project. The project included the design of four miles of toll road including several structures that used concrete prestressed girders on bent caps and drilled shafts. Sam Houston Tollway/IH-10 Interchange - HCTRA - PROJECT MANAGER PS&E design for a major, five-level interchange, including widening of 3.2 kilometer of IH-10, design of HOV lanes and design of tollway mainlanes. Special multiple-level bents were used. This interchange design earned the ASCE Project Achievement Award in 1989 and the 1989 AISC Prize Bridge Award. VARIOUS DESIGN PROJECTS: Sims Bayou Channel Rectification - Harris County Flood Control District - PROJECT MANAGER Channel rectification of 2.8-miles of Sims Bayou from IH 45 to Swallow Street. Work included hydraulic analysis, preparation of construction drawings, specifications and bid documents. The twin track and four-lane fixed link causeway will consist of 22 kilometers of viaduct bridges, 18 kilometers of built-up embankments across shallow estuaries and islands, and two long-span ship navigation crossings. Mr. Abugattas conducted a peer review of the technical execution of the project services. Automated People Mover - Dallas-Fort Worth Airport - QA/QC MANAGER The scope involved the structural design and preparation of plans for the curved box girder portions of the elevated automated people mover. The proposed facility consisted of preparing plans, specification and estimates for a continuous, 5-mile facility serving all concourses at the airport. The structure consisted of continuous steel box girders supported by concrete columns and drilled shafts. Performed overall oversight and quality assurance/quality control on this project. Intercontinental Houston Airport Automated People Mover - Houston Airport System (HAS) - PROJECT MANAGER The scope involved the structural design and preparation of plans for a 2,300-foot long, elevated automated people mover that provides service between Terminals B and C. Performed overall oversight and quality assurance/quality control on this project. The structure consisted of drilled shafts supporting concrete bents and prestressed concrete girders. Design/Build; Dallas, TX - GTE Sprint Communications Corporation - PROJECT MANAGER Engineering design for a microwave transmission system from Chicago to Texas. Work included site preparation, foundations, electrical, architectural and mechanical design for six junction stations and sixteen repeater stations.
