suspect, who was repeatedly shooting at him, while being chased by Ballard
on foot, through the backyards of a residential neighborhood. Officer Ballard
risked his own life to protect innocent citizens who were in the potential
trajectory of Officer Ballard’s return gunfire. Officer Ballard, ultimately, safely
returned gunfire, killing the fleeing criminal, before he could harm other
innocent citizens.”

man was likely in cardiac failure. He quickly and expertly administered a pre-
cardio thump to the man’s sternum, restarting his heartbeat, and breathing,
moments before Fire Department Rescue Personnel arrived. Sgt. Ballard’s
professionalism and calm delivery of emergency medical care resulted in the
saving of a life”
