CAADP Biennial Review
• The CAADP is the overarching framework for
Agricultural development in Africa
• In 2014 the African Heads of State agreed
• to strengthen the CAADP framework
• by defining 7 further commitments to aid
Agriculture transformation
• Within Commitment number 7 on
Strengthening Mutual Accountability to
Actions and Results,
• They also committed to conducting a review
of the agriculture Sector
• Every two years (hence Biennial Review (BR))
• To track the progress towards achieving the
targets within the 7 commitments.

Performance overview
• First BR reporting started in 2017 (BR1)
• Repeated in 2019 (BR2) and 2021 (BR3)
• In practice, the BR assesses each country’s
Agricultural Sector progress
• against the targets set for each of the indicators
developed to track performance for each
commitment
• The BR data collection tools track ~46
indicators spread across the 7 commitment
areas (themes)
• Performance on each indicator is scored and
judged using set criteria and scores are
aggregated all the way to the Theme level
• Theme scores are also aggregated into an
overall composite score and this forms the
basis for country rankings
• Many of these data analysis steps are
implemented by the electronic system termed
the eBR
• Results have varied over time and across countries.
• Continentally though, the key statistics of performance
are as follows:
• The First BR: 47 out of 55 countries participated fully
• 17 out of the 47 were on track to achieving the targets in
2025 (threshold was 3.94)
• Rwanda (1st), Mali (2nd) and Morocco (3rd) were the top
performers.
• The Second BR: 49 out of 55 countries participated fully
• 4 countries were on track (threshold was 6.66)
• Top performers: Rwanda (7.24), Morocco (6.96), Mali
(6.82) and Ghana (6.67). 36 made tremendous progress
from BR2
• The Third BR:51 out of 55 AU countries participated
• Rwanda was on Track (passed the threshold of 7.28)
• 21 countries are regarded as progressing well (scored 5
and above, but less than the 7.28 benchmark)
• So far Africa as a continent scores just 4.32 ie not on track

Challenges
• Process challenges
• (i) the (un)timely collection, cleaning, and analysis of the data;
• (ii) the limited resources to support the multi-stakeholder validation of the draft national BR
reports; and
• (iii) the impacts of, and restrictions imposed in some Member States due to the COVID-19
pandemic.
• Limited trained personnel within countries to carry out data collection timeously
• Data Challenges
• Low quality of data for some indicators eg post-harvest loss,- still a challenge
• Missing data for other indicators
• eg food safety, trade in services and other commodities, resilience households, women empowerment
etc

Lessons Learnt
• Coordination Between RECs and countries and within countries increases likelihood of countries collecting better
data
• Data clusters important: Countries which created data clusters along the 7 Malabo themes were more likely to
reduce areas of missing data
• The Zimbabwe, Mozambique, Kenya, Malawi, Senegal, Togo, Burkina Faso, Uganda, Botswana and Benin
• Review of past performance and early planning eg Zimbabwe, Mozambique, Kenya, Malawi, Senegal, Togo, Burkina Faso,
Uganda, Botswana and Benin
• While they cost resources, validation meetings at both national and regional level are critical for improving data quantity
and quality
• Training more national and regional experts is important for improving data quality and quantities
• Strengthening the role of Joint sector reviews (JSR) in BRs by incorporating BR indicators in JSRs can advantage the BR
• eBR has proven to be very useful for improving data quality and for time saving.

Plans for the 4th Biennial Review
• The process for the 4th Biennial Review has already started
• Led by the African Union and AUDA, a series of meetings involving many technical partners
have taken place thus far to look back and plan ahead
• Critical analysis of the recent BR cycles has been carried out
