CAADP Biennial Review
• The CAADP is the overarching framework for
Agricultural development in Africa
• In 2014 the African Heads of State agreed
• to strengthen the CAADP framework
• by defining 7 further commitments to aid
Agriculture transformation
• Within Commitment number 7 on
Strengthening Mutual Accountability to
Actions and Results,
• They also committed to conducting a review
of the agriculture Sector
• Every two years (hence Biennial Review (BR))
• To track the progress towards achieving the
targets within the 7 commitments.

Performance overview
• First BR reporting started in 2017 (BR1)
• Repeated in 2019 (BR2) and 2021 (BR3)
• In practice, the BR assesses each country’s
Agricultural Sector progress
• against the targets set for each of the indicators
developed to track performance for each
commitment
• The BR data collection tools track ~46
indicators spread across the 7 commitment
areas (themes)
• Performance on each indicator is scored and
judged using set criteria and scores are
aggregated all the way to the Theme level
• Theme scores are also aggregated into an
overall composite score and this forms the
basis for country rankings
• Many of these data analysis steps are
implemented by the electronic system termed
the eBR
• Results have varied over time and across countries.
• Continentally though, the key statistics of performance
are as follows:
• The First BR: 47 out of 55 countries participated fully
• 17 out of the 47 were on track to achieving the targets in
2025 (threshold was 3.94)
• Rwanda (1st), Mali (2nd) and Morocco (3rd) were the top
performers.
• The Second BR: 49 out of 55 countries participated fully
• 4 countries were on track (threshold was 6.66)
• Top performers: Rwanda (7.24), Morocco (6.96), Mali
(6.82) and Ghana (6.67). 36 made tremendous progress
from BR2
• The Third BR:51 out of 55 AU countries participated
• Rwanda was on Track (passed the threshold of 7.28)
• 21 countries are regarded as progressing well (scored 5
and above, but less than the 7.28 benchmark)
• So far Africa as a continent scores just 4.32 ie not on track

Challenges
• Process challenges
• (i) the (un)timely collection, cleaning, and analysis of the data;
• (ii) the limited resources to support the multi-stakeholder validation of the draft national BR
reports; and
• (iii) the impacts of, and restrictions imposed in some Member States due to the COVID-19
pandemic.
• Limited trained personnel within countries to carry out data collection timeously
• Data Challenges
• Low quality of data for some indicators eg post-harvest loss,- still a challenge
• Missing data for other indicators
• eg food safety, trade in services and other commodities, resilience households, women empowerment
etc

Lessons Learnt
• Coordination Between RECs and countries and within countries increases likelihood of countries collecting better
data
• Data clusters important: Countries which created data clusters along the 7 Malabo themes were more likely to
reduce areas of missing data
• The Zimbabwe, Mozambique, Kenya, Malawi, Senegal, Togo, Burkina Faso, Uganda, Botswana and Benin
• Review of past performance and early planning eg Zimbabwe, Mozambique, Kenya, Malawi, Senegal, Togo, Burkina Faso,
Uganda, Botswana and Benin
• While they cost resources, validation meetings at both national and regional level are critical for improving data quantity
and quality
• Training more national and regional experts is important for improving data quality and quantities
• Strengthening the role of Joint sector reviews (JSR) in BRs by incorporating BR indicators in JSRs can advantage the BR
• eBR has proven to be very useful for improving data quality and for time saving.

Plans for the 4th Biennial Review
• The process for the 4th Biennial Review has already started
• Led by the African Union and AUDA, a series of meetings involving many technical partners
have taken place thus far to look back and plan ahead
• Critical analysis of the recent BR cycles has been carried out
Activity Deadline
1) Critical analysis reports, draft reviews and new proposals of old and new indicators were presented by BR
Technical Working Groups in Yaoundé

2) .– Integration of the final comments and updating of the BR reporting tools by Team Leaders 8th August - 27th

3) Meetings with RECs and each Team Leader of TWG to look at all the new indicators under each commitment:

4) Complete re-design of reporting tools / Update the BR reporting tools: Technical Guidelines, Country Reporting
Template including the questionnaire on the impact of Covid-19, and the e-BR system.

5) Share the revised BR reporting tools with the Task Force Team Leaders (last feedback update) 1st October 2022
6) e-BR team meeting with RECs to discuss on the interoperability e-BR at regional level and other related issues on
the eBR system

  • 3. #2022ReSAKSS #2022ATOR CAADP Biennial Review • The CAADP is the overarching framework for Agricultural development in Africa • In 2014 the African Heads of State agreed • to strengthen the CAADP framework • by defining 7 further commitments to aid Agriculture transformation • Within Commitment number 7 on Strengthening Mutual Accountability to Actions and Results, • They also committed to conducting a review of the agriculture Sector • Every two years (hence Biennial Review (BR)) • To track the progress towards achieving the targets within the 7 commitments.
  • 4. #2022ReSAKSS #2022ATOR Performance overview • First BR reporting started in 2017 (BR1) • Repeated in 2019 (BR2) and 2021 (BR3) • In practice, the BR assesses each country’s Agricultural Sector progress • against the targets set for each of the indicators developed to track performance for each commitment • The BR data collection tools track ~46 indicators spread across the 7 commitment areas (themes) • Performance on each indicator is scored and judged using set criteria and scores are aggregated all the way to the Theme level • Theme scores are also aggregated into an overall composite score and this forms the basis for country rankings • Many of these data analysis steps are implemented by the electronic system termed the eBR • Results have varied over time and across countries. • Continentally though, the key statistics of performance are as follows: • The First BR: 47 out of 55 countries participated fully • 17 out of the 47 were on track to achieving the targets in 2025 (threshold was 3.94) • Rwanda (1st), Mali (2nd) and Morocco (3rd) were the top performers. • The Second BR: 49 out of 55 countries participated fully • 4 countries were on track (threshold was 6.66) • Top performers: Rwanda (7.24), Morocco (6.96), Mali (6.82) and Ghana (6.67). 36 made tremendous progress from BR2 • The Third BR:51 out of 55 AU countries participated • Rwanda was on Track (passed the threshold of 7.28) • 21 countries are regarded as progressing well (scored 5 and above, but less than the 7.28 benchmark) • So far Africa as a continent scores just 4.32 ie not on track
  • 5. #2022ReSAKSS #2022ATOR Challenges • Process challenges • (i) the (un)timely collection, cleaning, and analysis of the data; • (ii) the limited resources to support the multi-stakeholder validation of the draft national BR reports; and • (iii) the impacts of, and restrictions imposed in some Member States due to the COVID-19 pandemic. • Limited trained personnel within countries to carry out data collection timeously • Data Challenges • Low quality of data for some indicators eg post-harvest loss,- still a challenge • Missing data for other indicators • eg food safety, trade in services and other commodities, resilience households, women empowerment etc
  • 6. #2022ReSAKSS #2022ATOR Lessons Learnt • Coordination Between RECs and countries and within countries increases likelihood of countries collecting better data • Data clusters important: Countries which created data clusters along the 7 Malabo themes were more likely to reduce areas of missing data • The Zimbabwe, Mozambique, Kenya, Malawi, Senegal, Togo, Burkina Faso, Uganda, Botswana and Benin • Review of past performance and early planning eg Zimbabwe, Mozambique, Kenya, Malawi, Senegal, Togo, Burkina Faso, Uganda, Botswana and Benin • While they cost resources, validation meetings at both national and regional level are critical for improving data quantity and quality • Training more national and regional experts is important for improving data quality and quantities • Strengthening the role of Joint sector reviews (JSR) in BRs by incorporating BR indicators in JSRs can advantage the BR • eBR has proven to be very useful for improving data quality and for time saving.

  • 9. #2022ReSAKSS #2022ATOR Plans for the 4th Biennial Review • The process for the 4th Biennial Review has already started • Led by the African Union and AUDA, a series of meetings involving many technical partners have taken place thus far to look back and plan ahead • Critical analysis of the recent BR cycles has been carried out

Activity Deadline 1) Critical analysis reports, draft reviews and new proposals of old and new indicators were presented by BR Technical Working Groups in Yaoundé 8th –12 th August 2022 2) .– Integration of the final comments and updating of the BR reporting tools by Team Leaders 8th August - 27th Sept 2022 3) Meetings with RECs and each Team Leader of TWG to look at all the new indicators under each commitment: 13th Sept 2022 4) Complete re-design of reporting tools / Update the BR reporting tools: Technical Guidelines, Country Reporting Template including the questionnaire on the impact of Covid-19, and the e-BR system. 27th – 30th September 2022 5) Share the revised BR reporting tools with the Task Force Team Leaders (last feedback update) 1st October 2022 6) e-BR team meeting with RECs to discuss on the interoperability e-BR at regional level and other related issues on the eBR system 3th October 2022 7) Completed Technical documents for the 4th BR cycle 20th October 2022 8) Translation of the E-BR system ….. October 2022 9) Stakeholder learning and feedback sessions: a) Malabo Policy Learning Event (MAPLE) b) 18th CAADP Partnership Platform c) CAADP Permanent Secretaries retreat – Advocacy, multi-sectoral engagement 28 – 29 Nov 2022 30 Nov – 02 Dec 2022 ….. Dec 2022 10) Training of Trainers (ToT) on the updated CAADP BR reporting tools (Technical Guidelines, Country reporting templates): 05 – 09 December 2022 Draft schedule of activities for the 4th BR Cycle 2022/2023
  • 11. 11) Complete re-design of reporting tools – any changes to e-BR, Reporting Templates and Technical Guidelines. 12th – 16th December 2022 12) Mobilization of Member States (to participate in BR trainings and other activities) 12th Dec 2022 – 20th Jan 2023. 13) Continental Training of National Experts on the updated CAADP BR reporting tools last week of January 2023 (23 – 27 January 2023) 14) Communication and Advocacy – Media campaign. Media Training and awareness creation on the 4th BR cycle 30th January – 1st February 2023 15) Data collection at national level 2nd February – 30th April 2023 16) Data cleaning and assessment for completeness and accuracy – includes technical backstopping by BR trainers 01st – 15th May 2023 17) Data validation at country level (invite all key stakeholders including NSAs, civil society, private sector, farmer organizations, Development partners, ) 15th May - 15th June 2023 18) Policy dialogues with the PAP parliamentarians on the BR, drive visibility, advocate and commitment (PAP Committee on Rural Economy, Agriculture, Natural Resources and Environment 21-23 March 2023 19) Stakeholder learning and feedback sessions: a) Permanent Secretaries Retreat b) Malabo Policy Learning Event (MAPLE) – focused on the BR c) 19th CAADP Partnership Platform June – July 2023 20) Final Last Day for submission all national data entry into the e-BR system 15th July 2023
