academic hair splitting and
pedantry but a simple statement of
facts.

This is about gross tax evasion in
Pakistan which is a case of a class
of tax evaders and crooks
practically taken over the Pakistani
state progressively since
independence from British rule in
1947.
It is hoped that this work would act
as a primer for more detailed
studies.
Historical Background

India was conquered by a private British
company known as English East India
Company between 1740 and 1849.
In 1858 English East India Company
was taken over by British Crown and
Indias control passed into hands of
British government.
While English East India Companys
prime objective was profit , British
Indian governments objective was profit
as well as strategic domination of India
and the surrounding region.
While English East India Companys rule
was consolidated through three

distinctly separate geographic centres
viz Madras,Bengal and Bombay , British
Indian governments political and
military centre of gravity was Northern
India.
Punjab which today constitutes modern
Pakistan .
Punjab of that time which included
present KP Province of Pakistan as well
as Indian Punjab and Haryana and Delhi
(from 1858 to 1911) derived its
importance from its strategic location ,
viz border with Afghanistan as well as

its primacy as main recruiting area for
Indian Army after 1885.
Canals were constructed by the English
East India Company for profit.
Thus in 1851 Upper Bari Doabs
excavation from Madhopur Headworks
commenced.
The companys strategic idea was to
create a system of incentives for the
Sikhs who ruled Punjab till 1849 and
offer them a profitable and honourable
replacement in shape of fertile canal
irrigated land as a replacement for their
lost kingdom.

In words of eminent Punjab
administrator Thorburn the profits
from plough and hoe would
reconcile the disbanded Khalsa to
the loss of sword and Musket.
This first canal known as Upper Bari
Doab Canal was completed in 1861.By
1889 the canals interest account was
cleared as per Thorburn (page-264-The
Punjab in Peace and War- S.S Thorburn
1904).The canal irrigated 800,000 acres
and generated an annual profit of 12 %
on total capital invested to build it ,
which was a million and three quarters
of a sterling.

Similar was the case with various canals
constructed by the British in areas
comprising present Pakistan.
However the scenario changed totally
after creation of Pakistan in 1947.
Aid Seeking State
Pakistan can be rightly termed as an ”
Aid Seeking State” .
Right after its creation Pakistans
founder Mr Jinnah requested US for an
aid package.
As per eminent US-Pakistani analyst Dr
Hamid Hussain :--

“ (Mr. Jinnah sent a special envoy Mir Laiq Ali to
Washington in September 1947 asking for $2 billion
aid. Mind boggling numbers and complete disconnect on
part of Pakistani leaders when looked in the context that
U.S. had not yet started Marshal plan for war ravaged
Europe. U.S. set aside $4 billion for reconstruction of
whole Europe in April 1948 “.
Since September 1947 Pakistan has
remained an aid seeker state
demanding and mostly getting aid from
worldwide.And in the process Pakistans
various leaders have worked on various
foreign policy initiatives which damaged
Pakistan as well as its neighbouring
countries.

The essential conclusion that I reached
after reading Pakistani history was that
if governed properly Pakistan did not
need any foreign financial aid .
We will start with Pakistans agricultural
sector as an example and use Pakistans
irrigation system as a yard stick to
measure Pakistans phenomenal
agricultural economy of ripping off the
state and gross tax evasion .The figures
are mind boggling .
As earlier stated this is a primer which
aims at drawing academic as well as

international attention to a mafia culture
based on gross fraud and tax evasion .

Case of tax evasion and corruption
In a brief nutshell the following facts
speak for themselves :--
The annual revenue assessment of
canal tax ( known as
abiana/maliana) Pakistans largest

province Punjab is 3 Billion
Rupees.Exchange rate of Rupees to
US Dollar is approximately 100
Rupees= 1 USD.
45 % or less of this 3 Billion
Irrigation tax is actually collected
by the Pakistani state .
Pakistani state spends annually 6
to 7 Billion Rupees on maintaining
Punjabs irrigation system.So the
state is subsidizing a whole bunch
of some 50 million tax evaders who
are making big money from
agricultural sector.

Thus while the state charges Rs
100 per acre or roughly 1 US Dollar
per acre for a six months crop and
thus a total of 2 USD per acre per
annum , a farmer earns something
like 70,000 to 120,000 Rs per
year.In US Dollars this income
comes to 700 USD per acre per
annum to 1200 USD per acre per
annum.This is if he farms his own
land himself.If a farmer is a
absentee landlord and he rents his
land , he earns approximately
50,000 Rs to 70,000 Rs per acre or

in US Dollars 500 to 700 USD per
acre per annum.
So a man who earns 500 to 700
USD per acre per annum pays the
state only 2 USD per acre per
annum .And in more than 50 %
cases does not pay this 2 USD per
acre at all.
At time of independence British
administrators canal revenue tax
collection was from 90 to 100
percent but since independence the
canal revenue decreased from 90
% to some 45 % as of today.

In addition there is no other tax on
the farmer who makes 700 to 1200
USD per acre per annum or on the
absentee landlord who makes 500
USD to 700 USD per acre per
annum.
If even for example 50 USD per
acre tax is charged from Pakistans
agriculturists who farm some
14,417,464 Hectares of land ,
Pakistan would not need any
external aid .
Now World Bank response was
totally negative and a failure in this
particular case. World Bank

insisted that Pakistan privatize its
canal tax collection system.Thus 5
out 17 Superintendent Engineering
Canal circles were privatized.As a
result canal tax collection further
decreased .This was because the
canal management committees
created as a result of the world
bank initiative or more
appropriately world bank faux pas
consisted of landholders who had a
vested interest in tax
evasion.These landholders
controlling private canals resorted
to further malpractises like

allotting more water to their
favorites while charging them less
or nothing and less water to their
opponents or those who did not
oblige them.
Mr Javaid Toosy a retired Irrigation
Department officer who I
interviewed stated that British
system of canal revenue
assessment was based on 200
years lessons.Under this system he
said the canal patwari ( assessor)
made meticulous assessments of
how much water a farmer used in
each sub district and village.As a

result of World Banks faux pas now
this whole system is being
dismantled and the appointment of
canal patwari which was the
backbone of Irrigation tax system
is altogether being abolished.
Mr Javaid Toosy also quoted his
teacher Professor Tenton of
University of South Hampton UK
who had assessed in 1990s that
this World Bank scheme would be a
total failure.
Tax Evasion in Industry ,Real
Estate and Stock Market

Pakistanis excel in tax evasion in
all other sectors other than
agriculture also. Thus a study by a
private think tank concluded as
below.
In Pakistan’s 20 years History
Revenue has fallen from 18% to
9% of GDP.This ratio is one of the
lowest in the world. Only some
1600 companies are paying 85 %
of total tax.
Major multi billion profit making
sectors like stock market , real
estate , services etc are almost
exempt from paying any taxes.

2% rich owns 80% of country’s
wealth.
No new small or medium
indigenous industry can sustain as
they cannot compete with foreign
goods smuggled inside the country
under the guise of Afghan Transit
Agreement etc.
Non development expenditures has
Increased 350% during this period.
A corruption of 500 Billion
Rupees/Annum is only in Federal
Bureau of Revenue as admitted by
Pakistans Finance Minister
Shoukat Tareen publicly in 2009.

FALSE ARGUMENTS OF PAKISTANS
ROLE IN COLD WAR ,WAR ON
TERROR
Pakistani politicians and
institutional leaders present
various bogus arguments about
Pakistans role in cold war and war
on terror.
In Cold War Pakistans role was not
as inflated as presented.Almost
half of financial and material aid for
Soviet Afghan War was either
pocketed by Pakistani generals or
diverted into other projects like

covert operations like Indian
Kashmir etc.
Before arrival of foreign aid for
Soviet Afghan War , Pakistans
economy was in real bad
shape.One could not drive from
Pakistans main town of Lahore to
Multan without breaking your cars
shocks. But all became heavens
after December 1979.Pakistani
state despite massive corruption
gained the most in Soviet Afghan
War in terms of foreign aid and
economic growth.

In so called war on terror Pakistani
state claims that it suffered huge
economic losses.The real facts are
that Pakistans economy
experienced record growth
between 2001 and 2008.Real
estate prices particularly increased
by 100 to 450 % in various
Pakistani urban areas.

instability and a choice between a
breakdown like (a) Somalia (b)
Afghanistan or (c) Yugoslavia.
4. Pakistans tax evasion and
corruption system which offers no
hope to its youth is creating a vast
reservoir of potential terrorists and
criminals and within a decade
Pakistans instability can lead to a
major regional crisis.

powers need to tackle Pakistans
internal economic issues failing
which Pakistan will remain a major
threat to regional stability in Middle

acted as catalysts for Pakistans

in Pakistan.
