CHUCK CROSS is Senior Vice President of Consumer Protection and Nondepository Supervision for the
Conference of State Bank Supervisors. In this role he oversees multistate mortgage supervision, money
services businesses and other nonbank supervisory areas. Emphasis includes policy, examination
protocols, and coordination of multistate supervision. Chuck was on detail assignment to the U.S.
Department of Treasury as a “Founding Member” of the CFPB Implementation Team from 2010 to 2011.
His responsibilities included early process development for supervision and response to consumer
complaints. Chuck was the Director of the Washington DFI Division of Consumer Services. Prior to
Director, Chuck was the Division’s Enforcement Chief. He was one of the key investigators and
negotiators in the Household Finance and Ameriquest Mortgage cases, two of the largest predatory
