(Challenges and Solutions) • Challenges and Risks The lack of trust in the citizens. The resistance and fear to the change. The high level of bureaucracy could lead the lack of goals fulfillment. • Solutions Create incentives for citizens dare to use government services provider through electronic government system. Reduce the level of bureaucracy developed more action plans.
