are not "active."
This stunts the actual growth of Google+ itself
because although users are signing up, and are
familiarizing themselves with what the site has to
offer they aren't actively using the site and
therefore, Google+ can be considered a Ghost
Town.
One of the reasons why Google+ may be a Ghost
Town is because the site doesn't set itself far apart
from the rest of the Social Networking sites where
a user would favor it over Facebook, or Instagram
and therefore, people are prone to overlook it.
