Action needed:
Encourage Adaptive Reuse in revisions to the comprehensive plan.

Adaptive Reuse: church to apartments As part of the Dark Store provisions, P&Z did not forward any Adaptive Reuse provisions for Big Boxes. Action needed: Council should send this back to P&Z for more work.

Forms-based Codes
Rather than zoning for use, zone for the size, shape, streetscape and density.
This allows mixed uses, lets jobs and services be in neighborhoods
Central Business District approximates this idea now.
Action Needed:
Put Forms-based codes into the Comprehensive Plan.
Do the first experiment in the RR lands - they need to be rezoned.
