My response was YES; ifyou can prove the fire hydrant was in fact out of service. Fast-forward...Italia sent me an email with great news about theoutcome of her NYC parking ticket fight. She won because herphotograph of the fire hydrant clearly, unequivocally, without ashadow of a doubt, persuaded the NYC parking ticket judge thepump was not pumping. Parking Ticket dismissed.
