During that time I havebeen charged with the task of reviewing drainage plans submitted by developers. Please be assured that the Cityof Mulvane is sensitive to the impact that new development has on its citizens and in particular the impact onexisting drainage conditions.In 2001 we assisted the City in drafting a Storm Water Drainage Policy. This policy went further than the existingSubdivision Regulations, in requiring "zero increase in runoff" for new developments. The policy also requires thata Kansas licensed engineer prepare a Master Drainage Plan and supporting computations. In addition to meetingCity requirements, we will review plans for compliance with State and Federal storm water regulations, includingerosion control.I have reviewed the Executive Summary and Drainage System Drawing as proposed by MKEC EngineeringConsultants, Inc. for the above referenced. It is my opinion that the proposed drainage improvements will meet orexceed the City of Mulvanes Storm Water Drainage Policy. As outlined in MKECs executive summary, a detentionpond facility will be constructed with outflow rates that are less than the existing conditions.
