We develop an open web-based forum system 
called COLLAGREE (COLLective, COLLaborateive, AGREEment)
Background and Goal 
Some management-level people are checking the newly 
created contents in open-source projects. 
From viewpoint of collective intelligence, some level of 
management or control are required. 
→ Some management-level people avoid flaming 
and check some contents. 
Facilitator: who adequately coordinate, lead, integrate, 
classify, and summarize discussion.

Related Work 
Climate CoLab is one of the most 
famous web-based collective 
intelligence projects. The goal of 
Climate CoLab is to harness the 
collective intelligence of thousands of 
people from all around the world to 
address global climate change. 
This is a crowdsourcing platform 
where citizens work with experts and 
each other to create, analyze, and 
select detailed proposals for what to 
do about climate change. 
They do not have “facilitators”.

so that they can search it afterwards. 
④ Facilitation tab from which a facilitator 
can input his/her instructions tor the 
participants. 
⑤ Reminders for participants. It sends 
emails as well as reminders when some 
related events happen.

  • 4. Background and Goal Need for a large-scale discussion and gathering opinions City planning Design Direct democratic discussion has ito@nitech.ac.jp been focused very much. New products was developed using much user voice. Some fields need for a large-scale consensus We develop an open web-based forum system called COLLAGREE (COLLective, COLLaborateive, AGREEment)
  • 5. Background and Goal Some management-level people are checking the newly created contents in open-source projects. From viewpoint of collective intelligence, some level of management or control are required. → Some management-level people avoid flaming and check some contents. Facilitator: who adequately coordinate, lead, integrate, classify, and summarize discussion. ito@nitech.ac.jp Wikipedia Real-world workshops Wikipedia and Linux projects Real workshop in collaborative group City planning division|Workshop with about 15 persons Design division|Brain storming with 4 persons → The real-world workshops are coordinated by a facilitator. We introduce facilitators and support functions into an large-scale online discussion.
  • 6. Supporting Facilitators In our system, some human facilitators coordinate the large-scale discussion. We develop the support functions to support facilitators for coordinating discussion.
  • 7. Related Work Climate CoLab is one of the most famous web-based collective intelligence projects. The goal of Climate CoLab is to harness the collective intelligence of thousands of people from all around the world to address global climate change. This is a crowdsourcing platform where citizens work with experts and each other to create, analyze, and select detailed proposals for what to do about climate change. They do not have “facilitators”. Deliveratoriummakes it possible to show the entire relations among ideas and opinions very clearly using the structure.   • 9. COLLAGREE User Interface|Top People can submit their opinions as a chunk of texts as like the ordinary forums and electronic bulletin boards. ito@nitech.ac.jp Discussion categories We can discuss some theme at the same time.
  • 10. User Interface|Argumentation We develop several supporting functions for facilitators. Support functions ① Agreement or disagreement analysis for a comment is shown. ② Keywords highlighted. Facilitators can understand what kind of keywords are focused and important. ③ Issue tags by which participants can add a tag each opinion and comment so that they can search it afterwards. ④ Facilitation tab from which a facilitator can input his/her instructions tor the participants. ⑤ Reminders for participants.   • 24. Summary ito@nitech.ac.jp Background Goal Need for large-scale discussion and gathering opinions. We develop the functions to support the facilitator coordinating discussion. Analysis real-world workshop Development of system Large-scale experiment An internet-based town meeting in Nagoya city about “Town” based on the Nagoya Next Generation Total City Planning 2014-2018. Participants (80%) and facilitators (75%) realized the importance of facilitator. We confirmed usefulness of facilitator COLLAGREE succeeded coordinating a large-scale discussion(266 people) and gathering many opinions compared with the real-world town meeting. Usefulness of facilitator Future Work Many directions that include creating more effective facilitation supports.

  1. 現在、様々な分野でたような視点を持った大規模な人数での議論や意見集約が期待されています 例えば、都市計画の分野では「市民参画」や効率的な「都市開発」に向けた市民意見の収集を目指しています。 その取り組みとして、名古屋市では各区で対面式のタウンミーティングを行っていますが、 時間的・空間的制約があることや参加年代が偏ってしまうなどの問題があります。 -- またデザインの分野では、ユーザーの意見をより多く取り入れた商品開発やキャンペーンを行っています。 既存のシステムを使うことも多いですが、大規模な意見集約を実現する手段は確立していません。 このように多くの分野で大規模な意見集約への期待が高まっていますが、まだその手法は確立していないと言えます。 -- そこで本研究では、Web上の議論の場を実現し、大規模意見集約を実現することを1つの目的としています。
  2. また、現在Web上で多く行われている協働活動において一部のマネジメント層の重要性が注目されています。 特にLinuxやWikipediaなどのオープンソースプロジェクトでは、一部のマネジメント層による管理や整理が 参加者の適切な活動の進行や人間関係の維持に重要であると言われています。 -- 私達は、共同研究分野である都市計画やデザインでのワークショップを繰り返し分析してきました。 そこでは、ファシリテータと呼ばれる議論プロセスの中立的な進行役が重要な役割を担っています。 <都市計画での15人ワークショップやデザインでの4人程度のブレインストーミングなどにおいて> 対面式の議論においてファシリテータが議論進行や人間関係維持に重要な役割を果たすことが分かります -- このことから、本研究では議論におけるファシリテータの重要性に着目し、 Web上の議論へのファシリテータの導入、また大規模化などに向けてファシリテータへの支援機能を導入することを 目的としています。 ----- 会議メモ (2014/05/09 15:19) ----- オープンプロジェクト オープンソースプロジェクト コレクティブインテリジェンス グレインストリーミング→ブレインストーミング
  3. 本研究での指針を確認します。本研究では、議論の管理者としてファシリテータを導入します -- 私達が分析してきた対面式議論では、ファシリテータが議論プロセスの進行や人間関係の維持の実行を担っています。 しかし、Web上の大規模議論ではさらなる課題が2つあります。 -- 1)Web上の議論において、 多様な視点を持つ参加者の衝突による炎上ややフレーミング現象がよく観測されています。 また、人間関係による議論への悪影響の結果として、議論のムラ、グループシンク、浅慮などが危惧されます。 2)大規模意見集約においては、大量の意見を扱うためファシリテータ1人のコストが増大することが考えられます。 また、既存手法などによる議論進行を考えるだけでは、スケールアウトの問題があり、大規模な議論を実現できません。 -- 以上のようにWeb上の議論においてファシリテータが議論のまとめや人間関係の監視を行うには、 議論分析などの支援機能が必要であるということが分かります。 -- 本研究では、人手によるファシリテータを導入し、その支援を議論の議論分析などを用いて行います ----- 会議メモ (2014/05/09 15:25) ----- ゴチャ ▼印 多く 人手による 支援機構か支援機能 タイトルとゴール まとめる

  6. では、作成したシステムについて説明します。こちらは、トップ画面のシステムインターフェイスです。 本システムは、電子掲示板の自由な投稿スタイルを採用しており、複数のテーマを同時進行可能です。 議論中のテーマは、図のようにサムネイル型で情報が表示されます。 このサムネイルを選択することで、進行中の議論に参加することができます。
  7. 次に議論画面のシステムインターフェイスです。議論画面には、さまざまな支援機能を実装しています。 ベースは通常のSNSのような投稿、TLスタイルを採用しています。 画面上に各機能を番号で示していますが、特にファシリテーター支援機能として ①投稿内容の賛成/反対度を自動判定して表明する「賛成/反対自動判定機能」 ②議論で注目されているであろうキーワードを取り出す「注目キーワード機能」 ③議論の内容を論点タグで絞り込みや整理を行う「論点タグ機能」 ④各場面におけるファシリテータの投稿を簡単にする「ファシリテーションフレーズ機能」 などを準備しています。 そのほかにも、ユーザの活動を助けるリマインダメール機能や行動履歴機能なども備えております。 ----- 会議メモ (2014/05/09 15:32) ----- 右図

  9. 本システムのシステムアーキテクチャです。本システムは、どこからでも参加可能なWebシステムとして実装しています。 サーバサイドには、Ruby on Railsを用いて、クライアントサイドではSpine.jsを用いて実装しています。 基本的に、クライアントサイドはRESTfulな規約に基づいてサーバサイドプログラムからデータを取得し、表示を行うことで、 議論画面は画面遷移のないUIを実現しています。
  10. それでは、昨年末に行った大規模社会実験について説明します。 本実験は、名古屋市およびその市長の協力のもと、市民参加型の社会実験として実施しました。 名古屋市では、現在、今後の都市計画策定に向けて対面式のタウンミーティングも盛んに開催しています。 それと並べて、本システムを使ったインターネット版タウンミーティングとして本実験を実施しました。 -- 名古屋市の協力を受け、実験参加者は市長定例記者会見や新聞告知を用いて、市民から公募しました。 また、市役所の協力のもと、日本ファシリテーション協会の協力を得て、ファシリテーションの専門家9名も参加しています。 以上の参加者からWebアンケートによりシステムの評価を行いました。 ----- 会議メモ (2014/05/09 15:32) ----- 写真暗い
  11. また、名古屋市役所ホームページなどからも紹介や外部リンクでの参加者募集を行い、タウンミーティングの一貫として実験を実施しました。
  12. 社会実験の終了後には、最終的な具体案を提出することで都市開発に貢献しています。 また、建設的な投稿を行った参加者へ名古屋市の河村市長から感謝状贈呈を行いました。 投稿件数1,151件の投稿を行ったユーザの中から今回は、 10代男性、30代女性、40代女性を選出し、市役所にて感謝状贈呈式を実施、また市長との議論の場を設けました。 市長からも、「若い人が多く、タウンミーティングとはまた違う意見が参考になる」との声を頂いております。
  13. 実際に参加者年代の割合を調べたところ、対面式タウンミーティングとは異なる幅広い層の参加者を募っていることが分かりました。 通常の対面式のタウンミーティングでは、時間的・空間的制約の問題から、参加者の半数以上が60代以上となっていました。 しかし、COLLAGREEでのタウンミーティングでは、Webという特性を活かし、従来参加の少なかった20,30,40,50代の参加が多くなっていることがわかりました ----- 会議メモ (2014/05/09 15:32) ----- ディフェンス 綺麗に統一する
  14. それでは、アンケートの結果から、本システムでのファシリテータの有用性について確認します。 まず、一般参加者からの意見では、議論の進行および集約に関してファシリテータへの高い評価を得ることができました。 <議論進行に関しては83%、集約に関しては97%が、ファシリテータを必要だと回答しています。> <また、自由記述でもファシリテータによるファシリテーションは必須、投稿内容も人間味があって意見を言いやすいなどの意見があり、ファシリテータの有用性が確認できます。> 以上から一般参加者の視点から、Web上の大規模議論へのファシリテータの有用性を確認できた考えます ----- 会議メモ (2014/05/09 15:25) ----- グラフ、色 ----- 会議メモ (2014/05/09 15:32) ----- ので
  15. 次にファシリテータ専門家へのアンケート結果からファシリテータの有用性について示します。 ファシリテータからの意見でも、議論の進行および集約に関してファシリテータへの高い評価を得ることができました。 <議論進行に関しては75%、集約に関しては88%が、ファシリテータを必要だと回答しています。> <また、自由記述のコメントでは、一般参加者とは違い議論の場の維持やサイレント・マジョリティという静かな多数派の意見への注目が見られました。> しかし、やはり意見の集約や深堀りにはファシリテータの必要性が指摘され、専門家の視点からも、ファシリテータの有用性を確認できた考えます
  16. また、ファシリテータ支援機能について、ファシリテータのアンケートから結果を示します。 ファシリテータの意見から、ファシリテーション投稿やそれを支援する論点タグや注目キーワードなどの文書分析へは高い評価を得ることができました。その半面、集約支援と考えた賛成/反対自動判定機能が低い評価でありました。 -- 自由記述では、「議論集約段階ではコメントが少なくなり、賛成/反対を取れない」、「発言しない人の意思が分からない」といった意見もありました。 以上から、議論分析に関する支援機能への有用性が確認できましたが、集約機能についてはより多くの参加者の意見を取得できる機能の検討が必要であると分かりました。
  17. それではまとめます。 本研究では、近年の大規模な議論や意見集約実現への期待から Web上の議論においてファシリテータとその支援を導入することで大規模意見集約を実現することを目的としています。 -- システムを開発し、名古屋市という実際の都市計画のフィールドで社会実験を実施することで、ファシリテータの有用性を確認しました。ファシリテータの有用性は一般参加者から80%、ファシリテータからも75%以上が良い評価を示しています。 社会実験は一般市民264名を公募で集め議論を実現しました。また、具体案を市長に提出し市長からの感謝状贈呈も実施しています。 -- 今後の課題としてファシリテータ導入手法をより明確にするため、支援機能の改善が必要であると考えます。 特に、今回上げられた、集団の意思表明などの活動を促進する機能や議論方向性の分析などを検討したいです。 -- 以上で終わります。ありがとうございました。
