17. Reflections
• In theory, a clear pathway; in reality road may be windy with lots of
turns.
• Essence is:
- Use national systems, or support their application
- Use districts as space for ‘experimenting’
• A very rational approach: using data for planning, and hard
accountability over its implementation
- In reality, hard engagement with political processes and bottom-
up processes
