City of Irvine will receive the following funds as
determined by formula (non-competitive):
Community Development Block Grant $ 353,594
Homeless Prevention Grant $ 540,656
Edward Byrne Justice Assistance Grant $ 66,563
Transportation-Rehabilitation Grant $2,456,000
Energy Efficiency & Conservation Grant $2,288,000

3. Purpose of EECBG Funding
To fund the Energy Independence and
Security Act of 2007 (EISA)
Provides grants for state, tribal and local
governments to:
Reduce energy consumption
Reduce fossil fuel emissions
Increase energy efficiency in
transportation, building and other sectors
Spur economic growth
Create and / or retain jobs

• City Council Approved in July, 2008
• GHG inventory to be completed in 2009
• Four key goals:
Involve 100% of Irvine residents and businesses
Reduce energy use in buildings City-wide 30% by
2015 compared to 2003 levels
+ % of renewable energy used in new buildings
City-wide to 40% by 2015 and to 60% by 2020;
Reduce emissions to 2000 levels by 2010, to 1990
levels by 2020 and to 80% below 1990 levels by
2050.

Workforce training offered to City staff & community
focused on sustainable facility management practices
Auditing for City facilities and subsidized auditing of
community facilities
Develop a Sustainable Facility Program Roadmap for
implementation opportunities (i.e. equipment and
controls)
Develop better practices and policies to promote energy
efficiency and sustainability throughout City operations

Project Name: Community Financing Incentives Program Seed Money
Recommended Funding Amount: $150,000
Applicant: CD Department
Provide seed money for formation of City financing district
Fund package of energy efficiency improvements &
renewable power
Establish administrative/application processing system
that allows City to bundle utility rebates, tax credits, and
grants into 1 program
Take advantage of workforce training & auditing under the
City’s “Sustainable Facilities Management Program”

Project Name: Web-based Monitoring & Reporting Systems Development
Recommended Funding Amount: $170,000
Applicant: CD and CS Departments
Help City cost-effectively meet EECBG reporting
requirements.
Monitor the emissions reduction strategies identified in
the Climate Action Plan
Scalable & flexible so variety of users (city staff, the
development community, businesses, outside agencies,
and general public) will have an efficient & easily
accessible means of accessing the content

Recommended Funding Amount: $30,000

Graphic, web-based tool to enable Irvine property owners
to estimate solar potential of their rooftops
Estimate PV size, obtain information on tax
rebates, & links to the California Solar Incentive (CSI)
Program’s listing of contractors

Project Name: Energy Efficient Sports Lighting and Controls
Recommended Funding Amount: $350,000
Applicant: CS Department
Pay for the re-lamping & computer control of lighting
Has existing infrastructure in place from earlier retrofit
project
Assists in maintenance of the fields by indicating when it is
time to re-lamp all at once

Project Name: LED Safety Lights
Recommended Funding Amount: $585,000
Applicant: PW Department
Significantly more efficient than current High Pressure
Sodium (HPS) lamps at City intersections
City will participate with other cities in a bulk purchase
through a California Energy Commission (CEC) program
CD is proposing the City establish a fund with the energy
cost savings to pay for safety light retrofits at remaining
intersections

Project Name: Solar Panels & Skylight Installation at District Office
Recommended Funding Amount: $320,000
Applicant: Irvine Unified School District
Would offset some of the operational costs
Replacement of the existing skylight will ensure that day-
lighting continues to be an energy-saving strategy
IUSD will work with Southern California Edison (SCE) to
provide kiosk to educate the community in real-time about
the benefits of solar panels
23. Staff’s Recommendations
Project Name: Solar Panels for Reservoirs
Recommended Funding Amount: $136,000
Applicant: Irvine Ranch Water District
IRWD has 2, partially buried concrete reservoir tanks
selected as the best candidates for solar panels by a study
completed in November 2008
The solar systems will total approximately 172 kW and
will offset the energy utilized for pumping water from the
reservoirs
The funding level proposed for this project will pay for the
design costs
