  2. 2. <ul><li>We intend to carry out major overhauling of refinery by shutting down all production activities and performing maintenance of equipment and infrastructure so as to keep it in good running condition uptill next scheduled maintenance. The resources and requirements for this project include skilled human resource, tools and machinery, imported equipment and knowledge of maintenance history of existing installed equipment. All these resources will be combined to perform maintenance of refinery within strict time limit of15 days . </li></ul>
  3. 3. <ul><li>It is important to mention that the project encompass maintenance of refining unit only and does not include the utilities such as power generation, boiler etc. After completion of overhauling, the output fuel will be tested in laboratory for compliance with required specifications and standards. </li></ul><ul><li>It is assumed that all necessary technology, human expertise, budget and management commitment is available for the project. </li></ul>
  4. 4. <ul><li>The project will involve all teams of maintenance, operations, HSE, Procurement, Finance and Marketing departments under the umbrella of a steering committee. Mr. Basit Sultan, the maintenance manager of the refinery will assume the position of project manager for this project. A team of planning engineers, field engineers, supervisors and technicians will work under the control of project manager. </li></ul>

  6. 6. <ul><li>The preliminary work breakdown structure is as follows </li></ul><ul><li>Project Planning: </li></ul><ul><ul><li>Inspection of the plant </li></ul></ul><ul><ul><li>Listing of all required maintenance activities </li></ul></ul><ul><ul><li>Listing of material / equipment required for replacement or backup. </li></ul></ul><ul><ul><li>Creation of job plans </li></ul></ul><ul><ul><li>Scheduling all jobs </li></ul></ul><ul><ul><li>Identify additional human resource requirements </li></ul></ul><ul><ul><li>Identify training requirements </li></ul></ul><ul><ul><li>Identify administrative requirements </li></ul></ul>

Schedule availability of utilities such as power, water, safety items etc. </li></ul><ul><li>5. Arrange tools, machinery, dumpers, cranes etc. </li></ul><ul><li>6. Communicate shutdown plan to all stakeholders </li></ul><ul><li>7. Arrangement of space, transportation, food, safety and security of staff and project premises. </li></ul><ul><li>3.
