Quality Plan Overhauling Of Refinery

  1. 1.  Project Manager Responsible for the management of the project from initiation stage through to project completion and handover. Will supervise the development of the shutdown plan, organization and commercial consideration. Fully accountable for the performance of the shutdown with respect to safety, completion on time, quality of work and project expenditure. Carries full authority to sanction and expedite variation orders received from the Client. Responsible for the recruitment and training of project team members and labour force.  Project Engineers  Primarily responsible to the Project Manager for the development and management of technical methods and procedures required in the execution of the work. As such will have a role in the planning and co-ordination of work, staging of materials and resources and control technical documentation.  Secondary responsibilities include support for the Site Manager in project management and  administration. This would extend to cover in the event of sickness/absence.  Foreman and Technicians  First line, off-the-tools, supervision of labour. Each foreman is responsible to the Engineer for tradesmen of the varying disciplines depending on the location and scope of work.  Every foreman is given a specific plan for the activities under his control taken from the overall shutdown plan.  Responsible and accountable for the safety performance of the workforce under their control and are the “first line” implementers of discipline procedures.   2. 2.  All plant & equipment must be certified per current regulations.  Some of the equipment will be imported through formal procurement procedures  Equipment such as Transport, Generators, compressors etc. will be hired through a local Company with whom we have had business before.  All electrical equipment is 220V/400V, 50Hz.
  3. 3.  FIELD OFFICES AND SITE TEMPORARY FACILITIES  Site Office  Day room  Changing Room  Material laydown area (close to works)  The laydown area for the materials should have good access to the site and be graded to so that they can be unloaded using a forklift. View File
  4. 4.  QUALITY SYSTEM The Company’s methods, routines and procedures shall be adhered to all areas as:  Safety,  Quality,  Planning or Administration  Quality Assurance - Overall Quality System  The Quality System shall be two tiers.  Tier 1 being the Statements of Policy and Authority and general statements concerning control of product as required by the code.  Tier 2 contains the Work Instruction Procedures which detail the sequence of events that are required to ensure control of product and the various forms used to document events as necessary.
  5. 5.  MATERIALS - PRE- SHIPMENT TESTING:  All imprted items will have pre-shipment tests performed before shipment to site.  MATERIALS - TESTING ON SITE APPLICATION  Testing of samples to be selected by the Inspector will be carried out at on-site.  All materials will be clearly marked with the date of manufacture and batch number.  All pre-shipment test certificates will be reviewed before installation.  Samples will be taken daily and tested as required. All sample data will be recorded on QA/QC data sheets.  FIELD INSPECTION:  During all stages of the prject, the nminated Officer will monitor the work

Project Requirement Project Deliverable Quality Criteria Quality Standard To accomplish the overhauling of refining plant by shutting down all production operations for 15 Maintenance of following plant and equipment in 15 days: Columns Exchangers Vessels Heaters Valves Reactors Piping Control Room 1). Shutdown time 2). All plant equipments pass integrity testing 3). Reduced operation downtime 1). Less than 15 days 2). All faults removed, technical standards compliance: API, ASME, IEEE, ISO, EN, MIL 3). Refinery operative 24/7
