                                               Declaration
                                                      Of
                The Formation of the Khmer National Liberation Front

       Based upon the Universal Declaration of Human Rights, dated December 10th1948.
       Based upon the Declaration on the Granting of Independence to Colonial Countries and
        People, dated December 14th1960.
       Based upon the declaration on the freedom to establish organizations, associations and
        political movements dated July 4th1950.
       Based upon the Paris Peace Agreement on the Cambodian issue of October 23rd1991.
       With regard to these laws and permission of Denmark on December 07th 2012, the
        Khmer National Liberation Front is hereby officially established in Denmark.

                                                 Determine

Article 1: Declares that the Khmer National Liberation Front is abbreviated with the letter
K.N.L.F. Its logo has a yellow circle with Jayavaraman VII pictured sitting in meditation with a
green leaf as background and with the white name “Jayavaraman VII” below. Blue rice stalks
surround the circle with the abbreviation K.N.L.F below.

Article 2: The Khmer National Liberation Front headquarters is located in Denmark. Its official
operation in national and international history starts effectively on December 12th2012. The
Khmer National Liberation Front implements its duties, rights, and authority in accordance to the
statute, internal regulations and documentations.

Article 3: The Khmer National Liberation Front is made up of Khmer nationalists and Khmer
democrats who work and cooperate with democratic countries, internationally and with the
United Nations in its mission to fight for peace, freedom, independence and democracy. Its aim
is to seek justice for, and to free the Cambodian people from the Vietnamese neo-colony and
dictatorship regime under Hun Sen. It is based on international laws, the Paris Peace Agreement
and the rights of the Cambodian people. The Khmer National Liberation Front will implement
the followings:

    To unite all Cambodian people, those in Cambodia itself as well as throughout the
                 world, who desire real peace, freedom, independence and democracy.
                To prosecute and condemn criminals, the Cambodian People’s Party and the
                 dictator Hun Sen who have committed crimes against humanity in Cambodia; for
                 causing the deaths of the Khmer people in plan K5, forced evictions and land
                 grabbing, and for causing the deaths of the Khmer people on the Koh Pich Bridge
                 and elsewhere. We wish to continue to seek out the criminals and countries
                 responsible for the Khmer genocide during the Kampuchea Democratic regime,
                 and to bring them to trial at the international court.
                To prosecute and condemn criminals in the Cambodian People’s Party, led by the
                 dictator Hun Sen, who have been working in the present government, which has
                 violated the Paris Peace Agreement and human rights.
                To prosecute and condemn Vietnam which violates the Paris Peace Agreement
                 and Cambodia.

Article 4: The Khmer National Liberation Front does not recognize the present government led
by the Cambodian People’s Party and the dictator Hun Sen who is a puppet of Vietnam and
reject the presence of Cambodian People’s Party in Cambodia for the following reasons:

    a) The Cambodian People’s Party is a former Cambodian revolution party, which was
       established in 1951 by Indochinese Communist Party led by Vietnam Ho Chi Minh,
       which was responsible for the criminal killing of Cambodian people during the
       Kampuchea Democratic Regime (Khmer Rouge).
    b) The Cambodian People’s Party and the dictator Hun Sen was imposed by Vietnam and
       continued to kill Cambodian people by charging them of Pol Pot (Khmer Rouge);
       especially in the plan known as K5 while Vietnam was invading Cambodia in 1979.
    c) The Cambodian People’s Party, led by dictator Hun Sen, took power on July 5th -6th1997
       after a bloody coup. They have continued to violate human rights and cause the deaths of
       Cambodians until the present time.

Article 5: The Khmer National Liberation Front demands that the national and especially
international community do not recognize the present government led by the Cambodian
People’s Party and the dictator Hun Sen who is a puppet of Vietnam. The Khmer National
Liberation Front demands the United Nations and international community to declare an
emergency in Cambodia and we further demand that the United Nations send a United Nation’s
force or international force to Cambodia by setting up a temporary Cambodian government to
ensure that the Paris Peace Agreement is implemented fully and effectively and recognizing the
exiled Cambodian government as the temporary Cambodian government in Cambodia.

Article 6: The Khmer National Liberation Front demands the United Nations and international
community to take effective action against the Vietnamese invasion in Cambodia by demanding
that Vietnamese troops wearing in uniform and civilian, experts and agents wearing civilian
attire to infiltrate the Cambodian People Party and in Cambodia withdraw immediately from
Cambodia.

Article 7: The Khmer National Liberation Front has obligations and duties to implement this
declaration, which must be enacted with full force and effectiveness until its goals are achieved.
