Within the City of South Lake Tahoe, smaller affordable housing units were often remodeled into larger vacation homes, making them less affordable. In response, several community groups joined together to advocate for more affordable housing. The Saint Joseph Community Land Trust was founded in 2002 to provide affordable housing to local residents. They partnered with the City Redevelopment Agency and realtor association to develop an affordable housing demonstration project on Tallac Avenue using land and funds from these groups. This collaboration helped increase the community's supply of affordable housing.
