NALED is an association of companies, municipalities and civil society organizations, who
work together on creating better conditions for living and working in Serbia. Since our
establishment in 2006, we have grown into the largest and most influential public-private
association. We bring together around 220 members, with our partner network involving
morethan40stateinstitutionsandinternationalorganizations.Wearethekeyinterlocutor
with the Government and Parliament in defining regulatory priorities and business-related
legislation. We provide an independent performance evaluation of state institutions and
report to the European Commission and the public on the status of reforms in Serbia.
Our members stand for efficient administration, cutting the red tape and para-fiscal bur-
den to businesses, and fair competition. We strive to introduce business-friendly standards
into the work of local governments and state institutions, aiming to encourage the eco-
nomic development of Serbia.

NALED Executive Office consists
of an expert team of 20 employees
who manage all of the organization’s
activities, with the guidance and support
of the Managing and Executive Board,
Fair Competition Alliance and other gov-
erning and working bodies.
The Office manages to secure support and
funding from international organizations
such as GIZ, USAID, the EU Delegation
and Open Society Foundation and has
realized more than 50 projects for
improving the business environment in
the past nine years. The most significant
project in 2014/15 is the reform of the con-
struction permitting process in Serbia -
NALED has secured 400.000 EUR from
international funds for the initial implemen-
tation of an electronic system for construc-
tion permitting, in the interest of citizens
and the business community of Serbia.
NALED total revenues for 2014 amounted to
a little more than 1.000.000 EUR. NALED
is a non-government organization and is
not funded by the state budget. Revenue
sources are diverse, contributing to the
organization’s sustainability – 67% of
funds come from international organi-
zations for the purpose of implementing
NALED key activities, a third from mem-
bership fees, while the rest is covered by
our service.

NALED members maintain that cooperation between the private, public and civil sector is the way of
finding well-balanced solutions for improving the business environment and attracting new invest-
ments. All NALED activities are aimed at creating a favorable business climate – both on the national
and local level. In this regard, two of the organization’s program goals stand out: Improving the regu-
latory framework for doing business and Municipal capacity building for local economic development.

IMPROVING THE
REGULATORY FRAMEWORK
New legislation
NALED is a member of working groups
for amending and enacting key business
legislation, including the Law on Planning
and Construction, Law on Fees, Law
on State Survey and Cadaster, Law on
Local Government Finance and Law on
Investments.
We have participated in the drafting pro-
cess of the new Law on Planning and
Construction and contributed to its enact-
ment near the end of 2014. In parallel, we
worked on preparing 28 accompanying
by-laws and harmonizing sectoral laws
with the LPC, ensuring its implementation
in practice. With the support of GIZ and
SDC, we initiated the project for introducing
e-permits in Serbia, with the aim of drasti-
cally cutting the permitting procedure and
eliminating any room for corruption.
We publicly advocated the rights for the
unemployed and the adoption of the new
Labor Law, and despite objections on the
part of syndicates - RTS broadcast our
video “Work of the Devil” as part of the
“Ask WHEN” national campaign. A month
later – the new Law was enacted.

Countering shadow
economy
Members of our Fair Competition
Alliance, led by Coca-Cola, initiated the
development of the National Program
for Countering Shadow Economy. Prime
Minister Aleksandar Vučić accepted all
of NALED’s 13 measures and formed
a Coordination Body for Countering
Shadow Economy bringing together line
ministers as its members. NALED and the
State Secretariat for Public Policies were
appointed by the Government to lead the
Expert Group for Shadow Economy.
Cooperation with the Parliament
We initiated the establishment of the first Economic Caucus in the National Parliament
of Serbia in November of 2014, providing expert support to its activities together with
the International Republican Institute (IRI). In a short period of time, in cooperation with
NALED, the Caucus prepared amendments and contributed to the improvement of the
Energy Law, Law on Fire Protection and Law on Inspection Oversight. Owing to the
Caucus, NALED has enabled the voices of the business community, local governments
and citizens to be heard in the Parliament.

Dealing with bureaucracy
NALED members have prepared 100 key recommendations for the Government of Serbia
aimed at removing administrative barriers for doing business, within the seventh annual
edition of NALED Grey Book. Our oldest recommendation from 2008 has finally reached
its fulfillment in 2014: the unified payment of salary taxes and contributions. On average,
the Government of Serbia adopts 10 of NALED recommendations per year. We believe
that this result will be better, considering that the Ministry of Economy included more than
80% of Grey Book recommendations into the Strategy for Developing Entrepreneurship
and Competitiveness 2014-2020.
Para-fiscal charges
We were the first to point towards the pro-
blem of para-fiscal charges in Serbia, com-
piling and analyzing them in cooperation
with USAID BEP, which has contributed to
the abolishment of signage fee for entre-
preneurs. In 2014, we published the new
Registry with 384 non-fiscal charges.
Minister of Finance Dušan Vujović accepted
the initiative by NALED members to intro-
duce a Public Registry of Para-fiscal Charges
and as a start – disable the collection of fees
not included in the Registry.
Support in EU accession
As a member of the National Convent on
the European Union and coordinator of
SECO for Competitiveness, NALED is in
charge of the Negotiation Chapter 8 on
Competition Policy, in addition to being
involved in defining national priorities in
programing IPA funds and monitoring the
negotiation chapters of special significance
to our members. NALED is also one of the
contributors to the Annual Progress Report
for Serbia by the European Commission.

MUNICIPAL CAPACITY BUILDING
The Top Reformer in the Government of
Vojvodina is Provincial Secretary Branislav
Bugarski, who was awarded for his contribution
to investment promotion and introduction
of business-friendly standard in Vojvodina,
ranked as one of the most desirable investment
destinations in Europe by the Financial Times
NALED Forum of LED Experts, presided by
the City of Pančevo, represents a unique
platform for exchange of experiences and
best practices among professionals from cities
and municipalities in Serbia, and provides an
opportunity to meet investors, donors and
representatives of state institutions
Investment promotion
In the past seven years, certified municipalities in Serbia (31) have managed to attract
more than six billion euros in direct investments. The latest recognition came from a spe-
cial edition of The Financial Times magazine, which included 6 local governments from
this group (Inđija, Sremska Mitrovica, Vranje, Zaječar, Subotica and Ruma) in their list of
top investment destinations in Europe for 2014/15. In cooperation with the Nikola Tesla
Airport and Provincial Secretariat for Interregional Cooperation and Local Government,
NALED has promoted certified municipalities and Serbia as an investment destina-
tion to an audience of more than 4 million passengers from the country and abroad.
Municipal certification
During 2014, we have improved the
business environment in 15 cities and
municipalitiesinSerbiathroughtheBusiness
Friendly Certification program. With the
support of the German Government
and GIZ, our certification program has
been recognized by institutions and local
governments across South East Europe
– today, this program is implemented by
more than 50 cities and municipalities
from Bosnia and Herzegovina, Croatia,
Macedonia and Serbia, working together
with NALED to create the first joint stan-
dard for efficient and transparent local
administration in the region.

Public-private partnership
To help municipalities prepare for public private partnership and attract investors, in co-
operation with USAID, NALED had prepared the first manual with concrete instruc-
tions and steps for the successful realization of PPPs. In cooperation with the Embassy
of France and the Serbian Chamber of Commerce and Industry, we organized a large
Serbian-French PPP Summit with the aim of promoting domestic projects and connect-
ing cities and municipalities with French investors such as Bouygues Construction, Dalkia
EDF, Saur COVED, Suez Environnement and Veolia Water Solutions.
Brownfield revitalization
NALED launched the initiative for
revitalizationofbrownfieldsinSerbiaand
commercialization of military property, in
an attempt to provide an opportunity for
cities and municipalities to transform more
than 400 abandoned buildings across
Serbia and place them in the function of
local economic development. The recom-
mendations for overcoming this problem
weredefinedattheXLEDExpertsForum.In
cooperation with USAID, a competition for
the best project ideas for re-use of brown-
fields was launched, initiating the revitaliza-
tion of the Army Club in the Municipality of
Vršac which won the competition.

Privatization
With the support of USAID, NALED pub-
lished its first scientific publication titled
“Case Study on Privatization in Serbia”,
and based on an analysis of five success-
ful and five failed privatization cases from
different industries, NALED prepared
recommendations aimed at relevant
institutions and local governments for suc-
cessful completion of this process. More
than 570 companies linger in different stag-
es of privatization, effectively being frozen
capital, a constant loss to the state and local
government budgets. Given that resolving
land ownership issues represents the first
step in this process, NALED has advocated
the enactment of the Law on Conversion.
Good governance at the local level
In cooperation with the Embassy of Finland in Serbia and the cities of Niš and
Pančevo, we worked on defining and introducing good governance principles on the
local level. Based on the analysis of current status and the needs of city administra-
tions, we created a special training and expert support program for cities with the
aim to improve the governance processes and prepare for EU integration, with spe-
cial focus on program budget planning, applying for EU funds, adjusting city services
to vulnerable groups, use of social networks and modern communication channels.

Owing to expert analyses and research, objective reporting and the results we have achieved
in initiating reforms, NALED has gained credibility in the public and the image of the most
influential association in the country.

relevant topics in 2014 reached 2,300,

to last year. The topic of shadow economy
attracted the greatest media and public
attention (674 releases), followed by
para-fiscal charges (252) and business
friendly environment (213).
The TV station that followed us the most
was the public media service Serbian
BroadcastingCorporation(RTS)—NALED’s
strategic partner in the public advocacy
for a better business environment. We
continued the national campaign ‘Ask
WHEN’ and filmed three new videos that
were broadcast on RTS. ‘If I Were Grey’ is
dealing with the problem of shadow econo-
my, ‘Quiz Ask WHEN’ portrayed bureaucra-
cy and the ‘counter’ culture in Serbia, while
‘Work of the Devil’ outlined problems when
employing workers. The acting crew, with
Ivan Tomić as the lead actor, was joined by
the protagonists of the hit series ‘State Job’
and Ivan Zeljković — ‘Zeka the Millionaire ‘.

In print media, our topics caught the big-
gest attention from Dnevnik, Privredni
pregled, Večernje novosti and daily
newspaper Blic with whom we made a 2
month series on shadow economy (every
Saturday during July and August 2014).
Aside from the large number of brochures,
studies and manuals, NALED published two
issues of the ‘Synergy’ magazine that ana-
lyzed the topics of shadow economy and
the European Union, from the perspective
of citizens and experts, businesses and the
state. Synergy is the only business journal
with an educational character, providing a
3D perspective on the business climate and
economic trends in the country and region.
We have distributed a circulation of 3,000
copies to decision makers in Serbia and the
region, as well as the Nikola Tesla Airport.
In 2014, we paid special attention to our
online communication. The new and im-
proved website at www.naled.rs had
a record 360,000 hits. This was in part
due to the numerous online services avail-
able on our website: Investment Database,
Registry of Para-Fiscal Charges, Database
of Funds, Database of Trainings, Calculator
of Business Expenses, By-Law Barometer,
and many others.
We managed to increase our influence on
the social networks by nearly 100%, with
close to 5.000 followers on Facebook,
Twitter and LinkedIn.

  • 4. 6 | NALED 2014/15 NALED is an association of companies, municipalities and civil society organizations, who work together on creating better conditions for living and working in Serbia. Since our establishment in 2006, we have grown into the largest and most influential public-private association. We bring together around 220 members, with our partner network involving morethan40stateinstitutionsandinternationalorganizations.Wearethekeyinterlocutor with the Government and Parliament in defining regulatory priorities and business-related legislation. We provide an independent performance evaluation of state institutions and report to the European Commission and the public on the status of reforms in Serbia. Our members stand for efficient administration, cutting the red tape and para-fiscal bur- den to businesses, and fair competition. We strive to introduce business-friendly standards into the work of local governments and state institutions, aiming to encourage the eco- nomic development of Serbia.   • 5. 8 | NALED 2014/15 NALED Executive Office consists of an expert team of 20 employees who manage all of the organization’s activities, with the guidance and support of the Managing and Executive Board, Fair Competition Alliance and other gov- erning and working bodies. The Office manages to secure support and funding from international organizations such as GIZ, USAID, the EU Delegation and Open Society Foundation and has realized more than 50 projects for improving the business environment in the past nine years. The most significant project in 2014/15 is the reform of the con- struction permitting process in Serbia - NALED has secured 400.000 EUR from international funds for the initial implemen- tation of an electronic system for construc- tion permitting, in the interest of citizens and the business community of Serbia. NALED total revenues for 2014 amounted to a little more than 1.000.000 EUR. NALED is a non-government organization and is not funded by the state budget. Revenue sources are diverse, contributing to the organization’s sustainability – 67% of funds come from international organi- zations for the purpose of implementing NALED key activities, a third from mem- bership fees, while the rest is covered by our service. RESULTS 2014/15 10 | NALED 2014/15 NALED members maintain that cooperation between the private, public and civil sector is the way of finding well-balanced solutions for improving the business environment and attracting new invest- ments. All NALED activities are aimed at creating a favorable business climate – both on the national and local level. In this regard, two of the organization’s program goals stand out: Improving the regu- latory framework for doing business and Municipal capacity building for local economic development. For improving the process of construction permitting, the Deputy Prime Minister and the Minister of Construction, Transport and Infrastructure Zorana Mihajlović was presented with the Top Reformer Award NALED provides expert support to the Joint Group for Improving Serbia’s Position in the World Bank’s Doing Business Report IMPROVING THE REGULATORY FRAMEWORK New legislation NALED is a member of working groups for amending and enacting key business legislation, including the Law on Planning and Construction, Law on Fees, Law on State Survey and Cadaster, Law on Local Government Finance and Law on Investments. We have participated in the drafting pro- cess of the new Law on Planning and Construction and contributed to its enact- ment near the end of 2014. In parallel, we worked on preparing 28 accompanying by-laws and harmonizing sectoral laws with the LPC, ensuring its implementation in practice. With the support of GIZ and SDC, we initiated the project for introducing e-permits in Serbia, with the aim of drasti- cally cutting the permitting procedure and eliminating any room for corruption. We publicly advocated the rights for the unemployed and the adoption of the new Labor Law, and despite objections on the part of syndicates - RTS broadcast our video “Work of the Devil” as part of the “Ask WHEN” national campaign. A month later – the new Law was enacted. SYNERGETIC IMPACT | 11
  • 7. Countering shadow economy Members of our Fair Competition Alliance, led by Coca-Cola, initiated the development of the National Program for Countering Shadow Economy. Prime Minister Aleksandar Vučić accepted all of NALED’s 13 measures and formed a Coordination Body for Countering Shadow Economy bringing together line ministers as its members. NALED and the State Secretariat for Public Policies were appointed by the Government to lead the Expert Group for Shadow Economy. Cooperation with the Parliament We initiated the establishment of the first Economic Caucus in the National Parliament of Serbia in November of 2014, providing expert support to its activities together with the International Republican Institute (IRI). In a short period of time, in cooperation with NALED, the Caucus prepared amendments and contributed to the improvement of the Energy Law, Law on Fire Protection and Law on Inspection Oversight. Owing to the Caucus, NALED has enabled the voices of the business community, local governments and citizens to be heard in the Parliament. 12 | NALED 2014/15 Dealing with bureaucracy NALED members have prepared 100 key recommendations for the Government of Serbia aimed at removing administrative barriers for doing business, within the seventh annual edition of NALED Grey Book. Our oldest recommendation from 2008 has finally reached its fulfillment in 2014: the unified payment of salary taxes and contributions. On average, the Government of Serbia adopts 10 of NALED recommendations per year. We believe that this result will be better, considering that the Ministry of Economy included more than 80% of Grey Book recommendations into the Strategy for Developing Entrepreneurship and Competitiveness 2014-2020. Para-fiscal charges We were the first to point towards the pro- blem of para-fiscal charges in Serbia, com- piling and analyzing them in cooperation with USAID BEP, which has contributed to the abolishment of signage fee for entre- preneurs. In 2014, we published the new Registry with 384 non-fiscal charges. Minister of Finance Dušan Vujović accepted the initiative by NALED members to intro- duce a Public Registry of Para-fiscal Charges and as a start – disable the collection of fees not included in the Registry. Support in EU accession As a member of the National Convent on the European Union and coordinator of SECO for Competitiveness, NALED is in charge of the Negotiation Chapter 8 on Competition Policy, in addition to being involved in defining national priorities in programing IPA funds and monitoring the negotiation chapters of special significance to our members. NALED is also one of the contributors to the Annual Progress Report for Serbia by the European Commission. SYNERGETIC IMPACT | 13

  • 9. 16 | NALED 2014/15 MUNICIPAL CAPACITY BUILDING The Top Reformer in the Government of Vojvodina is Provincial Secretary Branislav Bugarski, who was awarded for his contribution to investment promotion and introduction of business-friendly standard in Vojvodina, ranked as one of the most desirable investment destinations in Europe by the Financial Times NALED Forum of LED Experts, presided by the City of Pančevo, represents a unique platform for exchange of experiences and best practices among professionals from cities and municipalities in Serbia, and provides an opportunity to meet investors, donors and representatives of state institutions Investment promotion In the past seven years, certified municipalities in Serbia (31) have managed to attract more than six billion euros in direct investments. The latest recognition came from a spe- cial edition of The Financial Times magazine, which included 6 local governments from this group (Inđija, Sremska Mitrovica, Vranje, Zaječar, Subotica and Ruma) in their list of top investment destinations in Europe for 2014/15. In cooperation with the Nikola Tesla Airport and Provincial Secretariat for Interregional Cooperation and Local Government, NALED has promoted certified municipalities and Serbia as an investment destina- tion to an audience of more than 4 million passengers from the country and abroad. Municipal certification During 2014, we have improved the business environment in 15 cities and municipalitiesinSerbiathroughtheBusiness Friendly Certification program. With the support of the German Government and GIZ, our certification program has been recognized by institutions and local governments across South East Europe – today, this program is implemented by more than 50 cities and municipalities from Bosnia and Herzegovina, Croatia, Macedonia and Serbia, working together with NALED to create the first joint stan- dard for efficient and transparent local administration in the region. According to information from the daily newspaper Blic, Italian investors chose Trstenik municipality, being certified by NALED as business friendly ‘comune’ SYNERGETIC IMPACT | 17

Public-private partnership To help municipalities prepare for public private partnership and attract investors, in co- operation with USAID, NALED had prepared the first manual with concrete instruc- tions and steps for the successful realization of PPPs. In cooperation with the Embassy of France and the Serbian Chamber of Commerce and Industry, we organized a large Serbian-French PPP Summit with the aim of promoting domestic projects and connect- ing cities and municipalities with French investors such as Bouygues Construction, Dalkia EDF, Saur COVED, Suez Environnement and Veolia Water Solutions. Brownfield revitalization NALED launched the initiative for revitalizationofbrownfieldsinSerbiaand commercialization of military property, in an attempt to provide an opportunity for cities and municipalities to transform more than 400 abandoned buildings across Serbia and place them in the function of local economic development. The recom- mendations for overcoming this problem weredefinedattheXLEDExpertsForum.In cooperation with USAID, a competition for the best project ideas for re-use of brown- fields was launched, initiating the revitaliza- tion of the Army Club in the Municipality of Vršac which won the competition. 18 | NALED 2014/15 Privatization With the support of USAID, NALED pub- lished its first scientific publication titled “Case Study on Privatization in Serbia”, and based on an analysis of five success- ful and five failed privatization cases from different industries, NALED prepared recommendations aimed at relevant institutions and local governments for suc- cessful completion of this process. More than 570 companies linger in different stag- es of privatization, effectively being frozen capital, a constant loss to the state and local government budgets. Given that resolving land ownership issues represents the first step in this process, NALED has advocated the enactment of the Law on Conversion. Good governance at the local level In cooperation with the Embassy of Finland in Serbia and the cities of Niš and Pančevo, we worked on defining and introducing good governance principles on the local level. Based on the analysis of current status and the needs of city administra- tions, we created a special training and expert support program for cities with the aim to improve the governance processes and prepare for EU integration, with spe- cial focus on program budget planning, applying for EU funds, adjusting city services to vulnerable groups, use of social networks and modern communication channels. Aiming to improve relationships local governments have with the diaspora and achieve better promotion of investment potentials abroad, NALED has organized summer internships for the top 80 students from diaspora in more than 30 municipalities across Serbia for the past four years SYNERGETIC IMPACT | 19

  • 12. Thenumberofmediaannouncementswe managed to ensure for our members and relevant topics in 2014 reached 2,300, whichrepresentsa26%increasecompared to last year. The topic of shadow economy attracted the greatest media and public attention (674 releases), followed by para-fiscal charges (252) and business friendly environment (213). The TV station that followed us the most was the public media service Serbian BroadcastingCorporation(RTS)—NALED’s strategic partner in the public advocacy for a better business environment. We continued the national campaign ‘Ask WHEN’ and filmed three new videos that were broadcast on RTS. ‘If I Were Grey’ is dealing with the problem of shadow econo- my, ‘Quiz Ask WHEN’ portrayed bureaucra- cy and the ‘counter’ culture in Serbia, while ‘Work of the Devil’ outlined problems when employing workers. The acting crew, with Ivan Tomić as the lead actor, was joined by the protagonists of the hit series ‘State Job’ and Ivan Zeljković — ‘Zeka the Millionaire ‘. 100In 2014, we organized more than 100 expert meetings, round tables and conferences, involving our members and partners from all three sectors of the society - businesses, foreign investors, mayors, ministers, members of Parliament, ambassadors, leaders of international organizations and institutions 22 | NALED 2014/15 In print media, our topics caught the big- gest attention from Dnevnik, Privredni pregled, Večernje novosti and daily newspaper Blic with whom we made a 2 month series on shadow economy (every Saturday during July and August 2014). Aside from the large number of brochures, studies and manuals, NALED published two issues of the ‘Synergy’ magazine that ana- lyzed the topics of shadow economy and the European Union, from the perspective of citizens and experts, businesses and the state. Synergy is the only business journal with an educational character, providing a 3D perspective on the business climate and economic trends in the country and region. We have distributed a circulation of 3,000 copies to decision makers in Serbia and the region, as well as the Nikola Tesla Airport. In 2014, we paid special attention to our online communication. The new and im- proved website at www.naled.rs had a record 360,000 hits. This was in part due to the numerous online services avail- able on our website: Investment Database, Registry of Para-Fiscal Charges, Database of Funds, Database of Trainings, Calculator of Business Expenses, By-Law Barometer, and many others. We managed to increase our influence on the social networks by nearly 100%, with close to 5.000 followers on Facebook, Twitter and LinkedIn. SYNERGETIC IMPACT | 23
