Once understood the objective, Need to understand what decision trying to influencepolicy cycle can be helpful, even if not a fair representation of how decisions are madeTalk through cycle
The HGC role is advisoryLooking at one part of the policy cycleCould be any partNeeds a clear view of who is taking the decisionAnd the evidence they will be usingPE will only be one partAs this will impact on type of engagement

Get the purpose right….Getting public engagement right means not focusing on the process
