5. Proposed Solutions
Proper development of Small Scale Industry so that
employment in rural areas increases, which results in
low poverty in turn helps in decreasing illiteracy.
Illiteracy is one of the major cause of malnutrition, so
every individual should come up with ideas of
educating poor children/women.
An autonomous body should be build for Public
Distribution System for its proper functioning and
distribution of RATION.
6. Implementation of Solutions
An authority should be set up who before giving food security
cards to ensure that they actually satisfy the conditions made
for issuing the card.
An analysis should be made to ensure that the particular’s
family income is very low(Rs.32 per capita income per day according
to The Hindu) and their living conditions are poor.
This authority should be headed by the IAS officer of the
district who appoint other eligible officials for this.
Suggested eligible candidates can be –
Govt. primary teachers who knows better about their living
conditions.
Retired army officers because they have the passion to work for
the betterment of the country.
7. Implementation of

There should be a center at all district level which should be
controlled by the state government so that the facility can be
availed by the destitute people.
This authority will also provide time to time free health check-
up’s.
Also, the conditions of
government hospitals
should be improved.
Food Security Cards should be renewed after every six months
after making proper survey of annual income of an individual.
8. Impact of Solutions
Through food security cards we are able to recognize
all those families whose economic conditions are
miserable.
We can overcome malnutrition problems in India.
The health conditions of the poor can be improved.
After making proper survey, it may happen that the no.
of people who are availing the facility of food security
cards gets reduced due to which the quality of food
products given to the destitute people can be
improved.
9. Challenges & Mitigation Factors
Maintaining the quality of food grains, because in distributing the
food in plethora of amount may contaminate the quality. So we need
to ensure that only good quality food should reach to all people.
Doing census periodically to maintain the correct count of the
undernourished people according to your criteria for that, we need to
ensure that there must be a permanent team for this work in every
small regions (say in every ward number there must be a team working
for it)
Ensuring transparency in every channel of distribution, may be a
challenging task as you never know about the personal trait of any
person employed in this job and you never know that when that person
will become dishonest because of any kind of bribe by any kind of
affluent person or a person in high position.
Facilitating a continuous power supply is also one of the challenge
in implementing the whole solution as this is a basic need to utilize any
resource which needs power to run.
As we are running in the deep economic crisis in the current scenario,
so Funding for complete project to implement may also be one of
the challenge.
