2. Purpose of Competition
To transform community-based English language
teaching by encouraging:
• creative and innovative ideas
• novel collaborations – “thinkers” and “doers”?
• proposals which secure good value for money
• proposals which are both scaleable and sustainable
over time.

3. Ambition
Through a two-stage competition, to support no more
than 4 projects with up to £6 million in total which will:
• achieve the objectives we have set out
• in ways we have indicated
• with economies of scale which give confidence in
delivery.
